About this file

This document is a Limited-Sources Justification under FAR 8.405-6 for the Department of Energy (DOE), Office of Headquarters Procurement Services, to issue a sole source task order to IHS Global Inc. for modeling and analysis support services. IHS Global Inc. will provide projections and comparisons for the Annual Energy Outlook (AEO), International Energy Outlook (IEO), and Short-Term Energy Outlook (STEO) reports published by the Energy Information Administration (EIA). The one-year base contract with four one-year options will be a Firm Fixed Price task order under IHS Global Inc.'s GSA Federal Supply Schedule contract. The Contracting Officer determined that IHS Global Inc. is the only source capable of providing the unique and highly specialized services required to meet EIA's mission. Market research confirmed that no other vendors possess the necessary capabilities to support the NEMS, WEPS, and other models used by EIA.

Limited-Sources Justification

FAR 8.405-6

Federal Supply Schedules Multiple Award Schedule Program

1. Identification of the agency and the contracting activity.

The Department of Energy (DOE), Office of Headquarters Procurement Services (MA-64), located in Washington, DC, proposes to issue a GSA Schedule Task Order above the simplified acquisition threshold (SAT) by means of other than full and open competition. This action is in support of the Office of Resources & Technology Management (ORTM). This document sets forth the justification and approval of limiting sources in accordance with the circumstances described under FAR 8.405-6(a)(1)(i)(B), “Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.”

This acquisition is conducted under the authority of the Multiple-Award Schedule Program.

2. Nature and/or description of the action being approved.

DOE intends to award a sole source GSA Federal Supply Schedule (FSS) order for services. This will be a Firm Fixed Price Task Order for IHS Global Inc. modeling and analysis support, which generates projections and support comparisons for the Annual Energy Outlook (AEO), International Energy Outlook (IEO), and Short-Term Energy Outlook (STEO). The period of performance is a one-year base with four one-year options.

Contractor Name and Address:

IHS Markit (dba as IHS Global Inc.) (a wholly owned subsidiary of S&P Global Inc.)

15 Inverness Way East Englewood, CO 80112

UEI: C19ELN62VL28

CAGE Code: 6A920 GSA Schedule Name/SIN: 541611 GSA MAS Contract: 47QRAA19D001X

3. A complete description of the supplies and/or services required to meet the agency’s needs.

IHS Global Inc. modeling and analysis support generates projections and support comparisons for the AEO, IEO, and STEO. The models include macroeconomic models and associated data.

Congress has established EIA as the primary federal government authority on energy statistics and analysis. To meet its mission, EIA conducts a comprehensive data collection program that covers the full spectrum of energy sources and energy flows. EIA also prepares informative energy analyses, including monthly short-term forecasts of energy market trends and long-term U.S. and international energy outlooks. EIA disseminates its data, analysis, and other products to promote sound policymaking, efficient markets, and public understanding of energy and its interaction with the economy and the environment.

Modeling System (NEMS), World Energy Projections System (WEPS), and others, which would cause a significant delay in providing critical statistics and data.

5. A determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404(d) and FAR 8.405-2(d).

FAR 8.405-2(d) notes: “The ordering activity is responsible for considering the level of effort and the mix of labor proposed to perform a specific task being ordered, and for determining that the total price is reasonable. Place the order with the schedule contractor that represents the best value (see 8.404(d) and 8.405-4).”

The Contracting Officer has determined that the level of effort and mix of labor are not applicable to this purchase. The Contracting Officer intends to place an order with IHS Global Inc., which represents the best value.

Further, in accordance with FAR 8.404(d), “GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable.” Therefore, this order represents the best value to the government.

6. A description of the market research conducted among schedule holders, and the results of the research, or a statement why market research was not conducted. A statement must be made that the supplies and services are available from the FSS.

EIA performed extensive market research as part of the acquisition planning stage for this task order. This included a search of internet search engines for commercially available vendors, as well as research into current and past contract information and internal contract vehicles. Current and previous contracts include contract numbers and , all solely awarded to IHS Global Inc. There are no other contracts held currently or in the past with other vendors that have met this requirement. Other commercial vendors, such as

, were considered in the past, but they do not have access or the capabilities to meet the government’s requirements to provide the modeling and analysis support for the IHS models, and thus cannot be used. There is no other source with the capacity and capability to provide the highly specialized support services EIA requires to meet its mission.

7. Any other facts supporting the limited source justification.

N/A

8. A Statement of the actions, if any, the agency will take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for supplies and services is made.

EIA will continue to perform market research to determine if other vendors can provide these services.
