Contract Opportunity Summary

This is a Notice to Bidders and Special Provisions document issued by the California Department of Transportation (Caltrans) District 09 for construction on State Highway 395 in Mono County near Bridgeport. The project involves cold planing asphalt concrete pavement, placing hot mix asphalt (HMA), and constructing minor concrete structures along a 4.6-mile segment from 0.3 miles south of Route 182 to Buckeye Road (Post Miles 76.0/80.6). The scope of work includes 123,000 square yards of cold plane asphalt removal, placement of 27,500 tons of HMA Type A, installation of drainage improvements including corrugated steel pipes and precast concrete inlets, construction of guardrail systems, traffic control devices, pavement markings, and miscellaneous concrete work. Bids open electronically on Tuesday, October 27, 2026, at 2:00 p.m. via the Bid Express website. The contractor must complete all work within 130 working days and must hold either a Class A license or a Class C-12 license. The project is a federal-aid project (NH-P395(360)E) with an estimated cost of $13,800,000.

The contract requires unit price bidding with bidder's security equal to at least 10 percent of the bid amount. Prevailing wages are mandatory, with rates determined by the California Department of Industrial Relations and the federal minimum wage rates established by the U.S. Secretary of Labor, with contractors required to pay the higher applicable rate. The project includes 101 bid items spanning categories such as temporary traffic control, water pollution control, earthwork, surfacing, structures, traffic control devices, and electrical work. A Dispute Resolution Board is authorized with compensation of $250 per hour for off-site work and $2,500 per day for on-site meetings. Contractors must comply with Buy America requirements for iron, steel, manufactured products, and construction materials, with environmental product declarations required for hot mix asphalt and concrete materials. The contract includes requirements for a designated safety representative with specific certifications, prompt payment to subcontractors within seven days of progress payment receipt, and adherence to strict fire prevention protocols given the freeze-thaw area classification and proximity to federal lands.
