About this file
This is a Memorandum recommending other than full and open competition for a federal procurement.
The Naval Surface Warfare Center Dahlgren Division Dam Neck (NSWCDD DNA) seeks to procure three Supermicro servers, model SYS-522B-WR, manufactured by Supermicro Computer, Inc., with delivery required within eight to twelve weeks of order receipt. The memorandum justifies sole-source procurement based on compatibility requirements with existing system infrastructure, as Supermicro servers are currently in use and represent the only option that maintains form, fit, and function compatibility with the government's minimum requirements. The requiring activity asserts that Supermicro Computer, Inc. is the sole manufacturer of servers meeting the specifications and that failure to procure would prevent a critical training system update, resulting in reduced training capability and potential mission failure for PMS-326. The estimated cost of duplicating the effort through full and open competition would exceed the contract value, based on two engineers working full-time for three months on alternative manufacturer research, component integration, system testing, and redesign activities.
Market research conducted through vendor discussions, product literature review, specification sheets, online searches, and market research quotes confirmed that the proprietary product is available through multiple authorized resellers under NASA's Solutions for Enterprise Wide Procurement contract vehicles. The Contracting Officer has determined that only one or limited sources are reasonably available, supporting the recommendation to proceed without full and open competition. The memorandum includes certification statements from both the originator and Contracting Officer dated June 26 and requires signature approval from the Contracting Officer before implementation.

Subj: RECOMMENDATION FOR OTHER THAN FULL AND OPEN COMPETITION
Ref: (a) 0629-05 Supermicro Server Package
1. It is recommended that other than full and open competition be used to acquire reference (a) for a quantity of three (3) each Supermicro Servers, part number SYS-522B-WR, manufactured by Supermicro Computer, Inc. The total estimated cost is with delivery required within eight (8) to twelve (12) weeks after receipt of the order. The requested servers represent the minimum requirements of the government.
2. The requiring activity is the Naval Surface Warfare Center Dahlgren Division Dam Neck (NSWCDD DNA), This hardware is required for an update
These servers are required to work alongside the system's components to allow for communication between various components and operation of the system. Supermicro servers are currently being used and are compatible (form, fit, and function) with the existing system infrastructure.
Supermicro Computer, Inc. is the sole manufacturer of the servers required for this project. The servers are required to maintain compatibility and commonality of the systems. If not procured, our will not update their training system and will have reduced capability to train with an obsolete system. If the do not keep up with US Navy Surface training systems, they will eventually be unable to . This effort is a project and not receiving these items will result in a failure for and PMS-326. It is estimated that to duplicate this effort would cost the Government at least in total labor and lost revenue. The labor estimate is based on two (2) Engineers dedicated full time to over three (3) months. Activities would include time investigating other manufacturers that offer similar products; purchase individual components and integrate; system testing, and re-design of system space. This additional time and duplication of cost could not be recovered through full and open competition.
3. Market research was conducted through discussions with vendor representatives, review of product literature, specification sheets and online searches; and obtaining a market research quote.
This market research has shown that this proprietary product is available through multiple authorized resellers under the National Aeronautics and Space Administration Solutions for Enterprise Wide Procurement contract vehicles.
CERTIFICATION
I certify that the facts and representations under my cognizance, which are included in the above recommendation, are accurate to the best of my knowledge and belief. I understand that the processing of this recommendation precludes the use of full and open competition.
