About this file
This Justification and Approval (J&A) document supports a sole-source procurement for SirsiDynix Software maintenance renewal for the Development Command (DEVCOM) Aviation & Missile Center's Redstone Scientific Information Center (RSIC). The Department of the Army seeks a firm-fixed price contract to continue licensing the integrated library software, which has been in use for seven years and provides essential library operation components including circulation, user management, cataloging, and electronic document security.
Market research was conducted in March 2025, with no alternative sources identified through searches of DoD ESI, GSA, and CHESS ITES-SW2 procurement channels. The procurement is justified under 10 USC 3204(a)(1) as SirsiDynix is a copyright-protected, commercial off-the-shelf (COTS) software with no comparable alternatives. The government plans to award the contract in August 2025 using Research Development Test & Evaluation (RDTE) fiscal year 2025 funding, with the requirements including SirsiDynix Core, Acquisitions, and Serials modules.
