About this file
This is a Small Business Initiative letter from the Pennsylvania Department of Conservation and Natural Resources' (DCNR) Bureau of Administrative Services explaining their program for promoting Small and Diverse Business participation in state contracts. The letter outlines how eligible vendors can become self-certified as a Small Business (SB) or verified as a Small Diverse Business (SDB) through the Department of General Services' Bureau of Diversity, Inclusion, and Small Business Opportunities (BDISBO). The program allows SBs and SDBs to participate as prime contractors, subcontractors, suppliers, and professional service providers for Commonwealth purchase orders across goods, services, IT, and construction.
To qualify as a Small Business, companies must meet specific criteria including: being a for-profit U.S. business, independently owned, not dominant in their field, having fewer than 100 full-time equivalent employees, and not exceeding three-year average gross revenues of $47 million. For SDB certification, businesses must first self-certify as an SB and then submit additional third-party certifications to BDISBO. The program includes access to the Small Business Reserve program, which reserves certain contracts exclusively for small businesses. Questions about the program can be directed to BDISBO at (717) 783-3119 or gs-bdisbo@pa.gov.
