THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This RFI is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the United States Coast Guard (USCG) is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the United States Government (USG) will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. Please be advised that all material submissions and responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the USG to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this RFI.
SCOPE:
The USCG is conducting market research on Group II and Group III Unmanned Aircraft Systems (UAS), and any UAS that can meet the System Performance Specifications (SPS) located in Appendix 1, that will deploy from USCG host cutters.
Please provide your capability to satisfy the USCG’s requirements as well as the information immediately below, no later than 1:00 PM EST, August 22, 2022 to Barbara.A.Reithmaier@uscg.mil as a Windows 10/11 Microsoft compatible zip file if over 1MB in size. Please provide the following:
1. Prospective Offeror Identification:
a. Organization name
b. Unique Entity Identifier (UEI)
c. Address
d. Website
e. Phone number
f. Fax number (if applicable)
g. Email address
h. Point of contact information
i. Socioeconomic status
2. As part of your response, please fill out the “Meets Requirement?” column located in Appendix 1. Your response must identify the UAS system, any applicable sensors, and whether or not it is capable of meeting each Key Performance Parameter (KPP), Key System Attributes (KSA), and threshold level noted in the SPS. Please annotate yes or no and indicate whether your system is capable of operating at the threshold (T) or objective (O) level.
3. Additionally, please address the following system-specific questions:
a. Confirmation UAS production and service is in full, demonstrated compliance with all applicable U.S. laws related to UAS production and operations, specifically Section 848 of the Fiscal Year 2020 National Defense Authorization Act (FY2020 NDAA), Section 8414 of the FY2021 NDAA, and Section 6445 of the FY2022 NDAA.
b. A brief description of your business, including capability and resources necessary to provide a product to the government or commercial market that meets the stated requirements in the maritime environments in which the host cutter operates.
c. The degree of commonality and interoperability your system has with existing Department of Homeland Security (DHS) or Department of Defense (DOD) programs.
d. The degree to which your system is production-ready and mature to include your current technological readiness level (TRL), as defined by, “technology that has been proven to work in its final form (not subsystems or parts) and under expected USCG NSC operational deployment conditions,” as a fully assembled system, and at a stage of production maturity to meet the host cutter’s global maritime operational needs.
e. If your system is in operational use by the USG, or an allied nation, identify the operational user(s), duration of operational use, user points of contact information, and contract number(s). If so, has your system received a commercial item determination from the USG?
f. Is your system available as a commercial procurement or service application by another user, to include, but not limited to, a research agency, academic institution or other commercial entity? If so, please provide the customer information with detailed information about the nature, location, and duration of their UAS usage.
