PROJECT OVERVIEW
Introduction
The State of Colorado, Department of Military and Veterans Affairs (DMVA), is soliciting bids from qualified contractors to address existing deficiencies and recurring failures associated with the Pedestrian Walkway Bridge located at 8721 Frank Baldwin Road, Building 9121, Fort Carson, Colorado. The project is identified as Project No.
082517.
The pedestrian walkway bridge has experienced repeated deterioration and maintenance issues over its service life. The bridge decking has been replaced twice within approximately the last ten years; however, continued deficiencies have been observed. Portions of the bridge appear to be separating, shifting, or becoming misaligned, potentially due to loose, missing, or otherwise deficient fastening systems. The walking surface has also sustained deterioration associated with regular pedestrian traffic and snow-removal activities, contributing to a shortened service life of the decking system.
Scope of Services
Contractor shall provide services throughout construction, project closeout, and the warranty period. In addition to the work specifically identified in the drawings, specifications, and supporting exhibits, the Contractor, as the prime vendor to the State, shall provide all necessary project supervision, construction coordination, scheduling, site logistics, safety and access control, protection of existing facilities, coordination with DMVA, the Architect/Engineer and Fort Carson representatives, required submittals and RFIs, quality control, coordination of inspections and testing, progress meetings, documentation of existing and unforeseen conditions, daily site cleanup, protection of completed work, punch-list coordination, closeout documentation, warranties, and correction of warranty deficiencies. The Contractor shall coordinate all subcontractors, suppliers, deliveries, and construction activities necessary to maintain an orderly and safe project site while minimizing disruption to Fort Carson operations and shall comply with all Colorado National Guard, Department of Military and Veterans Affairs, and Fort Carson security, access, safety, and construction requirements. Bidders shall reference the drawings, specifications, and supporting documents contained in the Appendices for the detailed physical scope of construction.
The scope of services will include full Construction Contracting Services for the project specified during the process of construction and warranty period to the State as per the Advertisement for Bid. Specific tasks to be performed by the Contractor include those generally performed by the construction community where the Contractor is the prime vendor to the State. Bidders shall reference the drawings, OSA-AFB-1 pg. 3 specifications, and supporting documents in the Appendices for an understanding of the entire scope of the project.
Per C.R.S. §38-26-106, if a contract amounts to $150,000 or more, the awarded contractor shall provide payment and performance bonds not less than 50% of the value of the contract. The costs associated with this bond are to be included in the contractor’s bid.
