Discipline Two – Active Transportation Planning- Supplemental Information
Project Manager- Can you provide examples of the PM’s Active Transportation experience?
Supplement to PM Resume:
• Dana served as Deputy PM for the Maricopa County Transportation System Plan (TSP) 2040, which included an comprehensive active transportation focus. The TSP 2040 inventoried the existing active transportation network and facilities for deficiencies and ADA compliance and then identified locations for improvement.
• Dana is the PM for the MetroPlan Stride Forward RTP 2045, a long-range transportation plan that includes analyzing all modes of transportation, including pedestrian, cyclists, transit, and rideshare. Scenario planning is being used to analyze changes in modal behavior if new policies and facilities are constructed. This RTP is evaluating the transportation network’s alignment with the local Carbon Neutrality Plan; there is a heavy multimodal focus with a goal of shifting the majority of auto trips to alternative modes.
• Dana served as Deputy PM on the Phoenix Downtown Transportation Study which developed a master plan to improve accessibility, circulation, and safety for all roadway users. The study identified opportunities to connect to or complete routes identified in the City’s Bicycle Plan. The study addressed pedestrian connectivity and demand and recommended pedestrian scrambles to provide better connections to heavily-used downtown transit stops.
• Dana served as PM on the MCDOT 99th Avenue Corridor Improvement Study, which evaluated the addition of active transportation elements along a seven-mile corridor in western Maricopa County. The study addressed pedestrian and active transportation connectivity within the communities and to the larger region. Active transportation elements included bicycle lanes, sidewalk, streets crossings, and ADA improvements to existing curb and sidewalk.
• Dana served as PM on the PAG Palo Verde Road, Road Safety Assessment (RSA), which focused on pedestrian safety. A hotel had been recently been acquired by the city and converted to a shelter; existing facilities were very limited. The RSA recommended the addition of a paved path (temporary until a sidewalk could be programmed), HAWK, enhanced lighting, and other amenities to enhance connectivity.
Project Manager - Can you provide examples of the PM’s state specific experience?
Supplement to PM Resume:
All of the studies listed above were completed for clients in the state of Arizona; Dana has also provided support to active transportation plans in Ohio. She has led large regional plans including the NACOG RSTSP (spanning NACOG, CYMPO, and MetroPlan) and MCDOT TSP 2040.
• Dana served as subconsultant PM on the ADOT State Highway Rail-Grade Crossing Action Plan (SHRAP), a statewide plan which included the identification of pedestrian safety enhancements at the top-ranked rail-grade crossings. The SHRAP investigated the existing pedestrian safety features and the five-year crash history and identified recommendations such as pedestrian gates, crossing gate skirts, and additional fencing.
• Dana served as PM on the ADOT SR 95 Transportation Study, which developed a strategic plan for more than 12 miles of SR 95 between Fort Mohave and Bullhead City. B&N developed a prioritized list of recommended improvements for implementation in phases to address safety, access, mobility, and capacity issues along the corridor. Active transportation improvements included pedestrian refuges in medians, restriping crosswalks, and improving signal timing.
• Dana served as Deputy PM on the ADOT Bellemont Access Management & Multi-Modal Transportation Study. B&N identified operational, safety, and access management improvements for the Bellemont subdivision in Coconino County, including active transportation connections and safety enhancements. Recommended active transportation improvements included widening the shoulder for pedestrian and bicycle travel, extending commuter service, and constructing a park-and-ride lot.
• Dana served as PM for the Idaho Freight Plan Update (2022). This plan was focused on freight, but is noted here as engagement, analyses, and recommendations were statewide.
Team - Can you explain the high amount of availability for the team members as they seem to already have a large workload?
Supplement to Project Team:
B&N has the capacity and the financial resources to complete any on-call project on schedule with 29 Professional Engineers licensed in Arizona supported by a dedicated crew of planners, designers and administrative staff. We have ample capacity to meet ADOT’s needs. While our staff currently has sufficient workload, we anticipate that current commitments will conclude prior to commencement of the first project under this on-call providing sufficient availability.
Team - Do any team members have planning experience and if so can you provide examples?
Supplement to Project Team:
B&N’s proposed staff profile includes planners and engineers – our planners lead the study process and recommendations, while engineers often lead planning-level project development.
• Jason Pagnard has extensive planning experience, including over $5 billion worth improvements for specific projects and billions of dollars more for statewide, regional, and area plans and programs. Jason served as PM on the MCDOT Transportation System Plan 2040, which included a comprehensive active transportation element. The TSP 2040 inventoried the existing active transportation network and facilities for deficiencies and ADA compliance and then identified locations for improvement.
• Eric Lowry has 12 years of dedicated transportation planning experience and has extensive experience leading small area, corridor, and citywide plans, studies, and preliminary engineering solutions for Safe Routes to School, on-road bike facilities, road diets, and/or regional greenways and trail systems. Eric worked on TSP 2040, the Hilliard, Ohio Comprehensive Plan, and the Downtown Cleveland Transportation and Livability Study.
• Doug Cobb has over 10 years’ experience in transportation and planning, with focus on traffic analysis, corridor studies, road diets, safety studies, active transportation engineering, and human factors. Doug worked heavily with Florida Department of Transportation (FDOT), Virginia Department of Transportation (VDOT), Oregon Department of Transportation (ODOT), Federal Highway Administration (FHWA), National Cooperative Highway Research Program (NCHRP), and National Highway Traffic Safety Administration (NHTSA).
• Amy Rosepiler has 20 years’ experience in the complexities of urban planning and design, focusing on incorporating “Complete Street” pedestrian and bicycle facilities into urban corridors, such as the Bicycle and Pedestrian Planning and Design Task Order for the City of Columbus. Her experience includes planning for shared use paths and on-road bike facilities, developing enhanced pedestrian crossings to increase pedestrian visibility and safety at signalized and uncontrolled intersections and ADA compliant intersection upgrades.
