JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Department
2. Description of the Action Being Approved
Award of a firm fixed priced contract on a sole source basis for critical equipment to be used by the manufactured by 4D Technology Corporation.
3. Description of Supplies/Services
The NSWCDD requires the following Interferometer with commissioning, installation, and training services:

The Phasecam system uses a Patented polarized mask design allows multiple phase-shifted interferograms to be measured at the same time. This allows for a comparatively less complex optical and electronic than other approaches. Due to intellectual property rights of this technology, no other companies could develop this technology. Therefore, 4D Technology, is the only source for this proprietary system.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Market research included contacting subject matter experts (SMEs) in Government and industry regarding market capabilities to meet requirements. This included SMEs at Naval Warfare Center China Lake, several academia colleagues from Penn State University and the University of Arizona, and other industry members. These interactions included virtual and in-person meetings, and SMEs have extensive experience in this field and extensive market knowledge. In previous years, market research was conducted to procure a different type of interferometer, called a Fizeau system. From this market research, companies were identified in this sector, along with various types of interferometers. The Fizeau system, for example, was found to be more accurate for use on an isolated optical table, but that Twyman-Green interferometers were more accurate and simpler to use for non-isolated environments. Product demonstrations of the 4D Twyman Green system were conducted during this time period. Market research also included interacting with current customers of 4D who own a similar system and attending trade shows including conferences with industry exhibitions, to explore the market of vendors. Additional market research included reviewing catalogs and other generally available product literature published by manufacturers, distributors, and dealers or available on-line.
The Government was unable to identify any other suppliers with comparable products and capabilities. This market research has also shown that 4D Technology, the original equipment manufacturer (OEM) sales direct in the United States with no distributors identified. The OEM has also verified that there are no authorized resellers available.
No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than 4D Technology Corporation to provide the required equipment. The proposed contract will be synopsized on the System for Award Management (SAM) website (SAM.gov). If another source expresses interest in this requirement and responds to the synopsis, the Navy will determine whether the respondent is capable of satisfying the requirement.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the equipment covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, Dahlgren Contract Department has no plans at this time to compete future contracts for the type of equipment covered by this document. If another potential source emerges, Dahlgren Contract Department will assess whether competition for future requirements is feasible.
