The NOAA Acquisition and Grants Office Eastern Acquisition Division proposes to award a firm-fixed-price sole source contract to Phase One for Phase One aerial cameras and applicable software, maintenance, licensing, and warranties in support of the National Ocean Services National Geodetic Survey. The requirement includes Phase One PAS880 1st and 2nd Generation Multi-Spectral Aerial Camera Systems, four Phase One Red-Green-Blue iXM-RS150F Cameras, Mission Planning Software, Flight Management Software, and Platinum hardware and software maintenance, licensing, and support packages, with a total estimated value and contract period of 12 months base plus four 12-month option periods. The Government conducted market research, posted a Sources Sought Notice (SSN) and Notice of Intent to Sole Source on SAM.gov on April 21, 2026 (closing May 1, 2026), and received one response from Collective Outcomes Services, LLC, which was determined to lack the required capabilities. Phase One is justified as the sole source because it is the only manufacturer and authorized reseller of the specific camera systems and software required, which are uniquely integrated into NGS's existing technical ecosystem, operational workflows, and specialized Intelligent Image Quality file format. The requirement stems from NGS's extensive customization of its systems for coastal mapping, emergency response operations, and critical mission needs, with existing personnel training, aircraft modifications, and software infrastructure that cannot be modified to accept alternative systems without substantial disruption and risk to operations. Prior to award, a price analysis will be performed to ensure cost reasonableness in accordance with FAR 15.404-1(b)(5). The Government committed to conduct annual market research and plans to recompete this requirement in five years if alternative sources become available.

10. A listing of the sources, if any, that expressed an interest in the acquisition in writing.
A SSN was issued on the GPE on April 21, 2026, requesting that parties express their interest in writing to the Contracting Officer. Only COS responded on April 21, 2026. The COS capabilities statement was reviewed and deficiencies were identified by the COR as COS stated they were interested in supporting this requirement through a qualified teaming structure with an OEM-authorized provider and provided a capability statement; however, Phase One stated there are no authorized resellers of new equipment, the PAS 880 2nd Gen Aerial Camera, or the applicable software, maintenance, licensing, and warranties and COS is not able to provide the requirement.
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
The Government will conduct market research annually to gauge any changes to the marketplace regarding capabilities for future requirements. This requirement is for ongoing services and is expected to be recompeted in five years. If additional sources become available during that time, the Government will seek competition for future acquisitions for these products and services.
