About this file
This document is a Supplemental Information document for Discipline Five - Intelligent Transportation System prepared by Burgess & Nipple (B&N) for the Arizona Department of Transportation (ADOT) Procurement division. The document involves multiple jurisdictions and agencies including ADOT, Maricopa Association of Governments (MAG), Ohio Department of Transportation (ODOT), City of Phoenix, City of Columbus, and Florida's Turnpike system. The submission includes details about the project team, highlighting experience of key personnel like Project Manager Randy Kill and team members Janey Walls and Emilie Worley, along with subconsultant firms such as Y.S. Mantri & Associates, United Civil Group, Transoft Solutions, and Central Creative.
The supplemental information focuses on providing additional details about the firm's expertise in Intelligent Transportation Systems (ITS), specifically covering areas like fiber communications, broadband, tunnel operations, lighting design, and ITS architecture. Examples of project experience include the ADOT SR 303L Freeway Management System, Ohio DOT I-670 Hard Shoulder Running project, MAG South Mountain Tunnel Feasibility Review, and various roadway lighting projects in Phoenix and other locations. The document indicates that pricing information is contained in a separate attachment, with updates from the original pricing submission. The team demonstrates extensive experience in designing fiber optic networks, traffic management systems, tunnel fire warning systems, and comprehensive transportation infrastructure solutions across multiple states and jurisdictions.

Discipline Five– Intelligent Transportation System – Supplemental Information
Project Manager - Can you provide more detail on the PM’s background experience in the following areas: Fiber Communications, Broadband, and ITS architecture?
Supplement to PM Resume:
Project Manager, Randy Kill has designed all new fiber optic cable and communication devices for the ADOT SR 303L Freeway Management System project, SR 101L adaptive ramp meter system, and fiber optic and communications for all the ITS elements of the Ohio DOT I-670 Hard Shoulder Running project – a variable speed and lane management project. Randy has designed fiber optic, wireless, and cellular communications for hundreds of signal designs. Randy’s experience with ITS architecture includes development of the US-60/Grand Avenue Traffic Management Plan which identified infrastructure needs necessary to create ITS traffic management infrastructure across multiple jurisdictions along the corridor. He also assisted with the Systems Engineering Analysis (SEA) for the ODO I-670 Hard Shoulder Running project.
Team - Can you provide more examples of team members experience in the following areas: Broadband, communications, tunnel, lighting, ITS architecture?
Supplement to Project Team:
• Janey Walls has designed lighting for dozens of signalized intersections in Florida and along several corridors and interchanges including lighting for the SR 417 at Florida’s Turnpike system to system interchange. She is currently leading the lighting design on 20th Street Improvements for City of Phoenix and MCDOT TT0600 Northern Parkway Agua Fria River to 99th Avenue. Her lighting experience includes underdeck lighting, tunnel lighting, and daytime supplemental underdeck lighting.
• Emilie Worley has 19 years of experience in traffic signal and signal system design, signing and pavement marking design, ITS design, lighting design and maintenance of traffic during construction. Her experience includes many roundabouts, interchange and partial interchange lighting, corridors, mid-block crossings, shared use paths and tunnels. This includes both standard and decorative poles, high mast lighting and quick removal poles for fire truck access. Some designs have also included outlets for festival and seasonal lights as well as banner and flag brackets.
All current projects are using LED fixtures, but her experience includes high pressure sodium fixtures too. Her lighting experience includes STA-77-8.40 (interchange, D4), FRA-315-06.37/Olentangy River Road/N Broadway (interchange and corridor, OhioHealth at Riverside Hospital/City of Columbus), FRA-Olentangy Trail-Bethel Road (corridor and tunnel, City of Columbus Rec & Parks), and FRA-71-9.71 Part 2 / FRA-71-9.07 Stringtown Rd (interchange, D6). Emilie also has experience with an ITS Fire Warning System for which sensors in a tunnel were connected to ITS signs that warned drivers of a tunnel closure if a fire occurred. She has designed fiber optic, wireless, and cellular communications for hundreds of signals.
Firm - Can you provide examples of Firm experience in ITS lighting and Tunnel Operation?
Supplement to Firm Experience and Expertise:
• MCDOT TT0600 Northern Parkway Agua Fria River to 99th Avenue – B&N is designing 2.5 miles of roadway lighting on Northern Avenue from the Agua Fria to 99th Avenue.
• City of Phoenix 20th Street Improvements – B&N is designing 1.5 miles of roadway lighting on 20th Street from Highland Avenue to Grand Canal in addition to bicycle improvements.
Discipline Five– Intelligent Transportation System – Supplemental Information
• MAG South Mountain Tunnel Feasibility Review – B&N assisted MAG and ADOT in a review of the SR 202L South Mountain Freeway design concept and construction cost estimate. Potential opportunities for project cost savings were identified in that effort. One potential opportunity identified was the possibility of a tunnel through South Mountain. B&N evaluated and documented the feasibility of the concept, including a conceptual cost estimate.
• ODOT FRA-71-17.14 – B&N designed a tunnel fire warning system to alert drivers of fires using ITS signs.
Pricing - Can you improve upon the pricing?
Pricing is a separate attachment, which reflects updates from the original pricing, in a format consistent with the original submittal.
