(10:05 a.m.)

MR. SNOEYENBOS: Good morning. Welcome to

4 the United States Tax Court. My name is Doug

5 Snoeyenbos. I'm the general counsel here at the Tax

6 Court. I'm very pleased to see that all of you have

7 come. We're gratified that there's interest in our

8 solicitation. This is the Bidder's Conference for

9 the Tax Court's Telephone System Solicitation.

10 I'm going to introduce the people here in

11 front with me, and then I'm going to talk about the

12 procedures a little bit.

13 To my far left 1S Mr. Scott Goodrick, who

14 is the department head for the Court's Office of

15 Information Systems.

16 TO my immediate left is Mr. Spencer Mitchum

17 who is the network engineer for the Court.

18 To my right is Ms. Joyce Dyck, who is the

19 head of facilities and procurement for the Tax Court.

20 The people here, and other people, put in a

21 considerable amount of time over the last week, and

22 last few days, preparing written answers to the

23 written questions that came in and we published them

24 yesterday afternoon, and I hope that everybody has

25 reviewed them. I know it was sort of short notice, 866.488.DEPO

1 but I suspect that a lot of the questions that you 2 might have are answered in this handout, which we 3 have up front here. If anybody wants a copy, we'll 4 be happy to give it to you.

5 So what we'd like to do would be to start 6 with written questions. We may have several rounds 7 of written questions and we may, or may not, take 8 oral questions at the end. If we get a written 9 question and it's something that we need to confer

10 on, or consult other materials, or to research, then 11 we may take that under advisement, so to speak, and 12 publish a written Q and A in the next few days.

13 But at this time what we'd like to do would 14 be to take about five minutes, or whatever you need, 15 and if you have any written questions write them out;

16 we've got pads and pens if anybody wants, and we'll 17 collect them and then we'll look at those written 18 questions.

19 (A brief break was taken.)

20 MR. SNOEYENBOS: Okay. Thank you for these 21 questions. We've got one here; will the Court allow 22 alternatives to the SISCO Emergency Responder if the 23 technology allows for the same or similar 24 functionality?

25 I don't believe that we had anything

866.488.DEPO

1 specifically about Emergency Responder in the 2 solicitation. Question 17 and answer 17 on page four 3 do discuss SISCO Emergency Responder and I think most 4 of the answer is there, so I don't know that we can 5 really go beyond what we've got in the answer to 6 question 17 at this time on that issue.

7 We've got another question here; the 8 documents state version 9.X; will we be provided with 9 the exact version of all applications, i.e., C-U-C-M, 10 unity, something, something.

11 The short answer is yes, we will provide 12 the current version of any applications. I would 13 suggest, if that's important to you, to submit a 14 question to procurement@ustaxcourt.gov, which is the 15 email address mentioned in the solicitation and in 16 the questions, and we can provide that information.

17 I think we have some answers in the Q and A about 18 providing additional technical information, so that 19 question probably comes within the scope of those 20 questions in the Q and A.

21 So now I'm going to ask Spencer to read a 22 couple of questions and then answer them.

23 MR. MITCHUM: One question was redundancy 24 of voice circuits, is one desired? Is one already

25 available?

866.488.DEPO

www.CapitaIReportingCompany.com mailto:procurement@ustaxcourt.gov, 1 Right now the building itself is limited to

2 a single Verizon circuit, so there are no redundant

3 paths out of the building. So while it's desirable, 4 we know that we're not going to pay for that, so

5 we're stuck with one path In and out of the building.

6 MR. SNOEYENBOS: We also have a question

7 here, could a bidder use existing network for backup

8 on a hosted PBX solution, and I think what we want to

9 do is answer that one in writing after we cogitate on

10 that a little bit and craft a really good answer to

11 that question. So we'll probably publish an answer

12 on that one, hopefully in the next couple of days.

13 MR. MITCHUM: Then there was another

14 question: please qualify the geographic limits of the

15 network to be serviced.

16 The main service area would be here in D.C.

17 We do have, as indicated in the solicitation, 37

18 remote sites, but whoever the winning bidder would

19 end up being, they will not be required to travel to

20 any remote sites.

21 There was a question; the number of rooms

22 for video. We will not be implementing high

23 definition video. It would be point to point

24 internal only, using the 9970s.

25 MR. SNOEYENBOS: The internal video

866.488.DEPO

1 conferencing is discussed at questions four and five, 2 and answers four and five, on the first page of the Q 3 and A that was published yesterday.

4 MR. MITCHUM: There's another question, 5 number of IP addresses in the network. The network

6 is divided -- each remote site has multiple subnets, 7 four for each site, and they do not overlap. Each

8 one is independent of all the other ones.

9 Another question is the number of VoIP

10 phones; 415.

11 MR. SNOEYENBOS: The Court currently has

12 deployed approximately 315 SISCO 7960 handsets in the

13 tax courthouse, and approximately 100 SISCO 7960

14 handsets in remote sites.

15 MR. MITCHUM: The next question is the

16 number of SISCO switches, etcetera. In headquarters

17 there are six SISCO switches, models 4506, and each

18 remote site there is either a 2960 or a 3560, 24 port

19 switch, in each remote site. There is a

20 corresponding either 3825 ISR router, or a 2951, to

21 support those switches, again, in each report site.

22 MR. SNOEYENBOS: There's -- we set forth

23 some of this information on page C-2 of the

24 solicitation.

25 MR. MITCHUM: The next question is the

866.488.DEPO

www.CapitalReportingCompany.com http://www.CapitalReportingCompany.com

1 Court plans to port the DID's over to Verizon as part

2 of the transition phase.

3 MR. SNOEYENBOS: Well, that's a quote from

4 something that we said earlier.

5 MR. MITCHUM: I'm sorry, yes. Okay. Can

6 the Court expand on this?

7 The answer is we will accept any technical

8 feasible solution.

9 MR. SNOEYENBOS: Okay. That's all we've

10 got. Does anybody have any follow ups? Please

11 submit your follow ups or anything that occurred to

12 you, while we're talking here.

13 (A brief break was taken.)

14 MR. SNOEYENBOS: Okay. So here's a

15 question; will the Tax Court provide a breakdown of

16 specific handset features or desired features per 17 phone?

18 In terms of requirements or desires, our

19 requirements are set forth in Section C-2, pages C-3

20 and C-4. Those are the requirements that we have, 21 and again, we're open to any technologically feasible

22 solution, as I think it's clear from the very

23 beginning of our solicitation, we could go with the

24 hosted phone system, we could switch to an in-house

25 under which we provide the handsets and additional

866.488.DEPO

1 equipment, or any other solution.

2 So we're really wide open here to anything

3 that makes technical sense. We've got some equipment

4 in-house, but we're not committed to deploying that

5 equipment. We just want the best solution for our

6 needs.

7 I've got a question; the SISCO 28XX routers

8 are end of life -- I don't know if that's true or

9 not, but whether it is or not -- does the Court

10 request that they offer a plan for a 1ifecycle

11 replacement of this equipment?

12 Planning is a wonderful thing, and we

13 always encourage planning, but we own these routers, 14 we bought these routers, if the routers need to be

15 replaced our expectation is that we would pay for new

16 routers, and we would procure those new routers.

17 MR. MITCHUM: There's a question; can the

18 Tax Court obtain the configuration file for both

19 current voice mail system and call processing system?

20 We can try to get that information, but our

21 current -- it's from a hosted system, and I'm not

22 sure if the provider will give it to us or not.

23 Will the contractor be required to travel

24 to replace a defective phone? No.

25 Another question; are all phones to be

866.488.DEPO

1 identical if new phones are supplied? Again, that's

2 any technical feasible solution; we're open to it.

3 Are the different needs and user types of

4 equipment, are they all the same?

5 MR. SNOEYENBOS: Well, on this question we

6 did purchase two different types of handsets that

7 have not been deployed, okay, but we're not wedded to

8 any particular solution, so any solution that makes

9 sense that helps us to meet our core mission, we'd

10 love to hear about it and hear your ideas, and we'll

11 consider and see what makes the most sense.

12 I don't know what more I can say about

13 that.

14 MR. MITCHUM: The last question is; are all

15 of the switches power over Ethernet, and the answer

16 is yes.

17 MR. SNOEYENBOS: Any other written

18 questions? Let me just see a show of hands if

19 anybody is anticipating another written question in

20 the next five minutes.

21 Seeing no hands then we would take oral

22 questions, if you have any step up to the podium.

23 You don't have to identify yourself, ask a question;

24 we mayor may not answer. I'm not seeing anybody

25 stepping -- oh, we do have somebody stepping up to

866.488.DEPO

1 the podium. Thank you, sir.

2 UNIDENTIFIED SPEAKER: Good day, ladies and

3 gentlemen. Just to be sure, the management of the

4 router switch network, all of that, is being handled

5 by the Court, the I)C, and the environment?

MR. MITCHUM: Yes.

I)NIDIENTIFIED SPEAKER: Okay. Second

8 question; I notice in the Q and A's, Pingtone (ph)

9 handles some of the trunks, the PRI trunks, will that

10 be -- will it be required of the wining party to

11 replace those trunks with our service, or is the

12 Court going to take over that responsibility?

13 MR. SNOEYENBOS: We're going to go in the

14 back here and confer on that one just for a second.

15 (A brief break was taken.)

16 MR. SNOEYENBOS; Okay. Spencer had a great

17 answer for that question over in the corner. We hope

18 he can say it again.

19 MR. MITCHUM; We currently have SIP trunks

20 established with Verizon. They were used for a pilot

21 project. We are not married or wedded to those, so

22 again, any technical feasible solution that anyone

23 wants to come up with we will consider.

24 UNIDENTIFIED SPEAKER; Can we see your

25 network operations center, or building entrance

866.488.DEPO

1 facility?

2 MR. SNOEYENBOS: Okay. We'll take you down

3 to the server room right now, if you want, and if you

4 don't, we'll escort you out, and if not -- if you

5 want to come along. in a group, we'll have to go in

6 small groups, you'll have to stand in the hallway for

7 a while because it's a crowded server room, but we

8 can take you down there and give you a quick peak at

9 it, if you want.

10 But before we do that, are there any other

11 questions or oral/written, anything else that anybody

12 has?

MR. MITCHUM: Going once --

MR. SNOEYENBOS: Okay. Thank you very

15 much. We'll end our record here today.

(Whereupon, at 10:41 a.m., the above-entitled matter was concluded.)
