SUMMARY OF WORK

PART 1 - GENERAL

1.1 SCOPE

A. Preface:

The Contractor must provide all material, labor, tools, plant, supplies, equipment, transportation, superintendence, temporary construction of every nature, and all other services and facilities necessary to complete all elevator modernization work described below, and any additional work not described to deliver a 100% compliant installation, in adherence to the following codes: Most recent versions of ASME 17.1 Safety Code for Elevators and Escalators, ASME 17.3 Safety Code for Existing Elevators and Escalators, ASME 17.2 Code for Inspectors Manual, International

Building Code (IBC), Local Building, Fire, Electrical and Elevator Codes, and NFPA including

NEC international electrical code. All work shall be in accordance with applicable codes and local regulations that may apply. All equipment purchased must comply with the Buy American Act per

USPS clauses and USPS Supplying Principals and Practices. In case of conflict in or between the

Contract Documents and a governing code or ordinance, the more stringent standard shall apply.

For the purposes of this construction project, the terms “Contractor” and “Offeror” are interchangeable and refer to the party whose proposal is accepted by the Postal Service.

B. Scope of Work:

The Contractor shall provide and install the material, labor and services as prescribed in the following checklist and as noted in the construction drawings.

IMPORTANT NOTE: The checklist below, project drawings, specifications and any other documents distributed to Offerors during the solicitation period are of equal importance to the scope of work for this project. It shall be the contractor’s responsibility to note discrepancies, if any, between these documents during the solicitation period and seek advice for clarification. If any discrepancies between the aforementioned documents are discovered after project award, the contractor shall be responsible to provide all materials and labor for the higher cost requirement between the respective conflicting documents.

C. Construction:

1. Execute the removal of all necessary system components as prescribed in the SOW and as identified within the contract documents. Contractor shall provide and install all required components both known and extrapolated related to the prescribed repairs and upgrades, including, but not limited to: All demolished equipment and components, unless otherwise directed by the COR shall become the property of the contractor and site cleared.

2. All work shall be performed in compliance with all applicable codes & regulations, and the

USPS Building Design Specifications, unless otherwise noted. Refer to section 1.1-A above.

3. Modernize and upgrade of all freight and passenger elevators as listed in Section 1.1-B above and all ancillary equipment, components and spaces as prescribed above.

4. Offerors shall be fully responsible to anticipate any potential physical obstructions, restrictions, or any non-compliant clearances, gaps, etc. that may or will be encountered during the course of replacing elevator equipment or ancillary components. Prior to bid, Offerors shall be responsible to submit a request(s) for information (RFI) regarding work that the Offeror believes may be required to be performed by themselves or others. In the absence of any RFI, the Offeror shall include costs in their submitted bid, for all potential specialized or additional equipment (e.g. back-boxes, specialty hoistway door motors, barriers, etc.), and all installation labor, including all modifications needed to any adjacent ancillary equipment and / or physical structures (e.g.: hoistway walls, conduit(s) in hoistway, any obstructions in the hoistway or machine room, etc.), regardless of trade, to provide a complete and compliant modernization as intended by the scope of work at no additional cost to the project.

5. Elevator contractor offerors shall note that the hoistway entrances, frames, and entrance sills or thresholds are not planned to be modified by others. The elevator contractor offeror’s bid shall take this into consideration. Elevator contractor offerors shall provide costs to modify the elevator per the project specifications and drawings and any addenda or RFI responses during the solicitation period as part of their bid. Elevator contractor offerors shall include all costs to modify the elevator car(s) within the existing hoist-way(s) with no changes to be made to the current hoist-way opening structures, unless the elevator contractor offeror carries the costs to modify the current hoist-way opening structures in their bid and illustrates it in their schedule of values, which would also need to include, but not limited to, temporary full height protective barriers and all necessary architectural support.

6. Entrances and entrance frames to the hoist-ways, pits, machine rooms and ancillary elevator spaces, and any adjacent doorways or entrances leading to said spaces, including, but not limited to, the creation of any new or temporary roof access openings, enlargements or temporary removal of doors, door frames, vents, etc. not illustrated in the drawings or noted in the specifications shall be considered as not planned for modification or replacement on this project. Contractors shall be required to carry the entire cost to modify and fully restore any of these or similar elements as their own work may require, including the costs for all materials, equipment, labor and /or support needed to be performed by any specialized trade(s) or others.

7. During the solicitation period, offerors shall be responsible to personally examine and field verify all existing elements and dimensions of all elevator related spaces, rises, and facility spaces for the movement of old and new equipment and materials, and for construction feasibility, including equipment lay-outs in machine room(s), and shall submit a Request for

Information (RFI) for any concerns encountered during the solicitation period that may require clarification.

8. Contractors shall be responsible to submit sufficient pricing in their bid and SOV to provide for all necessary modifications that will meet all 2016 elevator code requirements and the requirements of all other codes applicable to this project detailed in this Specification Section

011000-1.1(A), with no additional cost to the project during construction.

9. All contractors shall be responsible to strictly adhere to the scope of work responsibilities detailed in the delineation of trades document and provide pricing for all work as outlined.

This shall include costs for all necessary subcontracted services of any work listed which they may need to have performed by others.

10. Performance of all set up and final adjustments of the operation of any new elevator doors and/or door controllers / door equipment shall be subcontracted to an OEM authorized field services company who shall provide final documentation of their performed services.

11. Subcontract a locally licensed fire alarm contractor to secure alarm permits as necessary, and perform all fire alarm assessments, related upgrades and system modifications required as per the scope of work, and to comply with all codes listed above in section 1.1- A of this document. Alarm subcontractor shall provide walk test services and produce alarm certifications and any system compliance documentation as deemed acceptable to the local

Authority Having Jurisdiction (AHJ). Alarm company shall demonstrate a full-functional test of the completed fire alarm modifications at the time of the final inspection with USPS elevator inspection agency, NEIS.

12. Shunt-trip controlled operation feature shall be provided in all fused elevator main disconnect switches, shall be properly interconnected into the new battery lowering device in the main controller, as applicable, to distinguish between manual disconnection of power vs. actual loss of commercial power.

13. Training requirements are to include proper lock out/ tag out of all new equipment and systems, fire recall overview, testing and maintenance, and an overview of all other new equipment in the hoist-ways, machine rooms, elevator cars, and elevator pits.

14. Post-Construction Warranty, Maintenance, and On-Call Elevator Service Requirements for this project is included as Attachment 1 to this Summary of Work. Offerors shall confirm they will be able to meet these requirements and shall provide separate, detailed costs in their

Schedule of Values for all required services. Post construction warranty and maintenance service period for every elevator on this project shall be for one year after installation on an individual unit basis. Warranty period shall commence after fully demonstrated testing and acceptance by the USPS’s elevator inspection agency, National Elevator Inspection Services, Inc. (NEIS). Offerors shall include all costs to provide operation and system adjustments, and use-based regular monthly maintenance to each elevator for twelve months. Successful contractor shall be paid incrementally on a quarterly basis for the proportionate value

011000–7 assigned for said services as illustrated in the elevator contractor’s schedule of values.

Levels of use-based regular maintenance will be established for each elevator per discussions with key facility personnel and construction project QEI consultant during the on-site pre-proposal meeting and communicated via addendum.

15. To satisfy the requirements of AS-503, Appendix 3C, discussions with key facility personnel during the on-site pre-proposal meeting will establish detailed, site-specific logistics, specific expectations, responsibilities and limitations, and will be documented and included in the project addenda.

Items to be discussed:

• To identify USPS facility operations and equipment that rely on the elevator(s), to best maintain USPS operations during construction with minimal interference.

• Acceptable work methods

• Phasing and procedures

• Coordination planning

• Site plan, entry level plan and parking / dock level plans

• Identify space at the facility to be used for materials staging, elevator shop / assembly space and portable equipment.

• Coexistence of new and existing elevator control systems in machine rooms until modernization for each group is completed and placed in service, and before existing systems are removed

• Sequencing of heating, cooling and exhaust ventilation controls where multiple systems will exist in a machine room

• Establish the potential need for available documentation review of any presumed

ACM or LBP materials that are anticipated to be disturbed during construction

16. Offerors are expected to be completely familiar with the latest version of the USPS Building

Design Standards and shall also evaluate field conditions against the current design documents prior to submitting a cost proposal, and include costs for all appropriate equipment, materials and labor to fully accomplish the intent of this project while adhering to all applicable USPS specifications and applicable codes. It is expected that all offerors shall be well versed with all codes referenced above in section 1.1-A of this document as a prerequisite for submitting a cost proposal for this project.

1.2 MISCELLANEOUS CONTRACT EXPENSES

A. In accordance with the terms and conditions of the contract provisions and clauses, including those concerning Permits and Responsibilities and, Building Codes, Fees and Charges, the

Contractor must include in its price proposal a separate line item for the cost each of the of the following fees or charges payable to State, local, or special community development agencies:

Electrical company required fees

Environmental Services

Environmental Permits/Registrations

Off-site inspection fees

Other permits or fees

B. If the actual cost differs from of any item costs listed above, the contract price will be adjusted accordingly by a contract modification. The adjustment will not include overhead and profit. The

Contractor must, within 30 days after incurring the expenses, inform the Contracting Officer that the payment has been made. Evidence of the actual amount paid must be provided. The contract amount will be adjusted upward or downward as necessary to accommodate actual charges from the utilities. The Contractor must provide all coordination with the utilities in accomplishing their work and must make all payments to the utilities for their work.

C. The Contractor must include all additional fees, as required and justifiable, in their price proposal.

1.3 SPECIAL PROJECT REQUIREMENTS

A. Phasing and Coordination: The Contractor shall phase and coordinate his work with the USPS to minimize the disruption to the facility’s normal operation.

B. Due to the number of elevators being modernized on this project, the elevator contractor shall be required to provide and maintain a minimum of two installation teams to work concurrently at all times throughout the project.

C. The Contractor shall submit for approval to the USPS COR a detailed operational plan showing the sequence of planned operations prior to commencement of any work at the site. Any changes to this operational plan must be approved by the USPS COR and A/E.

D. The Contractor’s attention is especially called to the fact that continuous operation of this facility is mandatory.

17. Shutdown schedules and quantities shall be determined by the USPS facility and / or the

USPS COR. Contractor shall adequately staff all shutdowns to perform the necessary work required during shutdown(s) associated with this project regardless of quantity, date and time at no extra cost to the contract.

18. This USPS facility has internal and/or regional safety operations processes that require permitting for energized work, burn permits including fire-watch, confined space permits, crane permits, and other similar safety and facility system related permits, as applicable.

Contractors shall anticipate that specialized training, special PPE, certifications, etc. are required as a prerequisite to obtaining such permits or authorization.

19. No environmental work is currently anticipated. If non-anticipated status remains after the pre-proposal period, the USPS COR will evaluate any need for abatement / remediation and separate air monitoring services on a case-by-case, as-needed basis as encountered during construction, and may seek to use preferred local abatement and air monitoring environmental services contractors. Miscellaneous contract expenses may apply for these services as stated in section 1.2, as directed by the USPS COR.

20. Elevator contractor to provide submittals that shall include the following specialized details and certifications: New car rail position details; Secure structural engineer certifications of reactive loads and collect core samples and testing of pit floor and hoist-way wall structures.

21. Architectural contractor shall review approved new car rail position details and structural certifications provided by the elevator contractor and shall submit stamped shop drawings

011000–9 that illustrate new car rail attachment details and any required wall pockets.

22. Elevator Engineering Support: In regard to specific elevators where weight load capacity increases or changes to the weight load classifications are prescribed in the project documents, it shall be the elevator contractor’s responsibility to arrange, conduct and pay for all field testing and certified engineering analyses for each applicable elevator to determine the proper sizing and modifications of all elements, including but not limited to, the structural steel, pit concrete, car platform(s) and any platform structural determinations, rail sizes, rail forces and reactive loads, rail backings, brackets and bolting, sills and thresholds, hydraulic jack sizing, pit channels, etc., as applicable, for the purpose of fulfilling all elevator engineering evaluation requirements to complete all determinations. Signed and stamped shop drawings certified by a professional engineer shall be required to be submitted. The

Elevator contractor shall also include all costs in their bid and SOV to provide all materials and labor for performing the installation of all modifications prescribed in the certified and approved submission.
