STATEMENT OF OBJECTIVES (SOO)
Fiscal Year 2020 Pension Insurance Modeling System (PIMS) Peer Review Data Input Assessment
B.1 REQUIREMENT OBJECTIVES
The Moving Ahead for Progress in the 21st Century Act (MAP-21, Pub. L. No. 112-141) was enacted on July 6, 2012. Section 40233(a) of MAP-21 requires PBGC to contract with a capable agency or organization that is independent of the Pension Benefit Guaranty Corporation (PBGC) to conduct annual peer reviews of the Single-Employer (SE)-Pension Insurance Modeling System (PIMS) and Multiemployer (ME)-PIMS.
The next peer review will provide PBGC with a targeted peer review of PBGC’s SE and ME PIMS. In particular, the Contractor shall focus on the data input items. Data inputs are an important component of the PIMS models used to develop the annual Projections Report, a 10-year projection of the financial position of each of PBGC’s two insurance programs – the single-employer program and the multiemployer program. Another primary use of the forecasting models is to analyze various legislative proposals that impact defined benefit plans and the insurance programs.
The objectives of the FY 2020 PIMS Peer Review are to provide PBGC with an analysis of how the data sets representing the universe of insured, ongoing single-employer and multiemployer pension plans are developed for the SE-PIMS and ME-PIMS models. In particular, the Contractor shall review the data inputs and the process followed for preparing the data sets used and develop recommendations to improve the plan, participant, and plan sponsor data used to produce the projections.
B.2 PROJECT SCOPE
Pension plan data is derived largely from Form 5500 filings, which include related schedules and attachments as well as from PBGC premium filings. Data is also collected on the financial position of the employers sponsoring the insured defined benefit plans. The universe of plans that make up the SE and ME programs is large (24,000 and 1,400, respectively). Pension plan year cycles span all twelve months of the calendar year, and 5500 reports are generally filed 9- 1/2 months after the end of the plan year, thus complicating measurement dates. Insured pension plans are diverse in their status (e.g., open vs. frozen to new participants, benefit accruals continuing vs. frozen) and in their benefit levels and features. See Exhibits A and B for additional details on the current PIMS data process for the SE-PIMS and ME-PIMS models.
SE-PIMS employs a sample of plans intended to represent the full universe of SE plans. ME- PIMS models all multiemployer plans, but for certain modeling purposes, ME-PIMS uses a sample of plans for which more complete data is available. The review will focus on the data inputs used for both models. This includes:
PAGE 8 OF 46 16PBGC20Q0104
1. The methodology deployed to select representative plans used as the input data for
PIMS.
2. The development of the plan participant profiles for active participants, retirees, and terminated vested members (i.e. age, service, pay, and benefit distributions for the participants) for a given pension plan and the construction of these profiles such that they represent the overall plan population. This includes how partner plans are created from the data and how the representative profiles are used to weight plans in the overall SE system.
3. The data input items from Form 5500 that are used to develop expected cash flows.
4. The timing and availability of 5500 and other data items and the process to adjust for the various measurement dates to create a consistent set of information for the models.
5. Plan status, benefit design, and features to be valued.
6. The most recent zone status available for multiemployer plans.
7. The plan sponsor’s financial information used as input to determine the likelihood of future bankruptcies.
8. Economic inputs (annual returns of stock and bond market indices and other historical data) and regulatory inputs (various IRS pension plan limits and information regarding CPI and national average wage growth).
9. The data on participating employers (ME-PIMS).
10. PBGC asset, liability, and premium information that is used in the model.
The approach used to capture data and develop the ultimate data sets that are used in the model must reflect the purpose of the analysis and balance the effort required to collect and synthesize the data.
The scope of the review focuses on information relating to ongoing pension plans and plan sponsors and does not include data relating to existing PBGC trusteed plans or insolvent multiemployer plans currently receiving financial assistance.
B.3 DELIVERABLE
The Deliverable shall be due within six (6) months of the completion of the onboarding process.
The Deliverable shall be a report that provides:
1. A detailed assessment of the current steps involved to develop data sets used by SE-PIMS and ME-PIMS, along with a description of any recommendations and expected improvements by implementing them.
2. A cost-benefit trade-off analysis related to proposed changes, including a recommendation for what refinements and/or alternatives should be developed.
PAGE 9 OF 46 16PBGC20Q0104
B.4 CONSTRAINTS
The Contractor shall ensure compliance with applicable federal regulations, standards, PBGC policies, processes, procedures, and directives in the performance of this contract.
B.5 PERIOD OF PERFORMANCE
PBGC anticipates one (1) Base Period of 6-months commencing on date of award, as follows:
- Base Period: April 12, 2021 through October 11, 2022
B.6 PLACE OF PERFORMANCE
The work shall be performed primarily at the Contractor’s facilities, as agreed to by the Government.
B.7 PLACE OF DELIVERY
All agreement deliverables must be delivered to the Contracting Officer’s Representative (COR) as identified in the contract.
B.8 SUPPORTING INFORMATION
Additional information on SE-PIMS and ME-PIMS can be found at the following link https://www.pbgc.gov/about/projections-report/pension-insurance-modeling-system. This includes copies of recent PIMS Peer Review reports and detailed descriptions of the model.
Exhibits A and B provide more information about the data process used in PIMS.
PAGE 10 OF 46 16PBGC20Q0104
SOO Exhibit A SE-PIMS Data Description
SE-PIMS uses the data for more than 500 actual plans, sponsored by more than 330 companies.
These plans represent over half of PBGC’s insurance exposure in the single-employer defined benefit system measured from the 2017 Form 5500 filings. SE-PIMS also reflects contribution data from later years’ filings to the extent available when the initial results are generated.
The data base includes:
• Summary statistics on plan demographics.
• Plan benefit structure.
• Asset values.
• Liabilities.
• Actuarial assumptions.
• Key financial information about the employer sponsoring the plan.
Plan data for the past six years are downloaded from Schedules SB, R, H, and I of the Form 5500 database into the PIMS database. In addition, information on plan provisions, demographics of active workers, and plan assumptions for future demographic changes are manually entered and reviewed against signed forms and attachments. If demographic information is missing for a plan, data elements from the prior year may be used, or the plan may be dropped from the sample.
The plans included are primarily those with the largest plan liabilities where (1) sufficient data is available on the sponsor for the SE-PIMS bankruptcy probability model and (2) plan details can be sufficiently captured in the SE-PIMS model.
Data on firms is from Compustat, provided by S&P Global Market Intelligence and linked to plan sponsors. Where there is missing data for a plan sponsor, data is imputed using industry averages, averages for plan sponsors of comparable size, or other measures.
Historical economic data is gathered from Federal Reserve Economic Database tables, Interest Rate Tables provide by the Internal Revenue Service, and SBBI® Yearbooks. Data on PBGC’s historical financial position is based on PBGC sources, which also supply the information published in PBGC’s Data Tables.
PBGC reviews the data inputs — including the economic inputs (annual returns of stock and bond market indices, other historical data, generated stochastic paths), regulatory inputs (various IRS pension plan limits and information regarding CPI and national average wage growth), firm data (plan affiliation, firm economic data, weight as part of sample universe), and plan data (Form 5500 data and adjustments for missing or inconsistent data).
PAGE 11 OF 46 16PBGC20Q0104
SOO Exhibit B ME-PIMS Data Description
The model uses Form 5500 data for each plan in the universe of multiemployer plans, including terminated and insolvent plans. Selected numeric entries from Schedules MB, R, and H/I are downloaded from the 5500 datasets to the PIMS database.
For a sample of plans for which PBGC has complete data, information on plan provisions, demographics of active workers, and plan assumptions as to future demographic changes is used to impute data to other plans of similar size, demographics, or industry, as appropriate. A brief description of the methodology follows:
• Plans in the prior year’s ME-PIMS database are categorized into major industries.
• Within each industry, the 25th percentile, the 75th percentile, and the median active-to-inactive ratio is determined.
• For each plan not in the sample, the downloaded data is extended by imputing plan provisions, census, and assumptions from the closest match to the 25th percentile, the 75th percentile, or median active-to-inactive ratio.
• The set of sample plans and the closest matches remain unchanged from the prior year to avoid volatility.
Robust contributing employers’ information is not generally available and thus not used in this model; all contribution information is on a plan level.
Data is reviewed for outliers and missing fields. Data on critical and declining zone status plans receives special scrutiny, and Form 5500 information is extended with filed participant notices and other information available to PBGC.
For booked plans, PBGC collects additional data, which is subject to confidential treatment requests under 29 CFR 4901.24.

EVALUATION FACTORS FOR AWARD
D.1 BASIS FOR AWARD
The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate quotes:
- Factor 1: Key Personnel
- Factor 2: Technical Capabilities and Experience
- Factor 3: Past Performance
- Factor 4: Price
Factors 1: Key Personnel and Factor 2: Technical Capabilities and Experience will be given equal weight and are more important that Factor 3: Past Performance. When Factors 1, 2 and 3 are combined, they are significantly more important than Factor 4: Price.
PBGC contemplates a single-award contract as a result of this solicitation. The trade-off process will be utilized, which allows trade-offs to be made between price and non- price factors to result in the most advantageous quotation for the Government. The Government may determine to award to other than the lowest price quotation, or to other than the highest technically rated quotation. The Government will make trade-offs between price and non-price factors, which may result in a determination that a superior technical solution merits or does not merit a higher price.
The award decision will be based on an assessment of a quoter’s relative capability as measured against the evaluation factors identified in this section.
D.2 EVALUATION FACTORS
The PBGC will evaluate each quotation using the evaluation factors identified below and will assign an adjectival rating to each non-price factor.
FACTOR 1: KEY PERSONNEL
The quoter shall provide evidence of the quoter’s (i.e., firm or organization) personnel resources and the capability to increase supporting personnel at PBGC’s request. The quoter shall propose its own labor mix of Key and non-Key Personnel. That proposed team must have, at a minimum, 2 to 4 members identified as Key Personnel. Collectively, the Key Personnel must meet or exceed the following requirements (a given team member may meet more than one of the requirements):
a) A credentialled pension actuary (minimum qualifications of Enrolled Actuary (EA) and
Associate of the Society of Actuaries (ASA), with 10+ years of pension experience).
PAGE 18 OF 46 16PBGC20Q0104
b) Team member(s) with the statistical training and experience necessary to determine and evaluate the statistical significance of the PIMS samples and propose techniques to improve representativeness in cost-efficient ways.
c) Team member(s) with the training and experience necessary to evaluate the economic and firm data inputs into PIMS – including but not limited to annual returns of stock and bond market indices, generated stochastic paths, CPI and national average wage growth, plan sponsor financial measures (i.e., leverage, profitability, creditworthiness, and other firm economic data).
d) Team member(s) with experience in the construction and management of large-scale data sets and the use of data in micro-simulation stochastic models.
FACTOR 2: TECHNICAL CAPABILITIES AND EXPERIENCE
The quoter shall provide evidence of the quoter’s and the project team’s technical experience and capabilities to support the objectives described in Attachment B “Statement of Objectives”. The quoter should have extensive experience with defined benefit pension plans, including Forms 5500 and preparing the data necessary for those forms. The quoter should also demonstrate experience with corporate financial and economic data, statistical sampling techniques, large-scale data sets, and the use of data/efficiencies in microsimulation stochastic models.
FACTOR 3: PAST PERFORMANCE
The Government is seeking to determine whether each Quoter consistently delivers quality products and/or services in a timely manner with a reasonable degree of customer satisfaction. Therefore, this factor will be evaluated on the basis of relevant past performance information contained in the quote, as well as information from references provided by the Quoter and from any other reliable source available to the Government, such as an official past performance database and/or other government and local agencies (e.g. CPARS, PPIRS, FAPIIS, etc.).
The information contained in the quote shall be used to determine and evaluate the recency and relevancy of the cited past performance reference contracts. Recent past performance is defined as work within the past five (5) years from when the solicitation was issued.
Relevance is defined as work similar in scope and complexity to the requirements in Attachment B “Statement of Work” of this solicitation. Relevancy also takes into account the period of performance, the contract type and the dollar value of the reference contract.
The Quoter’s past performance will be evaluated using the following criteria:
1. Technical/ Quality of Service
2. Cost Control
3. Schedule/ Timeliness
4. Management or Business Relations
5. Customer Satisfaction
PAGE 19 OF 46 16PBGC20Q0104
In the event a Quoter submits more than three (3) references, it will be the Government’s prerogative as to which three (3) references will be used for evaluation purposes.
Quoters without a record of relevant past performance or for whom information on past performance is not available, may not be evaluated favorably or unfavorably. Thus, Quoters without a record of relevant past performance will be given a “Neutral” rating.
FACTOR 4: PRICE
Price quotes will not be point scored, assigned a numerical weight, nor adjectivally rated.
Pricing will be evaluated for overall price reasonableness and completeness using the Price Schedule in Attachment A of this solicitation. The price evaluation will be based on the total proposed price for the Base and all Option Periods using the Quoter’s proposed labor allocation of the specified total hours for each period. The price evaluation will also consider whether the allocation of the proposed hours among the labor categories are consistent with the proposed staffing and technical approach.
D.3 AWARD ON INITIAL QUOTES
The Government intends to make award based on initial quotes. Therefore, each Quoter’s initial submission should represent their best quote, considering all terms and conditions, and costs/prices. However, the Government reserves the right to engage industry if it is determined to be in the best interest of the Government. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in quotes received. The Government may not consider a quote further in the event one or more of the non-price factors are determined to be marginal or unacceptable.
