About this file
This Addendum No. 1 is issued by the California Department of Transportation, Administration Division of Procurement and Contracts, for Invitation for Price Quote (IFPQ) #07A6299 regarding High Security Mesh Fencing onto Existing Fencing and Roll Gate Operator Replacement in Los Angeles County. The project scope requires contractors to furnish all labor, materials, parts, tools, equipment, supplies, disposal fees, travel, and incidentals necessary to install high security alternating welded wire mesh fencing onto existing eight-foot high wrought iron fencing, walk gates, and roll gates; remove and legally dispose of the existing roll gate operator and keypads; replace the roll gate operator; and install a fire key access box. The addendum was issued on March 13, 2026, and addresses three questions submitted by prospective bidders regarding licensing requirements and contractor qualifications.
The addendum clarifies that both a California Contractors License Class B and Class C-13 are required for prime contractor eligibility, as specified in STD 213, Exhibit E, Item 3. The Department rejected arguments that a C-13 license alone should suffice despite the project being over 95 percent fencing work, and also rejected the proposal that a Class A-1 license combined with a C-13 license would satisfy requirements. The solicitation is restricted to certified small businesses registered with the Department of General Services (DGS) under a Small Business/Disabled Veteran Business Enterprise (SB/DVBE) set-aside. All other terms and conditions of the IFPQ remain in full force and effect.

Addendum No. 1 Invitation for Price Quote (IFPQ) # 07A6299
High Security Mesh Fencing onto Existing Fencing and Roll Gate Operator Replacement in Los Angeles County
NOTICE TO ALL PROSPECTIVE BIDDERS:
Addendum No. 1 is being issued for the above-referenced IFPQ. Bids for this work shall be with the full understanding of this Addendum.
The following represents questions submitted for this IFPQ and the Department’s responses:
Question 1: Can a contractor have only a C-13 bid as a prime for this project or is there a requirement for both Class B AND C-13.
Answer 1: Both are required, per STD 213, Exhibit E, Item 3. Licenses and Permits.
Question 2: We saw that this bid requires a B and a C-13 license but this project is over 95% fencing which means C-13 should be able to bid it as a Prime Contractor. If a B license tries to bid it they would need at least 2 subcontractors since the bid is primarily fencing. Can you please confirm if a C-13 license is acceptable to bid as a Prime Contractor?
Answer 2: Per STD 213, Exhibit E, Item 3. Licenses and Permits, both licenses are required. Please also refer to STD 213, Exhibit A, Item 3.
Question 3: We are a Perimeter Security Integrator that would like to bid this project, but we have a Class A-1 & C-13 License, but do not have a Class-B. Since Class A is for heavy infrastructure/engineering projects will this meet your licensing requirements to bid?
Answer 3: Please refer to STD 213, Exhibit E, Item 3. Licenses and Permits.
All other terms and conditions set forth in the IFPQ remain in full force and effect.
Sincerely, Catherine Andersen Contract Analyst http://www.dot.ca.gov/dpac/ http://www.dot.ca.gov/dpac/
