The procuring office intends to award Blanket Purchase Agreements for the period October 1, 2026 through September 30, 2027, with Government options to extend unilaterally for four additional twelve-month periods through September 30, 2031. Interested offerors must submit a notice of interest including company name, mailing address, telephone number, and email address to TXEPml_treatment_services_team@txep.uscourts.gov. The formal Request for Proposals will be posted on or after September 2, 2026 at www.txep.uscourts.gov. Early registration with SAM.gov is strongly recommended, though registration is not a determining factor in proposal evaluation but is mandatory before award.

Required services include two primary categories: (1) Substance Use Treatment and Testing, encompassing urinalysis collection, assessments, residential treatment, and substance use counseling in various locations including Sherman, Lewisville, Athens, and Paris, Texas, with six distinct contract line items (0540-2027-0013, 0540-2027-0022, 0540-2027-0040, 0540-2027-0033, 0540-2027-0131, and 0540-2027-0039); and (2) Mental Health Treatment, including psychiatric evaluations, medication monitoring, mental health assessments, counseling, and dual diagnosis services for Athens, Texas (0540-2027-0041). Offerors must demonstrate facility availability within the catchment area, qualified professional staff meeting experience requirements, and pricing equal to or lower than charges to the offeror's most favored customer for comparable services. A FY 2027 Bidder Conference recording is available on the agency website under the Contract Treatment Services & Other Solicitations tab.

PRE-SOLICITATION NOTICE

Date of Posting: August 3rd 2026

The United States Probation and Pretrial Services Office for the Eastern District of Texas intends to procure treatment services for federal defendants and persons under supervision using Blanket Purchase Agreements. Agreements are for the period beginning October 1, 2026 through September 30, 2027, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals.

Interested offerors should send a notice of interest that includes the offeror’s name, mailing address, telephone number, and e-mail address to TXEPml_treatment_services_team@txep.uscourts.gov. On or after September 2nd 2026, Request for Proposals (RFP) will be posted on the agency’s web page at www.txep.uscourts.gov.

It is highly recommended that interested offerors start the process of registering with SAM.gov as soon possible. The process of getting registered and going live as a vendor can be long. Registration is not used as a determining factor when evaluating your proposals, but it is necessary before an agreement can be awarded.

Interested offerors must respond on time to solicitation deadlines and clearly show:

1. they can provide services within the catchment area with a facility available for use,

2. such services will be provided by professionals meeting the experience and criteria required, and

3. prices of such treatment shall be as low or lower than those charged to the offeror’s most favored customer for comparable quantities under similar terms and conditions.

The FY 2027 Bidder Conference is located at www.txep.uscourts.gov. The recording is posted under the Contract Treatment Services & Other Solicitations tab. This conference provides an overview of how to submit a proposal and includes some of the significant changes made to the FY 2027 Statement of Work. For the Urine Collection/Testing solicitations, it provides information regarding our drug test notification system (NAPP).
