Discipline Three – Transportation Sustainability- Supplemental Information

Project Manager - Can you provide more detail on the PM’s background experience?

Supplement to PM Resume:

• Dana is serving as PM on the MetroPlan Stride Forward 2045 (RTP 2045) long-range transportation plan. RTP 2045 is evaluating an “Enhanced Sustainability” future scenario as part of the planning efforts, assessing the impacts of alternative forms of transportation on the transportation network. The sustainability scenario evaluates changes in land use and the transportation network, computing vehicle miles traveled (VMT) and vehicle hours traveled (VHT) and outputting greenhouse gas emissions (GHG). The RTP includes a sustainability toolbox, which will develop a VMT calculator for use with future developments to facilitate assessment of their impact on the transportation network.

The sustainability assessment includes different rates of adoption of new technologies, expanded active transportation facilities, and new policies encouraging and regulating rideshare options.

• Dana served as Deputy PM on Phoenix Downtown Transportation Plan Update. The Plan Update focused on improving mobility, circulation, and safety for all roadway users in downtown Phoenix through improved signage, updated cycle times, active transportation connectivity, transit connectivity, and suggestions for educational awareness opportunities for motorists to reduce the number of vehicles on the roadway.

• Dana served as PM on the White Tank Mountain Regional Park (WTMRP) Circulation Plan, which assessed the roadway network within the WTMRP to define new level of service guidelines. As part of this analysis, the park roads’ connections to trailheads, campgrounds, and horse track were examined for ways to enhance the connections without impeding the natural beauty of the WTMRP.

• Dana served as PM on the PAG Palo Verde RSA which analyzed site conditions and crash history to determine opportunities for safety enhancement for all roadway users. Suggested site improvements included ways to encourage pedestrian, cyclist, and transit mobility through the use of HAWKs, bike route connectivity, and education opportunities for motorists.

Project Manager - Can you provide more detail on the PM’s plan to deliver within scope, schedule, budget as well as the method of documenting project management progress?

Supplement to PM Resume:

Dana Biscan will utilize the following tools/system to deliver within scope, schedule, and budget.

Scope: Upon project initiation, Dana will conduct a kickoff meeting to ensure the project team understands the projects objectives, goals, scope, schedule, and budget. Each member of the team receives a copy of the scope of work to reduce unknowns. Throughout the project duration, Dana will review the scope at frequent intervals to ensure scope items are being met and to avoid scope creep. She will provide weekly or bi-weekly progress updates to the ADOT PM via email or phone call in addition to progress reports submitted with the monthly invoice providing status of tasks and deliverables.

Schedule Management: B&N will work with ADOT PMs and technical leads to prepare schedules for each work assignment.

The schedule will be a point of emphasis at progress meetings. Dana will work with the ADOT PMs to identify the critical path activities. Dana will monitor the project and utilize the following strategies to avoid and mitigate delays:

• Monitor schedule deadlines frequently

• Track and facilitate critical path elements

• Include float in the schedule

• Use broad staffing resources to shift priorities and meet schedule demands

• Avoid rework through frequent coordination and QA/QC reviews

Budget Monitoring: Dana will use B&N’s “Project Gateway,” a real-time project management tool to monitor budget. Budget reports are checked weekly allowing Dana to implement corrective actions if required.

At project initiation, B&N will identify potential risks and discuss mitigation strategies with the ADOT PM. By actively tracking and managing the risks, we will lay the groundwork for successful projects.

The project management process is documented in a project work plan, which includes a schedule, tasks, and budget. Dana updates the schedule to reflect any necessary revisions as the study progresses. She includes monthly progress reports with invoices, which reflect task completion in terms of budget and effort. She regularly sends progress update emails to clients, which maybe weekly or biweekly, based on project manager preference.

QA/QC Process: During the internal kickoff meeting, Dana will assign a QA/QC manager. The QA/QC manager will review documents for technical content, consistency, accuracy, terminology, and style to provide a uniform final product. To maintain appropriate perspective, the QA/QC manager will not be involved in the day-to-day development of documents/deliverables. The QA/QC manager may delegate QA/QC review of some documents/deliverables to other technical staff based on appropriate expertise. Dana will share document, map, and plan templates with subconsultants at the start of the project for consistency among all submittals. B&N includes the subconsultants in the Kickoff Meeting and maintains regular check ins throughout the project to confirm progress and share updates. B&N reviews the subconsultant documentation at least two weeks before client submittal, and reviews for language, syntax, grammar, and tone in addition to the technical details and scope requirements.

Team - Can you provide detailed examples of team experience in Transportation Sustainability?

Supplement to Firm Experience and Expertise:

• MetroPlan Stride Forward RTP 2045 – Dana Biscan, Jason Pagnard, Cynthia Alvarez, Eric Lowry, Aubry Joannes o MetroPlan Stride Forward 2045 is a 25-year long-range transportation plan that is exploring innovative and sustainable transportation solutions for the MetroPlan region. B&N is designing future scenarios for the region based on predicted changes in roadway user behavior and the impacts such changes may have on the transportation network. B&N is also identifying pedestrian, cyclist, and transit needs in the region to advance as projects.

• MCDOT 99th Avenue Corridor Improvement Study – Dana Biscan, Jason Pagnard, Cynthia Alvarez, Kris Popovich o The 99th Avenue CIS identified and planned for bicycle lane, sidewalk, drainage, and ADA improvements along a seven-mile stretch of 99th Avenue. B&N investigated alternatives to add additional bicycle lanes, sidewalk, controlled crossings, and connections to other active transportation corridors. B&N performed an elevation matrix to determine the alternatives that would best address the needs of the corridor while balancing engineering feasibility and economic viability.

• MCDOT Transportation System Plan 2040 – Dana Biscan, Jason Pagnard, Cynthia Alvarez, Erin Grushon, Eric Lowry, Aubry Joannes, Kris Popovich o TSP 2040 identified transportation network needs beyond capacity, including pedestrian, bicycle, and safety needs. B&N developed a project prioritization process to rank projects based on the number of additional needs addressed. B&N conducted a series of scenario planning workshops with stakeholders, identifying likely changes in roadway user behaviors and ways to prepare for and encourage beneficial modifications.

• Phoenix Downtown Transportation Plan Update – Dana Biscan, Cynthia Alvarez, Kris Popovich o The Phoenix Downtown Transportation Plan Update identified and planned for capacity, pedestrian, bicycle, transit, and ADA improvements within the downtown area. B&N collected data on traffic and pedestrian volumes, conducted a crash analysis including pedestrian- and bicyclist-involved crashes, and evaluated accessibility within the downtown area. B&N developed a long-range plan for improvements with short-, mid-, and long-term projects to phase improvements to improve alternative access and congestion over a 20-year period.

• MCDOT Northern Parkway Agua Fria to 99th Avenue – David Lenzer, Dana Biscan, Cynthia Alvarez, Evan Carbonneau, Wesley Scatena o Northern Parkway: Agua Fria to 99th Avenue is a study developing design alternatives for a 2.5-mile section of Northern Parkway. B&N investigated access and safety needs and met with stakeholders and the public to present and receive feedback on roadway alternatives. B&N then developed 15% design plans based on the preferred alternative to include bicycle lanes, new sidewalk, and transit connections.

• Los Angeles Countywide Sustainability Plan – Fehr and Peers (F&P) o F&P provided the transportation analysis for the Los Angeles County Sustainability Plan (Plan), working collaboratively with academicians from University of California, Los Angeles. F&P took a deep dive into existing sustainability-focused transportation policies throughout the County, developing a unique inventory reflecting every city’s General Plan and any other available relevant policy documents, including Climate Action Plans, Specific Plans, Bicycle and/or Pedestrian or Active Transportation Master Plans. Using the policy review as a foundation, F&P developed the transportation-related Plan strategies and actions, also identifying the appropriate performance metrics necessary to monitor and improve progress toward County goals, and qualitatively assessing the potential benefit from each strategy and action.
