About this file

This document is a supplemental information package for a Multimodal Transportation Planning On-Call contract with the Arizona Department of Transportation (ADOT), involving Burgess & Niple (B&N) as the prime contractor. The document details the project management team led by Dana Biscan (Project Manager) and Kevin Campanella (Optional Additional Project Manager), with Jason Pagnard serving as the Principal. The team includes multiple subconsultant firms: Pinyon Environmental (DBE), United Civil Group (DBE), Elliot D. Pollack & Company, and Central Creative (DBE).

The contract covers Discipline One - Asset Management, with specialized services across multiple areas including Roadway Asset Management, Bridge Asset Management, Stormwater/Drainage Asset Management, Environmental Considerations, Safety Considerations, Performance Targets, GIS, Life Cycle Cost Analysis, and Stakeholder Engagement. The project management approach emphasizes consistent communication, responsive action, and proactive schedule and budget management. Key management tools include a Project Work Plan, weekly team workload calls, B&N's "Project Gateway" for budget monitoring, and a structured QA/QC process. While specific pricing details are referenced as being in a separate attachment, the document demonstrates a comprehensive approach to transportation planning and asset management services for ADOT.

Discipline One – Asset Management – Supplemental Information

Project Manager - Can you provide an example of the PM’s process?

Supplement to PM Resume:

Dana Biscan and Kevin Campanella are proactive project managers. They conduct frequent internal and client meetings to discuss the project. Good communication is key to an efficient team. Our goal is to deliver professional services that meet expectations while we control costs, ensure superior quality and meet time schedules. Dana and Kevin’s project management approach includes the following:

1. Consistent Communication to ADOT PMs and to the project teams

2. Responsive action to the needs of ADOT PMs and the project teams

3. Proactive schedule and budget management

Dana and Kevin utilize the following tools/systems to keep the project staffed, on schedule and within budget.

Staff Scheduling: For each project, Dana or Kevin will provide the scope, schedule and budget via the Project Work Plan to the B&N team at the kickoff meeting to ensure that all team members understand their roles and responsibilities. Dana or Kevin will conduct recurring team meetings and check-ins with the ADOT PM to review progress and ensure critical path milestones are met. Team workload calls are conducted weekly to ensure that immediate and long-term project needs are addressed.

Budget Monitoring: Dana and Kevin use B&N’s “Project Gateway,” a real-time project management tool to monitor budget.

Budget reports are checked weekly allowing Dana or Kevin to implement corrective actions if required.

QA/QC Process: During the internal kickoff meeting, Dana or Kevin assign a QA/QC manager. The QA/QC manager reviews documents for technical content, consistency, accuracy, terminology, and style to provide a uniform final product. To maintain appropriate perspective, the QA/QC manager is not involved in the day-to-day development of documents/deliverables. The QA/QC manager may delegate QA/QC review of some documents/deliverables to other technical staff based on appropriate expertise. Dana or Kevin share document, map, and plan templates with subconsultants at the start of the project for consistency among all submittals. B&N includes the subconsultants in the Kickoff Meeting and maintains regular check ins throughout the project to confirm progress and share updates. B&N reviews the subconsultant documentation at least two weeks before client submittal, and reviews for language, syntax, grammar, and tone in addition to the technical details and scope requirements.

Pricing - Can you improve upon the pricing?

Pricing is a separate attachment, which reflects updates from the original pricing, in a format consistent with the original submittal.
