The contractor must deliver all specified equipment to the Fort Thompson Service Unit in Fort Thompson, South Dakota within 180 days of contract award. Delivery must occur between 8:00 AM and 5:00 PM Central Standard Time and include lift-gate capability. The equipment list comprises 12 line items including two acuity system charts, one tonometer, one auto kerato-refractometer, one indirect ophthalmoscope, one manual phoropter refractor, one spot vision screener, one transilluminator, one ophthalmoscope, one retinoscope, three well handles, one handheld tonometer, and one auto lensmeter.
The SOW provides detailed technical specifications for each equipment category, covering performance parameters such as measurement ranges, display capabilities, power requirements, connectivity features, and operational characteristics. For example, the acuity system charts must feature a 21.5 to 22-inch high-resolution LED/LCD display with 512 MB RAM and storage, while the tonometer must measure intraocular pressure from 7 to 60 mmHg using non-contact soft puff technology. The contractor is responsible for furnishing all property and facilities required for performance. The contract incorporates Privacy Act compliance requirements, confidentiality protections for patient identifiable information and networking infrastructure, and standard federal contracting provisions regarding authority, governing law, and liability determinations under the Federal Tort Claims Act.
