Sierra Nevada Region
Draft Statement of Work (SOW) Fuel/Waste Storage Tank Systems Assessments
GENERAL INFORMATION
1.0 Scope of Work: The purpose of this SOW is to assess above ground storage tanks and associated equipment for serviceability and to prepare recommendations for needed replacements and repairs. The goal is to identify all measures currently needed to upgrade the tanks, pumps, hoses, etc. to be free of all leaks, and operating in a condition that meets all federal and state regulatory requirements with a minimum of oversight.
Tanks to be assessed under this contract include 7 petroleum storage tanks with associated fuel dispensing systems, and 2 waste oil storage tanks.
2.0 Background: The Sierra Nevada Region (SNR) operates fuel dispensing systems at three maintenance facilities located in Northern California, including Elverta Maintenance Facility located in Elverta, CA; Tracy Maintenance Facility located in Byron, CA; and Redding Maintenance Facility located in Redding, CA. In addition to the fuel dispensing systems, SNR also operates two used oil storage tanks. These are located at Redding Maintenance Facility and Elverta Maintenance Facility.
The fuel dispensing systems include above ground tanks with associated pumps, hoses, piping, venting, nozzles, etc. The fuel pumps and associated equipment are of various ages. Some are approximately 30 years old and others have been replaced more recently. The waste oil tanks were purchased around 20 years ago.

Task 1 –Assessments - The Contractor shall provide all equipment, materials, supplies, and tools, labor, management, and supervision required to perform inspections and assessments of all fuel storage and waste tanks for serviceability, fitness for use, and environmental compliance with respect to Federal, State, and local laws and regulations. The Contractor shall note the current condition of all the tanks, pumps, gauges and associated gaskets, hoses, venting, piping, and all associated appurtenances. The Contractor shall review the status of all associated permits and the results of recent inspections. The contractor shall incorporate a review of the fuel types and quantities of fuel throughput, and assess their compatibility with the tanks and other associated equipment such as the pumps, hoses, and piping.
Task 2 – Report. The Contractor shall prepare an assessment report. The report shall be structured to include a section for each maintenance facility. Each section shall incorporate all the following information about each tank at that facility into the chapter:
i. A description of the current serviceability and fitness for use for each storage tank and fuel dispensing system
ii. A review of the types of fuel or waste both historically and currently being stored/used in the tanks, and an assessment of suitability and compatibility of that fuel or waste with the equipment to include compatibility with tanks and pumps as well as any associated recommendations regarding anticipated life expectancy of equipment with respect to compatibility with contents
iii. Assessment of the environmental compliance status of each tank, based on a review of current permits and recent inspections
iv. Recommendations for any needed repairs, replacements or maintenance currently required. These recommendations must include recommendations for installations of new equipment if deemed necessary, and/or any maintenance necessary to make the tanks and all associated appurtenances serviceable, fully functional, safe, free of leaks, and compliant with Federal, State, and local regulations with a minimum of oversight.
Task 3 - Procurement Package. The Contractor shall author and provide a procurement proposal adequate to meet federal government procurement standards, and specifically the needs of the SNR procurement group. This procurement proposal shall be organized such that tanks at all the locations are included, and shall include the following information for each location:
i. Product specifications with an explanation of why products have been recommended, and a recommendation for suggested warranty language appropriate to each associated product(s)
ii. A description of the reasonably anticipated lifespan of recommended products, taking into consideration the setting at each of the facilities.
iii. Market research documenting a list of registered GSA companies that can supply and install the recommended products.
iv. Anticipated pricing/cost basis for each recommended repair or replacement.
v. A completed performance work statement, including performance standards and quality assurance surveillance procedures to include installation of all the recommended products and appurtenances sufficient to resolve all regulatory concerns for the tank systems and meet the requirements of the SNR procurement department. The Contractor shall use a preapproved format for this performance work statement, and shall coordinate with the SNR procurement department to assure it is completed to their satisfaction.
