About this file
This document is a supplemental information packet for Discipline Seven - Performance Based Planning & Programming from the Arizona Department of Transportation (ADOT) Multimodal Transportation Planning On-Call contract. The document involves multiple regional transportation planning efforts across Arizona, including MetroPlan, Maricopa County Department of Transportation (MCDOT), and the Maricopa Association of Governments (MAG). The prime contractor is Burgess & Niple (B&N), who is working with subconsultant firms Central Creative, Elliot D. Pollack & Company, and United Civil Group to develop transportation planning documents and performance-based design guidelines.
The supplemental information details B&N's work on several key transportation planning projects, including the Regional Transportation Plan 2045, Transportation System Plan 2040, Performance Based Practical Design Guidelines, and the Regional Transportation Plan "Momentum". These projects focus on developing performance metrics for transportation systems, including vehicle miles travelled, greenhouse gas emissions, accessibility, congestion reduction, and project prioritization. The projects involve comprehensive analyses of transportation infrastructure needs, with budgets like a $13 billion freeway life cycle program, and include developing evaluation criteria, implementation plans, and prioritization systems for transportation improvements across short-, mid-, and long-term planning horizons. The document indicates these are ongoing planning efforts with no specific contract pricing details provided in this supplemental information packet.

Discipline Seven– Performance Based Planning & Programming – Supplemental Information
Team - Resumes were lacking in details for performance metrics and prioritization, can you improve upon that?
Supplement to Project Team:
• MetroPlan, Regional Transportation Plan 2045 – Dana Biscan, Cynthia Alvarez, Erin Grushon, Aubry Joannes, Kris Popovich, Kristin Darr (Central Creative) o MetroPlan RTP 2045 is an update to the 25-year long-range transportation plan for the MetroPlan region and is undergoing revisions to performance metrics for the region. Draft metrics including vehicle miles travelled, vehicle hours travelled, greenhouse gas emissions (GHG), accessibility, and reduction in crashes.
B&N team members are performing an accessibility analysis to identify locations with poor accessibility, locations with high vehicle milage, and serviceability. B&N will develop recommendations for projects and goal metrics based on this analysis.
• MCDOT, Transportation System Plan 2040 – Dana Biscan, Jason Pagnard, Cynthia Alvarez, Randy Kill, Erin Grushon, Eric Lowry, Kris Popovich, Aubry Joannes, Kristin Darr (Central Creative) o TSP 2040 identified several performance metrics for the transportation system of unincorporated Maricopa County. B&N helped MCDOT identify performance metrics that would best fir their goals for the transportation system, including 30 percent of congested roadways added to the long-range TIP; 25 miles of new sidewalk and bicycle lanes; 15 percent of high volume PM10 roadways added to the long-range TIP;
and 80 percent of traffic signals optimized.
o B&N team members developed a project prioritization process for the short-, mid-, and long-term planning projects identified by TSP 2040. The project rating system (PRS) utilizes a point system for three need categories. The Capacity PRS considers traffic volumes and congestions, safety, cost per future vehicle miles of travel, regional travel, and land use. The Active Transportation PRS considers safety, access and connectivity, demand, equity, and feasibility. The PM-10 Roads PRS considers non-attainment and traffic counts. For projects addressing multiple needs, additional points are assigned. A framework was developed for the implementation of a future recommended choice model.
• ADOT, Performance Based Practical Design Guidelines – Dana Biscan, Jason Pagnard, Cynthia Alvarez, David Lenzer, Evan Carbonneau o B&N developed the Performance Based Practical Design (PBPD) Guidelines for ADOT, a living document intended to serve all parts of the project process from scoping to design. B&N used the PBPD practices already in use within ADOT for project development and expanded upon the process to apply to all levels of the P2P process and across multiple departments. B&N conducted a series of workshops with ADOT employees to identify and share knowledge of PBPD practices and authored the draft guidelines. The guidelines consider factors such as project objective and need(s), safety and operational performance, and project costs. The guidelines serve as a tool to perform benefit/cost analyses in a timely manner in the project development process.
• MAG, Regional Transportation Plan “Momentum” – Dana Biscan, Jason Pagnard, David Lenzer, Randy Kill, Cynthia Alvarez, David Klebosky, Evan Carbonneau, Wesley Scatena, Kris Popovich, Aubry Joannes o B&N collaborated with MAG to develop the $13 billion freeway life cycle program for the new RTP completed in 2021. The RTP balances differing regional infrastructure needs including freeways, arterial streets, transit, active transportation, and more. B&N provided programmatic and implementation elements of the freeway program and leveraged the prioritization system consisting of Prosperity, Responsiveness, Mobility, Safety and Preservation to rank improvements. B&N assessed project feasibility, completed the project needs list, assessed project performance with the performance metrics, developed four scenarios for different funding constraints and regional investment priorities, cross referenced modes
Discipline Seven– Performance Based Planning & Programming – Supplemental Information of travel (e.g. freeways with transit access needs), facilitated travel demand model development, developed programming cost estimates, evaluated project phasing and programming sequence.
• MCDOT, TT0573 – Northern Parkway, Loop 101 to Grand Avenue – David Lenzer, Cynthia Alvarez, Evan Carbonneau, Wesley Scatena, Kristin Darr (Central Creative) o B&N team members worked with MCDOT to develop a limited and focused implementation plan over the short-, mid-, and long-term planning horizons based on need and available funding. As the area is expected to continue growing over the next 20 years and funding is limited, the focused implementation plan will help MCDOT prioritize the improvements. B&N developed evaluation criteria for the improvements, weighting topics such as project cost, public approval, constructability, pedestrian and bicycle accommodation, new right-of-way, and utility impacts.
