GENERAL REQUIREMENTS
PART 1 GENERAL
1.1 REFERENCES
The publications listed below form a part of this section to the extent referenced. The publications are referred to within the text by the basic designation only.

1.2 SUMMARY OF WORK
This section of the Specifications provides general information and requirements. The work consists of furnishing all equipment, labor, materials, and transportation required for the fabrication and delivery of four new floating mooring bitts as described in the specifications and contract drawings. Installation shall be performed by others.
1.3 INSPECTIONS AND ACCEPTANCE
Not withstanding other provisions of this contract, all materials required under this contract will be inspected and accepted by the Contracting Officer or his authorized representative(s). The Contracting Officer and his authorized representative are the individual(s) solely authorized to reject or approve materials, and order or direct any revision or change to the plans and specifications as presently shown and stated.
1.4 SHIPPING / DELIVERY
Delivery will only be accepted Monday thru Thursday between the hours of 7:00 am to 4:00 pm and will not occur on a Federal Holiday. At least two weeks prior to delivery, coordination will be made by the contractor to the Government concerning shipment details. Delivery will be made to the following address:

Government personnel will assist the Contractor to unload the floating mooring bitts from the truck's flatbed.
1.4.1 Safety Requirements
Contractor delivery personnel shall comply with all applicable safety

1.5 NON-DISCLOSURE OF GOVERNMENT INFORMATION
Neither the Contractor, nor Contractor personnel, shall divulge or release data or information developed or obtained under performance of this work statement, except to authorized Government personnel or upon written approval of the Government. The Contractor shall not use, disclose, or reproduce proprietary data which bears a restrictive legend, other than as specified in this work statement.
Neither the Contractor nor the Contractor's employees shall disclose or cause to be disseminated, any information concerning the operations of the activity which could result in, or increase the likelihood of, the possibility of a breach of the activities, security or interrupt the continuity of its operation.
All inquiries received by the Contractor for information concerning work performed under this contract shall be referred to the Government for evaluation under the Freedom of Information Act of 1975, Public Law 93-502, 5 U.S.C., Section 552. The determination of whether records will be released will remain with the Government. The Contractor shall assist the Government in compiling information or records for submission upon request by the Government.
The Contractor shall not release any information (including photographs, files, public announcements, statements, denials, or confirmations) on any portion of the subject matter of this contract or any phase of any program hereunder without the prior written approval of the Government. All documentation showing individuals, names or other personal information will be controlled and protected. The provisions of the Privacy Act of 1974, Public Law 93-579, 5 U.S.C., Section 552a, shall apply.

PRICE AND PAYMENT PROCEDURES
PART 1 GENERAL
1.1 PAYMENTS TO THE CONTRACTOR
Payment will be made upon delivery and acceptance of fabricated items that comply with all contract requirements as specified in the specifications, shown in the contract drawings, and defined in Contract Clause 52.232-1 PAYMENTS. Progress or partial payments for fabricated items, prior to delivery and acceptance, will not be considered on this contract.
1.2 PAYMENT ITEMS
1.2.1 Fabrication of two (2) single-post floating mooring bitts.
1.2.1.1 Payment
Payment will be made for costs associated with all materials, labor, and equipment required to fabricate two (2) single-post floating mooring bitts in accordance with all requirements lain in Section 35 59 29 FLOATING MOORING BITTS. Delivery shall be incidental to this payment item.
1.2.1.2 Unit of Measure
Unit of measure: Each.
1.2.2 Fabrication of two (2) double-post floating mooring bitts.
1.2.2.1 Payment
Payment will be made for costs associated with all materials, labor, and equipment required to fabricate two (2) double-post floating mooring bitts in accordance with all requirements lain in Section 35 59 29 FLOATING MOORING BITTS. Delivery shall be incidental to this payment item.

SUBMITTAL PROCEDURES
PART 1 GENERAL
1.1 SUMMARY
1.1.1 Submittal Information
The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections. Each submittal is to be complete and in sufficient detail to allow ready determination of compliance with contract requirements.
Units of weights and measures used on all submittals are to be the same as those used in the contract drawings.
1.2 DEFINITIONS
1.2.1 Submittal Descriptions (SD)
Submittal requirements are specified in the technical sections. Examples and descriptions of submittals identified by the Submittal Description (SD) numbers and titles follow:
SD-01 Prefabrication Submittals
Submittals that are required prior to or at the start of fabrication (work) or the next major phase of the fabrication on a multiphase contract.
Prefabrication Submittals include schedules and a tabular list of locations, features, and other pertinent information regarding products, materials, equipment, or components to be used in the work.

Catalog cuts, illustrations, schedules, diagrams, performance charts, instructions and brochures illustrating size, physical appearance and other characteristics of materials, systems or equipment for some portion of the work.
Samples of warranty language when the contract requires extended product warranties. SD-06 Test Reports
Report signed by authorized official of testing laboratory that a material, product or system identical to the material, product or system to be provided has been tested in accord with specified requirements. Unless specified in another section, testing must have been within three years of date of contract award for the project.
Report that includes findings of a test required to be performed on an actual portion of the work or prototype prepared for the project before shipment to job site.
Report that includes finding of a test made at the job site or on sample taken from the job site, on portion of work during or after installation.

SD-07 Certificates
Statements printed on the manufacturer's letterhead and signed by responsible officials of manufacturer of product, system or material attesting that the product, system, or material meets specification requirements. Must be dated after award of project contract and clearly name the project.
Document required of Contractor, or of a manufacturer, supplier, installer or Subcontractor through Contractor. The document purpose is to further promote the orderly progression of a portion of the work by documenting procedures, acceptability of methods, or personnel qualifications.

1.2.2 Approving Authority
Office or designated person authorized to approve the submittal.
1.2.3 Work
As used in this section, on-site and off-site construction required by contract documents, including labor necessary to produce submittals, SECTION 01 33 00 Page 4 construction, materials, products, equipment, and systems incorporated or to be incorporated in such construction. In exception, excludes work to produce SD-01 submittals.
1.3 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only.
1.4 SUBMITTAL CLASSIFICATION
1.4.1 Government Approved (G)
Government approval is required for any variations from the contract requirements and for other items as designated by the Government.
1.4.2 For Information Only
Submittals not requiring Government approval will be for information only.
1.5 PREPARATION
Use ENG Form 4025 transmittal form for submitting both Government-approved and information-only submittals. A sample of this form is attached to this Section. Submit in accordance with the instructions on the reverse side of the form. These forms will be furnished to the Contractor. Properly complete this form by filling out all the heading blank spaces and identifying each item submitted. Exercise special care to ensure proper listing of the specification paragraph and sheet number of the contract drawings pertinent to the data submitted for each item.
1.6 QUANTITY OF SUBMITTALS
Unless otherwise specified, submit one electronic (PDF format) set of each submittal.
1.7 INFORMATION ONLY SUBMITTALS
Submittals without a "G" designation are for information-only. Approval of the Contracting Officer is not required on information only submittals. The Contracting Officer will mark "receipt acknowledged" on submittals for information and will return only the transmittal cover sheet to the Contractor. Normally, submittals for information only will not be returned. However, the Government reserves the right to return unsatisfactory submittals and require the Contractor to resubmit any item found not to comply with the contract. This does not relieve the Contractor from the obligation to furnish material conforming to the plans and specifications; will not prevent the Contracting Officer from requiring removal and replacement of nonconforming material incorporated in the work; and does not relieve the Contractor of the requirement to furnish samples for testing by the Government laboratory or for check testing by the Government in those instances where the technical specifications so prescribe.
1.8 SUBMITTAL REGISTER
A sample submittal register is provided as an attachment to this section.

SECTION 01 33 00 Page 5 submittals. Prepare and submit the submittal register. Complete the following fields on the register submitted:
Column (g) Contractor Submit Date: Scheduled date for the approving authority to receive submittals.
Column (h) Contractor Approval Date: Date that Contractor needs approval of submittal.
Column (i) Contractor Material: Date that Contractor needs material delivered to Contractor control.
1.9 SCHEDULING
Schedule and submit concurrently product data and shop drawings covering component items forming a system or items that are interrelated. Submit pertinent certifications at the same time. No delay damages or time extensions will be allowed for time lost in late submittals.
a. Coordinate scheduling, sequencing, preparing, and processing of submittals with performance of work so that work will not be delayed by submittal processing. The Contractor is responsible for additional time required for Government reviews resulting from required resubmittals. The review period for each resubmittal is the same as for the initial submittal.
b. Submittals required by the contract documents are listed on the submittal register. If a submittal is listed in the submittal register but does not pertain to the contract work, the Contractor is to include the submittal in the register and annotate it "N/A" with a brief explanation. Approval by the Contracting Officer does not relieve the Contractor of supplying submittals required by the contract documents but that have been omitted from the register or marked "N/A."
c. Resubmit the submittal register and annotate it monthly with actual submission and approval dates. When all items on the register have been fully approved, no further resubmittal is required.
Contracting Officer review will be completed within 30 calendar days after the date of submission.
1.10 GOVERNMENT APPROVING AUTHORITY
When the approving authority is the Contracting Officer, the Government will:
a. Note the date on which the submittal was received.
b. Review submittals for approval within the scheduling period specified and only for conformance with project design concepts and compliance with contract documents.
c. Identify returned submittals with one of the actions defined in paragraph REVIEW NOTATIONS and with comments and markings appropriate for the action indicated.
Upon completion of review of submittals requiring Government approval, stamp and date submittals. One copy of the submittal will be retained by
SECTION 01 33 00 Page 6 the Contracting Officer and one copy of the submittal will be returned to the Contractor.
1.11 APPROVED SUBMITTALS
The Contracting Officer's approval of submittals is not to be construed as a complete check, and indicates only that the general method of fabrication, materials, detailing, and other information are satisfactory.
Approval or acceptance by the Government for a submittal does not relieve the Contractor of the responsibility for meeting the contract requirements or for any error that may exist, because under the Quality Control (QC) requirements of this contract, the Contractor is responsible for ensuring information contained with in each submittal accurately conforms with the requirements of the contract documents.
After submittals have been approved or accepted by the Contracting Officer, no resubmittal for the purpose of substituting materials or equipment will be considered unless accompanied by an explanation of why a substitution is necessary.
1.12 WITHHOLDING OF PAYMENT
No payment for materials incorporated in the work will be made unless all required approvals have been obtained.
1.13 STAMPS
Certify the submittal data as follows on Form ENG 4025: "I certify that the above submitted items had been reviewed in detail and are correct and in strict conformance with the contract drawings and specifications except as otherwise stated.

INSTRUCTIONS
1. Section I will be initiated by the Contractor in the required number of copies.
2. Each Transmittal shall be numbered consecutively. The Transmittal Number typically includes two parts separated by a dash(-). The first part is the specification section number. The second part is a sequential number for the submittals under that spec section. If the Transmittal is a resubmittal , then add a decimal point to the end of the original Transmittal Number and begin numbering the resubmittal packages sequentially after the decimal.
3. The "Item No." for each entry on this form will be the same "Item No." as indicated on ENG FORM 4288-R.
4. Submittals requiring expeditious handling will be submitted on a separate ENG Form 4025-R.
5. Items transmitted on each transmittal form will be from the same specification section. Do not combine submittal information from different specification sections in a single transmittal.
6. If the data submitted are intentionally in variance with the contract requirements, indicate a variation in column h, and enter a statement in the Remarks block describing he detailed reason for the variation.
7. ENG Form 4025-R is self-transmitting - a letter of transmittal is not required.
8. When submittal items are transmitted, indicate the "Submittal Type" (SD-01 through SD-11) in column c of Section I.

PART 1 GENERAL
1.1 SCOPE
This section covers all operations in connection with fabricating, furnishing, testing, and delivery of four (4) floating mooring bitt assemblies. Two (2) floating mooring bitt assemblies shall be of the single-post design, and two (2) floating mooring bitt assemblies shall be of the double-post design. Each complete floating mooring bitt installation shall consist of a welded steel pontoon, miscellaneous appurtenances, steel supports with Ultra High Molecular Weight (UHMW) Polyethylene sliders, operating by floatation along steel vertical guides embedded in the lock wall within masonry recesses, and controlled by water levels within the lock chamber.
Installation of the floating mooring bitts shall be done by others.

Qualification of Welders and Welding Operators; G
Certifications for welders, welding operators and welding inspectors shall be submitted prior to commencing fabrication.
1.4 QUALIFICATION OF WELDERS AND WELDING OPERATORS
The Contractor shall certify that the qualification of welding inspectors and welders, welding operators, and tack welders who will perform welding have been qualified for the particular type of work to be done in accordance with the requirements of AWS D1.1/D1.1M , Section 4 prior to commencing fabrication. The certificate shall list the qualified welders by name and shall specify the code and procedures under which qualified and the date of qualification. Prior qualification will be acceptable within the preceding six months. The Contractor shall require welders to repeat the qualifying tests when their work indicates a reasonable doubt as to proficiency. Those passing the requalification tests will be recertified. Those not passing will be disqualified until passing. All expenses in connection with qualification and requalification shall be borne by the Contractor.
1.5 DELIVERY, STORAGE, AND HANDLING
Materials and shop fabricated components shall be shipped, handled, and stored in a manner to prevent permanent deflection, distortion, or other damage. Mating surfaces and machined surfaces shall be covered with a protective coating before shipment.
PART 2 PRODUCTS
2.1 THREADED FASTENERS
All fasteners shall be galvanized in accordance with ASTM A153/A153M .
2.1.1 Bolts, Nuts, and Washers
To prevent seizing, bolts and nuts shall be made from dissimilar materials. Bolts shall be ASTM F3125/F3125M , Grade A490, Type 1 and Nuts shall be ASTM A563, Grade DH.
2.1.2 Screws
Steel hex cap screws shall be equipped with washers and shall be ASTM A449, Type 1. Washers shall be ASTM F436/F436M , Type 1. Steel hex socket-head cap screws shall be ASTM A574.
2.1.3 Anti-Seize Thread Lubricant
Anti-seize thread lubricant shall consist of mineral oil, nickel and graphite and be in paste form. It shall prevent galling of threads up to temperatures of 1400 deg F. The lubricant shall be compatible with stainless and carbon steels. Anti-seize thread lubricant shall prevent
SECTION 35 59 29 Page 5 signs of corrosion for 168 hours of exposure to salt water spray in accordance with ASTM B117. Wear resistance shall be defined by a fail load of 7600 psi per ASTM D2509. Friction coefficient shall be 0.10 when applied to bolt threads.
2.2 MOORING BITT TANK STRUCTURE
2.2.1 Mooring Posts
The mooring posts shall be fabricated from ASTM A519/A519M , Schedule 160 steel tubing. The minimum yield strength shall be 65,000 psi.
2.2.2 Rolled Tank Plate and Stiffeners
Mooring bitt tank plate and stiffeners shall be fabricated from ASTM A709/A709M steel plate with a minimum yield strength of 45,000 psi.
2.2.3 Miscellaneous Tank Plates and Bars
Miscellaneous mooring bitt tank plates, manhole cover, lifting lugs, bars, etc. shall be fabricated from ASTM A709/A709M , Gr. 50 or ASTM A572/A572M , Gr. 50 as shown on the contract drawing.
2.2.4 Vent Pipe
Vent pipe shall be ASTM A53/A53M, Schedule 40, Grade B, galv. steel. The zinc coating can be removed where welding is required. Paint shall be applied to vent pipe after welding.
2.2.5 Pipe Fittings
Pipe coupling and pipe plug shall be from dissimilar materials to prevent seizing. Pipe plug and pipe coupling shall be ASTM A234/A234M .
2.3 MOORING BITT GUIDE BLOCKS
The guide blocks (black color) for the mooring bitts shall be fabricated from an UHMW Polyethylene Material. It shall be made using only 100 percent virgin UHMW Polyethylene resin in full compliance with ASTM D4020 Standard. UHMW shall not become brittle or distorted that could lead to the prevention of mooring bitts moving up and down the guide recesses.
Material used for the guide blocks shall not chip, peel, crack or rot.
The UHMW guides shall have approximately 3000 psi yield strength in accordance with ASTM D638. Hex socket-head screws in accordance with ASTM A574 shall be used to attach the UHMW mooring bitt guide blocks to the mount blocks. Hex socket-head screws and mooring bitt guide mounting blocks shall be of dissimilar materials to prevent seizing.
PART 3 EXECUTION
3.1 FABRICATION
3.1.1 Steel Fabrication
Fabrication requirements shall be as shown on the drawings and specified herein. Material must be straight before being laid off or worked. If straightening is necessary it shall be done by methods that will not impair the metal. Sharp kinks or bends shall be cause for rejection of the material. Material with welds will not be accepted except where
SECTION 35 59 29 Page 6 welding is definitely specified, indicated or otherwise approved. Bends shall be made by approved dies, press brakes or bending rolls. Where heating is required, precautions shall be taken to avoid overheating the metal and it shall be allowed to cool in a manner that will not impair the original properties of the metal. Proposed flame cutting of material shall be subject to approval and shall be indicated on detail shop drawings. Shearing shall be accurate and all portions of the work shall be neatly finished. Corners shall be square and true unless otherwise shown. Re-entrant cuts shall be filleted to a minimum radius of 3/4 inch unless otherwise approved. Finished members shall be free of twists, bends and open joints. Bolts, nuts and screws shall be tight.
3.1.1.1 Steel Welding
Perform steel welding, welding inspection, and corrective welding, in accordance with AWS D1.1/D1.1M .
3.1.2 Dimensional Tolerances
Dimensions shall be within the tolerances indicated on the drawings or as specified in the particular section of this specification for the item of work. Where tolerances are not specified or shown, an allowable variation of 1/32 inch is permissible in the overall length of component members with both ends milled and component members without milled ends shall not deviate from the dimensions shown by not more than 1/16 inch for members 30 feet or less in length.
3.1.2.1 UHMW Guide Blocks
The UHMW guide blocks shall be attached to the stainless steel mounting blocks as indicated on the drawings. UHMW guide blocks on each side of the mooring bitt shall be in plumb alignment to ensure proper, uninhibited operation. The UHMW material shall be cut, ground and machined as to the dimensions indicated on the drawings. Finished contact or bearing surfaces shall be true and exact.
3.1.3 Structural Steel Fabrication
Structural steel may be cut by mechanically guided or hand-guided torches, provided an accurate profile with a surface that is smooth and free from cracks and notches is obtained. Surfaces and edges to be welded shall be prepared in accordance with AWS D1.1/D1.1M , Section 5.15. Where structural steel is not to be welded, chipping or grinding will not be required except as necessary to remove slag and sharp edges of mechanically guided or hand-guided cuts not exposed to view. Hand-guided cuts which are to be exposed or visible shall be chipped, ground or machined to sound metal.
3.1.4 Finished Surfaces
Surface finishes indicated or specified shall be in accordance with ASME B46.1 . Values of required roughness heights are arithmetical average deviations expressed in micro inches. These values are maximum. Lesser degrees will be satisfactory unless otherwise indicated. Compliance with surface requirements shall be determined by sense of feel and visual inspection of the work compared to Roughness Comparison Specimens in accordance with the provisions of ASME B46.1 . Values of roughness width and waviness height shall be consistent with the general type of finish specified by roughness height. Where the finish is not indicated or
SECTION 35 59 29 Page 7 specified, it shall be that which is most suitable for the particular surface. Flaws such as scratches, ridges, holes, peaks, cracks or checks which will make the part unsuitable for the intended use will be cause for rejection.
3.1.5 Threaded Connections
Bolt Holes - Bolt holes shall be accurately located, smooth, perpendicular to the member and cylindrical. Bolt holes shall be drilled or subdrilled and reamed in the shop and shall not be more than 1/16 inch larger than the diameter of the bolt.
Screw Holes - Screw holes shall be accurately located, smooth, perpendicular to the member and cylindrical. Holes shall be drilled and tapped as indicated on the drawings.
3.2 ASSEMBLY
3.2.1 Shop Assembly
Shop assembly requirements for the floating mooring bitts and appurtenant items shall be as shown on the drawings and specified herein. The floating mooring bitts shall be fabricated and shipped to the job site as complete units. Each unit furnished shall be assembled in the shop to determine the correctness of the fabrication and matching of the component parts unless otherwise specified. Tolerances shall not exceed those shown. Each unit assembled shall be closely checked to ensure that all necessary clearances have been provided and that binding does not occur along any face. The Contractor shall ascertain that all dimensions are carefully maintained and any errors or defects found shall be promptly corrected by the Contractor at no additional cost to the Government.
3.2.2 Threaded Connections
Bolted Connections - Bolts, nuts and washers shall be of the type specified or indicated. All bolt heads and nuts shall be equipped with washers. All external threads shall be coated with an anti-seize lubricant. Bolts shall be tight.
Screw Connections - Screws shall be of the type specified or indicated.
All hex head cap screws shall be equipped with washers. All external threads shall be coated with an anti-seize thread lubricant. Hex head and hex socket-head screws shall be tight.
3.3 TESTS, INSPECTIONS, AND VERIFICATIONS
Requirements for tests, workmanship, and other measures for quality assurance shall be as specified herein and shown in the drawings. The Contractor shall provide continuous inspection of all operations for quality control and record the results to show compliance with contract requirements. Painting of each floating mooring bitt shall not be permitted until testing for that bitt is complete.
3.3.1 Nondestructive Testing
Nondestructive testing of welds shall be required on all welds specified herein or indicated on the drawings.All welds shall have visual inspection as a form of NDT. In addition, all construction seam welds and welds where the mooring post plates connect to the FMB tube will have another form

(ultrasonic, magnetic particle, dye penetratn, or radiographic) of NDT.
20% of the remaining welds will also have another form of NDT. The floating mooring bitts shall not be shipped from the fabricator's shop until the testing has been approved. When doubt exists as to the soundness of any material part, such part may be subjected to any form of nondestructive testing determined by the Contracting Officer. This may include ultrasonic, magnetic particle, dye penetrant, radiographic or any other test that will thoroughly investigate the part in question. The cost of such investigation shall be borne by the Government. Any defects shall be cause for rejection, and rejected parts shall be replaced and retested at the Contractor's expense.
3.3.2 Tests of Floating Mooring Bitts
3.3.2.1 Weight Test
The Contractor shall weigh the complete assembly of floating mooring bitts (single-post and double-post floating mooring bitts). The Contractor will provide these measurements promptly to the Contracting Officer.
3.3.2.2 Mooring Bitt Pressure Test
Mooring bitt tanks shall be pressure tested during shop fabrication for tightness of all welds by applying an internal air pressure of minimum of 5 psi for a period of 8 hours without any drop in pressure. The exact pressure (PSI) will be determined by the contractor to safely test the floating mooring bitts. After the pressure test is completed, the Contractor shall notify the Contracting Officer Representative (COR) so that the COR can verify the test / result at the Contrator's shop.
Failure to maintain the full pressure level for the allotted time will constitute product unacceptability. All seams shall be tested with a soap and water solution to detect any minor leaks. All leaks shall be repaired by welding. Peening to close leaks is unacceptable. Failing mooring bitts shall be repaired and retested without cost to the Government. Welds shall not be painted prior to the pressure test.
3.4 PAINTING
All ferrous surfaces of the floating mooring bitt and associated structures shall be prepared and painted as specified in the contract drawings. Paint product data shall be submitted for Government approval.
