About this file

This document contains the IRS's responses to consolidated questions received in response to a Request for Information (RFI) for a "Continuing Education (CE) Provider Registration and Tracking System" federal contract opportunity.

The key details are:

  • There is an incumbent contractor, Advocation Strategies, Inc., with a contract valued between $1-2 million (although it is a no-cost contract for the IRS).
  • The IRS prefers the historical no-cost model, but is open to other pricing models.
  • Over the past 5 years, the annual average total payments processed through the system were approximately $372,000, with 83% paid by credit card and 17% by EFT and check.
  • The IRS is considering putting the prospective contract requirement into the 8(a) program.
  • This is an RFI only, not a solicitation for proposals. The IRS is conducting market research to prepare for a possible follow-on contract when the current one expires on August 31, 2026.

1 RFI

General

Is there an incumbent on this contract? If so, please provide the incumbent name, current contract number, Period of performance, value of the contract.

• Yes, contract # 2023H2-P-21-00203.

• Incumbent is Advocation Strategies, Inc.

• POP is 9/1/21 – 8/31/26.

• Overall contract value range is between $1-2M

(however, this is a no-cost contract for the IRS).

2 RFI

The RFI includes a comment that historically, the contract has been performed at no cost, with fees recouped through payment processing. Please confirm if this historical model is the IRS’s preference, or if a more traditional system implementation contract is preferred.

While the IRS does prefer the no-cost model, we would like input or recommendation of any other pricing models from industry that we should consider.

3 RFI

Please provide the total number and total amount of payments paid through the system by CE providers, per payment method (Credit/Debit, EFT, Check, Cash), each year for the past 5 years.

We will only provide annual averages for the fees collected and percentages of sales to describe payment method. (Note we are currently in OP3 of the current contract).

The three-year annual average of total payments under the existing contract is an estimated

$372,000. The two-year annual average for the preceding contract was an estimated $262,000.

On average, 83% of the provider fees were paid by credit card and 17% were paid through EFTs and checks.
