Single Source Justification Western Area Power Administration

FAR 13.106-1(b)(1), Simplified Acquisitions

1. Identification of the agency and the contracting office.

Western Area Power Administration (Western) Desert SouthWest Region (DSW), 615 S. 43rd Ave.

Phoenix, AZ 85009

2. Description of supply or service required to meet the agency’s needs.

This is a single source requirement for OMICRON Corp. to provide RelaySim Test software licenses for 17 CMC 356 units and provide hardware upgrade to five of those units.

3. The rationale or circumstances for limiting competition.

DSW maintenance group (G5300) has standardized the test equipment to be used for relay testing and end-to-end testing. OMICRON Test equipment has been used by our technicians for the last 15 years. Upgrading this equipment will extend the life of this equipment and provide improved testing software for end-to-end testing. Purchasing another vendor’s equipment and software would require training for all Meter & Relay Tech at DSW as well as developing new test plans and procedures.

Furthermore, this effort requires the procurement of OMICRON RelaySim Test software licenses and the upgrade of existing OMICRON equipment in the form of Return Merchandise Authorizations (RMAs). A letter provided to WAPA DSW by Sheila Lang, OMICRON Customer and Sales Support, dated 19 October 2021, states that OMICRON “is the sole source for all OMICRON products (includes RelaySimTest) in the USA. Our current authorized sales representative for the states of Arizona and New Mexico is Arizona Sun Sales.” Research revealed that Arizona Sun Sales is not registered in the System for Award Management (SAM). Considering these facts, a single source award to OMICRON is in the best interest of WAPA DSW.

4. A description of the Market Research (MR) conducted and the results or a statement of the reason MR was not conducted.

Market research was conducted using various website search engines including Google and Bing.

Maintenance was unable to find other products meet our requirements at a reasonable cost. There is no other manufacture who can provide a product with comparable functionality with our existing equipment that wouldn’t require extensive rework of our testing procedures. As described above, additional effort was made to determine whether another vendor could supply the OMICRON RelaySim Test licenses and provide hardware upgrades to existing units.

5. Recommended source.
