About this file

This document is an Addendum to a Request for Qualifications (RFQ) issued by the California Department of Transportation (Caltrans) for on-call Hazardous Waste Site Initial Site Assessment, Site Investigation, and Feasibility Study Services in District 7. The RFQ seeks to establish a contract for providing a safe and reliable transportation network that serves all people and respects the environment. The addendum provides responses to questions received, including information on the current contractor and contract number, which can be found on Caltrans' A&E Look Ahead Report. Caltrans notes that this is a qualification-based procurement, and any firm, regardless of size, is welcome to submit a Statement of Qualifications as long as they can demonstrate the required qualifications.

The addendum does not provide details on pricing terms, set-asides, funding requirements or sources, or other salient information beyond the responses to the specific questions asked. It also does not mention any incumbent contractors or the current contract environment.

RFQ 07A6010 - Addendum No. 2 October 30, 2024

“Provide a safe and reliable transportation network that serves all people and respects the environment”

Question 3:

This solicitation will no doubt be awarded to a large top tier firm, please advise why CalTrans has not parsed out some of the scope of work to be competed on separate solicitations, whereas smaller firms actually have a chance of being awarded?

Department’s Response:

Our scope of work has been the same for many years including the last few rounds of RFQs. The only change is the area of coverage of the contract. For this procurement, we combined both North and South. This is a qualification-based A&E procurement. Any firm size big or small are welcome to submit their SOQ as long as they can demonstrate that they meet the required qualifications.

All other terms and conditions of the original RFQ Notice dated 10/29/2024 and any addenda are unchanged.
