About this file

This is a Justification for Other Than Full and Open Competition (OTFAOC) document for a Federal Acquisition Regulation (FAR) Part 6 procurement under Commercial Simplified Procedures.

The Defense Information Systems Agency-Pacific (DISA-PAC) seeks to award a firm-fixed-price contract for furniture and IT installation in Building 77, Room 116. The requiring agency is DISA-PAC, with contracting activity through the Defense Information Technology Contracting Organization (DITCO) PS72. The work scope includes installation of Herman Miller modular furniture to match existing designs in adjacent Rooms 140 and 115, along with electrical power installation, IT copper and fiber cables, and telecommunications infrastructure for cubicles, offices, and conference rooms. Work also encompasses removal and disposal of existing underfloor communications infrastructure and installation of new cable trays, communications Ethernet, fiber, telephone, and power systems with operability testing. The period of performance is 18 months from award date.

The government intends to award this contract as a sole-source 8(a) set-aside to Mano Lani, LLC (NHO 8(a) small disadvantaged business), who will subcontract the furniture portion to Contract Furnishers of Hawaii Inc. dba Office Pavilion (Women-Owned Small Business). Mano Lani possesses specialized knowledge of DISA-PAC's IT and cabling infrastructure standards from two previous similar contracts (HC1019-20-C-0009 and HC1019-23-C-0007) covering multiple rooms, enabling consistency in workspace layout, cabling standards, and labeling protocols. Office Pavilion is the sole Certified Herman Miller dealer for Hawaii and the Pacific Rim with factory-trained technicians. A sources sought notice was posted on SAM.gov on June 17, 2026, with a response deadline of June 23, 2026; zero companies responded. Price analysis will compare materials costs to previous contracts, and technical review will assess proposal adequacy. Market research confirmed Herman Miller's proprietary power distribution systems are non-interchangeable with other manufacturers, requiring standardization to maintain spare parts inventory and warranty claim processes. The contracting officer's certification serves as approval authority since the effort exceeds the Simplified Acquisition Threshold but does not exceed $10 million.

The United States Code (U.S.C.) and FAR reference permitting other than full and open competition:

41 U.S.C. 1901, FAR 12.102, Commercial Simplified Procedures

5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE

NATURE OF THE ACQUISITION REQUIRED:

1. UNIQUE QUALIFICATIONS: Contract Furnishers of Hawaii Inc, dba Office Pavilion, a Women-Owned Small Business (0RAV1). This requirement is for proprietary products that only Office Pavilion has exclusive rights to provide in Hawaii. Office Pavilion is the Certified Herman Miller dealer for Hawaii and the Pacific Rim. They are the only entity with factory trained technicians in these marketplaces. However, due to the electrical and IT requirements, Office Pavilion does not want to be the prime contractor and be responsible for that portion of the work.

Therefore, the Government intends to award the contract to Mano Lani, LLC, an NHO 8(a) small disadvantaged business (88XN4). As in the previous, similar contracts, HC1019-20-C-0009 and HC1019-23-C-0007, Mano Lani, LLC was awarded an 8(a) sole source and they subcontracted the furniture portion of the work to Office Pavilion.

Through these previous contracts, Mano Lani has acquired specialized knowledge of DISA-PAC IT and cabling infrastructure. They know DISA PAC’s standards for labeling IT cables. They know what materials will meet DISA PAC’s standards.

Through these two previous contracts, Mano Lani and Office Pavilion serviced the following rooms: 97, 100, 106-109, 111, 115, 139-143, 183, 184, 207, 221, and 222.

By awarding to Mano Lani, who will subcontract the furniture portion to Office Pavilion, the work for Room 116 will be uniform to what was previously done. The workspace layout will be the same. The cabling will be the same. This will make it easier for DISA PAC when they do inspections that cables are run the same way and labeled the same way. In case there are any problems in the future, DISA PAC will know that Mano Lani was the installer, they will not have to check their records to see which contractor did the installation for which room. Working together on the previous contracts, Mano Lani and Office Pavilion has an established relationship and they worked well in coordinating the tasks that need to be done between installing furniture and IT and electrical wiring.

2. IMPACT: If this contract is awarded to another contractor, the Government will face schedule and financial risk. The project would take longer than necessary due to the learning curve for another contractor to learn where the current cabling is and how to tie into it for Room 116. DISA personnel are waiting to move into this room and the longer it takes the contractors to do the installation, the longer personnel will have to wait. The Government would incur cost that could be avoided if Mano Lani was awarded the contract. DISA personnel would have to show and explain to a new contractor where the current cabling are. Labor costs could be avoided since Mano Lani knows where the current cabling are.

6. DESCRIPTION OF THE EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY SOURCES AS POSSIBLE: IAW Defense FAR Supplement (DFARS) Procedures, Guidance, Instruction (PGI) 206.103-170(d), a sources sought notice was posted on Contracting Opportunities through SAM.gov on 17 June 2026. The notice stated that DITCO intends to negotiate a sole source contract with Mano Lani LLC who has the specialized knowledge of DISA-PAC’s IT and cabling infrastructure. Mano Lani will subcontract the furniture portion to Contract Furnishers of Hawaii Inc, dba Office Pavilion who is the Certified Herman Miller dealer for Hawaii and the Pacific Rim. However, companies who believe they can provide this service were invited to indicate their interest in writing within 7 days of the notification and to include a detailed capability statement and business size. After the response deadline of 23 June 2026 2:00 PM HST, interest was received from 0 companies.

7. DETERMINATION OF FAIR AND REASONABLE COST: Price analysis will be performed to ensure the proposed price is fair and reasonable, using the proposal analysis techniques at FAR 15.404-1. The proposed prices of materials will be compared with prices of the same or similar materials used in the previous contracts stated above. The mission partner will also perform a technical review of the contractor’s technical proposal to determine if their needs will be met.

8. MARKET RESEARCH: During the market research phase for the Room 116 furniture outfitting project, a Request for Information (RFI) was directly submitted to Office Pavilion Hawaii. The primary objective of this targeted RFI was to assess the local vendor's capability to supply, stage, and install commercial-grade office furniture, specifically focusing on the Herman Miller brand. Herman Miller furnishings were evaluated based on their ability to meet DISA PACIFIC’s requirements for ergonomics, spatial efficiency, and long-term durability necessary for the planned 34 cubicle workstations, private offices, and conference room configurations.

Beyond product availability and supply chain logistics, the market research critically evaluated the vendor's ability to operate within a restricted facility. The inquiry confirmed that Office Pavilion Hawaii possesses appropriately cleared personnel necessary to perform the installation requirement. Utilizing a vendor with an established, cleared workforce ensures strict compliance with local security access protocols, mitigates potential background check delays, and guarantees that the delivery and assembly phases can be executed without compromising the operational security of the DISA PACIFIC environment. The Cas requested the contractor’s experience in the following specific areas:

CA-1: Procurement, Furnishing, and Installation of Herman Miller Products in Hawaii

CA-2: Company’s knowledge and experience providing support to DoD Components.

Based on current market research, dated 7 May 2026, it has been determined that only the aforementioned Herman Miller Office furniture provided by Office Pavillion, can fully meet the Government’s need and is in the best interest of the agency.

9. ANY OTHER SUPPORTING FACTS: To fulfill the Agency’s requirement, the procurement of Herman Miller modular furniture is essential to ensure seamless integration with the existing

Page 4 of 5 Pages infrastructure in Rooms 140 and 115. These spaces function as a single, contiguous open-plan environment. Therefore, the new components must be physically and structurally compatible with the established Herman Miller proprietary framing, electrical distribution, and data routing systems already in place. The introduction of non-compatible or 'similar' products would result in fragmented infrastructure, compromised ergonomic standards, and an unprofessional aesthetic that fails to meet the Agency’s requirement for a cohesive, high-functioning workspace. Herman Miller’s proprietary 4-circuit or 8-circuit power distribution systems are not interchangeable with other manufacturers. If the Agency uses multiple brands, they must maintain separate inventories of spare parts (e.g., drawer pulls, casters, fabric tiles). Standardization on Herman Miller allows for interchangeable parts and a single point of contact for warranty claims, preventing "finger-pointing" between vendors when repairs are needed.

10. LISTING OF INTERESTED SOURCES: N/A, 0 results from Notice of Intent.

11. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME BARRIERS

THAT LED TO THE EXCEPTION TO FULL AND OPEN COMPETITION:

The Government will continue to conduct market research to determine if there are changes in the marketplace that would enable future competitive actions; i.e., there are similar products and/or product support in the marketplace that looks the same to match existing, the original equipment manufacturer appoints more authorized dealers for the area, or it is economically feasible to procure a new office furniture.
