THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO ESCARPMENT ARMS, INC. FOR THE RENTAL OF AN OUTDOOR FIRING RANGE FACILITY.
The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Enforcement & Removal Operations (ERO), intends to award a firm-fixed price purchase order on a sole source basis to Escarpment Arms, Inc. (DUNS Number: 060377971) (Address: Escarpment Arms, Inc., 1312 Ridge Road, Lewiston, New York 14092-9749) for the rental of its outdoor firing range facility to enable approximately 80 ICE/ERO Officers to meet firearms training requirements for their 1st, 3rd, and 4th quarter firearms qualification.
Escarpment Arms, Inc. is the only known vendor that provides 25, 50- and 100-yard outdoor firearms lanes in metropolitan Buffalo, NY, and is currently able to accommodate up to 80 ICE/ERO Officers stationed at the Buffalo Field Office and at the Buffalo Federal Detention Facility (BFDF) to meet their quarterly firearms training requirements.
There is only one responsible source and no other supplies or services will satisfy agency requirements as the rental of the outdoor firing range facility described in the preceding paragraph is only available from Escarpment Arms, Inc. Services that will be acquired using FAR Part 13 procedures and the anticipated award will be made under the authority of FAR 13.106-1(b)(1)(i), Soliciting from a single source. Market Research conducted by OAQ and ERO revealed that there are three other vendors located in the metropolitan Buffalo, NY area that offer outdoor firing range facilities that could meet agency requirements. However, these facilities are currently rented out at full capacity, and thus do not currently have the available spare capacity in their respective facilities necessary to accommodate up to 80 ICE/ERO Officers to meet their quarterly firearms training requirements. Based on the findings obtained through Market Research, it was determined that there were no other sources available to provide the rental of an outdoor firing range meeting the agency’s requirements.
