STATEMENT OF WORK

PLANNING CHARRETTE REPORT

Project Title: Charrette: Construct New Fire Station #3

Project Location: Vandenberg SFB, CA

Base Project Number: XUMU083003CR

22 April 2024

1.0 INTRODUCTION:

The Architect-Engineer (A-E) shall conduct field investigation and prepare a complete and usable

Planning Charrette Report (PCR) with all required supporting documentation. This Statement of

Work (SOW) defines the A-E services to provide a PCR, and required supporting documentation, for the construction of a new Fire Station. This SOW defines what is required for this project.

1.1 SCOPE OF WORK:

The A-E shall develop a Planning Charrette Report (PCR) for the construction of a new fire station near the existing fire station #3. The PCR is to validate the project scope and project site, define alternatives and their associated costs, provide conceptual drawing/representation of the proposed alternative, and to refine the programming documentation in preparation for the submission for project approval; DD Form 1391, Simplified Analysis of Alternatives (SAoA), Certificate of

Compliance (CoC), and AF813-Request for Environmental Impact Analysis.

The Architectural and Engineering Firm (A-E) will lead the Planning Charrette (PC) Process, in accordance with AFI 32-1020, with the 30th Civil Engineer Squadron (30 CES) in developing a PCR for the construction of a new Fire Station. The outcome of the PC Process is the development of a

PCR and the identification of significant items impacting construction cost, functional relationships, maintenance, biological, environmental, and historical areas of interest with the potential to impact planning decisions and construction standards within a holistic life-cycle framework. The PCR will provide the justification for the project scope and associated costs for each possible alternative. The

PCR will be used by 30 CES Program Development (30 CES/CENPD) to create final drafts of the necessary documentation (e.g., DD Form 1391, CoC etc.) to secure the authority and resources for project approval for construction (see Planning and Programming Built Infrastructure Projects [Air

Force Instruction (AFI) 32-1020 (18 December 2019) Para. 1.3.1.2.2] for the definition of construction) of United States Air Force (USAF) Real Property (RP) (10 U.S.C. §2811).

The A-E is responsible to provide all research, investigation, estimating, and planning required to prepare the PCR and related documents. All planning considerations and subsequent construction activities produced from the PCR must follow all applicable codes and laws governing the repair of

Space Force Real Property assets including but not limited to Whole Building Design Guide (WBDG) requirements (e.g., Unified Facility Criteria [UFC]), Space Wing Instructions (SWI), AFI, etc. The current version of all applicable codes and laws at the time of contract award will apply. It is the responsibility of the A-E to confirm with 30 CES Programming (30 CEN/CENPD) what versions are valid for the PCR.

The PCR to support the development of the requirements for the construction of a new fire station will have, at a minimum, draft versions of the following items:

• Draft DD Form 1391 & 1391C of preferred CoA

• PACES 1.5 Parametric Cost Estimate for each alternative

• Economic Analysis Report (if applicable)

• Draft AF 813 Request for Environmental Impact Analysis

• Maps (georeferenced)

• GIS Data with different layers for each planning element (e.g., water lines, electrical distribution lines, wastewater lines, etc.)

• Conceptual drawing/representation

• Design Analysis narrative document including notes for the future Designer of Record (DOR)

• Basis of Study

• Executive Summary (overall project)

• Evaluation of each alternative (i.e., pros and cons, parametric cost estimates)

• Summary of any unusual requirements or requirements which require further study with cost or schedule impact

The template and/or guidance documents to produce the items listed above will be provided by 30

CES/CENPD.

The A-E shall perform all site survey, field verification, research, and investigation to gather details that will inform design and code requirements, environmental concerns, cost estimates, and other supporting information necessary to develop the list of documents above.

The PCR must analyze multiple Courses of Action (CoAs) to provide decision makers with enough information to adequately assess the project alternatives and select a preferred CoA. A minimum of four (4) CoAs are required to be analyzed and presented thoroughly in the PCR, including three (3) construction/repair CoAs and one (1) Status Quo CoA. Once enough information is gathered, a preferred CoA shall be selected by the government proponent. The preferred CoA may be identified before the draft submittal but must be identified, at the latest, during the draft submittal review. If the preferred CoA is identified before the draft submittal, the 1391 & 1391c shall be included in the draft submittal. Otherwise, the CoA will be selected from the information provided in the draft submission and a 1391 & 1391c will be required for the final submission. Only the preferred CoA needs a 1391

& 1391c. The FY 25-29 AFCAMP Business Rules will define what is required. The current version at the time of contract award will apply. The A-E must confirm the version with 30 CES.

1.2 GENERAL DESCRIPTION OF PROJECT:

The A-E shall investigate, research, and propose solutions to bring the below issues up to code compliance and to meet all base, state, federal, and user requirements and standards. This is not a description of construction, rather a statement of performance. The A-E shall develop a charrette that researches the current situation and provides a report with sufficient information to support a solution meeting these performance requirements. The A-E shall include, but is not limited to, the following items:

• Identified scope of work, design and code requirements needed for the installation of a new Fire

Station.

The A-E shall prepare the Planning Charrette Final Report Submittal that will include everything required by the Draft Report Submittal and also include the following:

5.2.1 PLANNING CHARRETTE ANALYSIS FINAL REPORT

The Planning Charrette Analysis Final Report shall be bound or in notebook form and include all documents required in the Draft Report and the following at a minimum:

5.2.1.1 Document Deliverables

The A-E shall provide a completed form 1391 and 813 for the preferred alternative selected at the draft submittal stage.

5.3 COST ESTIMATE

The A-E shall prepare a Cost Estimate for each Course of Action (CoA) in sufficient detail to establish a firm construction cost. It shall include a summary sheet of various disciplines for each

CoA. The A-E may choose the format of the Cost Estimate for the draft charrette Submittal provided it includes quantities, is complete, and clearly organized. However, the Cost Estimate for the final charrette Submittal is to be presented in CSI format.

5.4 DRAWINGS

The A-E shall submit half size (12” x 18”) copies of updated Drawings plotted on bond for each submittal. The A-E must consecutively number all sheets. Drawings shall comply with Vandenberg

CAD Standards. It is the Contractor’s responsibility to contact the VSFB 30 CES Vault after award to obtain these standards.

5.5 PROJECT FILE LIST AND COMPUTER FILES

The A-E shall make final corrections from the draft charrette Review Conference and all comments provided by the PM and submit an updated Project File List and PDF files as outlined in section 2.6, Geographic Information System (GIS) and Schematic/Drawing Deliverables.

5.6 RESUBMITTALS

The A-E may be required to resubmit the Draft Charrette Submittal or the Final Charrette Submittal, if after review, the Government determines that the submittal does not meet the requirements set forth in the contract or if it contains sufficient error requiring major revisions, as determined by the

Government. Upon review by the Government, any submittal that has technical errors or omissions will be rejected and shall be required to be resubmitted. Each resubmittal shall be labeled as “PCR

RX” with X being the corresponding resubmittal number.

5.7 SUBMITTAL REVIEW

All submittals will be reviewed by Government personnel. Not later than the dates specified in the

TO, the COR will provide the A-E with copies of the review comments or marked up drawings and documents. If necessary, and if requested by the Contractor, CO, or COR, a submittal review conference will be held at the earliest mutually acceptable time to resolve questions arising from the submittal or review comments. The draft submittal review conference may optionally be held as an in-person meeting at the Government's discretion. All comments and annotations shall be summarized within the Design Analysis.

5.8 COMMENT ANNOTATIONS

Annotate all Space Force-furnished comments, noting either the intent to incorporate the comment's direction, or the Contractor's exception to any comments. Provide for every exception a brief but specific explanation of the exception. If the comment requires action other than that recommended in the comment, note the intended alternative action. Provide a copy of the annotated comments as specified in the TO after either receipt of comments or attendance at the review conference, whichever is later.

5.9 COMMENT ACTIONS

Make all noted corrections identified in the comments or on the marked-up drawing/documents, provided Space Force comments and marks address work within the scope of the required services. If any comments or drawing marks add to, alter, or decrease the scope of services required, identify such to the CO for resolution. Upon resolution, any modifications to the charrette shall become an integral part of the project requirements identified in the TO. If a submittal contains numerous errors or deficiencies, or does not meet the specified requirements, the Contractor shall re-submit corrected copies of the submittal. Each submittal must receive concurrence from the COR before proceeding to the next submittal point. If a re-submittal is appropriate due to errors or omissions, no additional time or funds will be made available to the Contractor.

6.0 OTHER REQUIREMENTS:

The A-E is also responsible for the following:

6.1 GENERAL ENVIRONMENTAL REQUIREMENTS TO NOTATE

The A-E shall notate the following:

(1) Notate any environmentally related permitting/monitoring requirements to accomplish the execution effort.

(2) Specify the need for a construction General Permit and Storm Water Pollution Plan

(SWPP) required for the site disturbance over 1 acre.

(3) Notate the implementation of Low Impact Development (LID) standards.

(4) Notate the inclusion of an Environmental Protection Plan (EPP) if needed.

6.2 A-E PAYMENT INVOICE: The A-E shall submit an invoice for payment only after receiving an acceptance of the Planning Charrette Report and authorization for payment letter from the CO. The A-E should contact the CO if this letter has not been received within 14 calendar days after the Charrette Review Conference.

6.3 ENERGY EFFICIENCY: Energy-efficient technology and equipment is required for all projects at Vandenberg SFB as mandated by the Energy Policy Act of 1992.

6.4 SPATIAL DATA (MAP) REQUIREMENTS

All products associated with this contract that provide a map representation of the location of installation features (historical, existing, or planned) including installation maps, site plans, area development plans, walls-out as-built depictions, or other related overhead (plan) views of an installation (partial or entire) must adhere to the following requirements. (NOTE:

This requirement does not currently involve walls-in facility floor plans or interior renderings.)

All maps and associated data must comply with the latest version of Spatial Data Standards for

Facilities, Infrastructure, and Environment (SDSFIE) available from the SDSFIE web site. The

SDSFIE web site address will be provided under separate cover at the task order level. This data will be organized using the current version of the standard approved by the Headquarters Air

Force Geo Integration Office (HAF GIO) as the functional lead for installation mapping and visualization. The SDSFIE will determine file and feature class identification and definition, attribution and valid domain values. When any geospatial information collected as a result of the contract includes information identified in the Common Installation Picture (CIP) or recognized

Mission Data Set (MDS) the contractor will deliver data consistent with the established requirements for the data and will ensure functionality with the receiving system. Information must be collected at no less than 1:1200 scale for base cantonment areas and 1:4800 scale for larger undeveloped base areas. Spatial data will meet or exceed National Map Accuracy

Standards at those scales. Metadata will be provided and will use Federal Geographic Data

Committee (FGDC) Content Standards for Digital Geospatial Metadata (CSDGM) for organization.

Geospatial data must be delivered in a geo-referenced Geographic Information (GIS) format

(feature-based file structures with one-to-one cardinality between spatial records and attribute records) which would include Environmental Systems Research Institute’s (ESRI) shape file and geodatabase formats. All attribute data as specifically outlined in the task order contract must be included either in the GIS data file or as a separate table with a SDSFIE key variable that may be used to relationally join the separate table with the GIS data file. All geospatial data must be delivered in the North American Datum 1983 (NAD83) projection, State Plane Coordinate

System, using feet or metric coordinate units. Further guidance on mapping units, coordinate systems and projections are available from the Installation GIO.

Source data and product data remain the property of the US Government. The contractor may be required to explain and demonstrate the company's process for protecting all geospatial data, including but not limited to geometry, attributes, metadata, topologies, and relational database schemas and operations used in association with this SOW. The contractor may be required to sign a non-disclosure agreement attesting to the same before source data are released. Further information about security and nondisclosure requirements should be obtained from the installation GIO. Some installation map data, source and/or product, may be considered by the government to be “sensitive, but unclassified.” The intent of this clause is to prevent intentional or unintentional dissemination of “sensitive, but unclassified” information to include unauthorized access to the source and product data by any entity wishing to do harm to the USSF or U.S. Government while the data resides on the contractor's computer network. The contractor is not authorized to release this information to any third party without the explicit consent of the

Headquarters Air Force Office of the Civil Engineer (AF/A4C) or its involved installation. All source information must be returned to the government POC or destroyed upon completion of the project. Special requirements for handling classified map data, if applicable, will be addressed elsewhere in this SOW.

6.6 MONITORING REQUIREMENTS:

The Contractor shall obtain and notate information regarding monitoring hazards relevant to the project, including but not limited to UXO monitoring, biological monitoring, avoidance of biologically or culturally sensitive areas.

7.0 QUALITY PROGRAM PLAN (QPP):

If applicable, the QPP shall include the Work Plan (WP) and the Health and Safety Plan (HSP) (as required by 29 Code of Federal Regulations [CFR] 1910.120), and the Construction Quality Plan

(CQP). This section shall be tailored to meet current customer and regulatory requirements in the TO.

7.1 WORK PLANS (WPs)

If applicable, prepare WPs to comply with Department of Defense, Air Force, state, host nation, and local regulations regarding the proposed work effort. Prepare test plan(s), including cost estimates.

Specific WPs to conduct site activities and analysis as part of future projects may also be specified.

8.0 DOCUMENT SENSITIVITY:

The A-E shall not release or distribute any map data, sources, or products related to VSFB installations to any third party without the express consent of the Headquarters Air Force Office of the Civil Engineer (AF/A4C) or VSFB.

9.0 PROJECT NAMING STRUCTURE: The Contractor shall follow all naming conventions for the subject project during solicitation. Send to
