Performance Work Statement

U.S. DEPARTMENT OF ENERGY

WESTERN AREA POWER ADMINISTRATION

PERFORMANCE WORK STATEMENT

ABB SACE EMAX2 BREAKERS REPLACEMENT SERVICES

1.0 INTRODUCTION/BACKGROUND

1.1 Introduction

The Western Area Power Administration (WAPA), Desert Southwest Region (DSW), requires the services of a qualified contractor to perform all aspects of ABB installation of SACE Emax2 low voltage replacement breakers as set forth in this contract. This Performance Work Statement (PWS) describes the Engineering services and contractor furnished materials required by DSW for its Mead Substation located in Boulder City, NV.

1.2 Background

WAPA is a Federal power marketing administration that markets and delivers reliable, cost-based hydroelectric power and related services to wholesale customers in 17 states. The Desert Southwest Region is one of four regions of the Western Area Power Administration. Desert Southwest customer service region markets federal hydroelectric power to nearly 70 municipalities, cooperatives, federal and state agencies, and irrigation districts.

Most power sold by the Desert Southwest Region is generated from power plants operated at Hoover, Parker, and Davis dams. Power is also marketed from hydroelectric projects in the Bureau's Upper Colorado Region and the federal portion of power generated at Navajo Generating Station near Page, Arizona.

The Desert Southwest Region also operates and maintains more than 40 substations and 3,100 miles (4,950 kilometers) of transmission lines to keep the system running reliably. Our partnerships with our customers allow us to help them quickly restore service to local residents after storms or other major system disturbances.

1.3 Location/Site Contact

The location of the area needing parts and services is at the Mead Substation, 2051 Buchanan Blvd, Boulder City, NV 89005.

Directions:

In Boulder City, take Boulder Highway (Highway 95) and travel south to Buchanan Blvd. Exit onto Buchanan and go south for about 3 miles to the former Boulder City Area Office. The substation is at the end of the pavement around the curve.

100% parts prior to commencement of work.

The Government may use various methods to perform surveillance of Contractor performance, including customer input, random sampling, periodic inspection, contractor reporting, etc.

6.3 Contract Discrepancy Report (CDR)

Instructions for completing the CDR are as follows:

6.3.1 The COR completes Blocks l through 6 and sends the form to the CO. Block 6 must include the PRS number corresponding to the discrepancy, the threshold of that PRS item, the number of discrepancies documented, and the PWS paragraph reference describing the Government’s expectations for that PRS item.

6.3.5 In most cases, the preferred action is re-performance by the Contractor at no additional cost to the Government. If deduction from payment is the appropriate action, the COR and CO will calculate the payment deduction based on the performance period in which the discrepancy occurred. The deduction is taken from the Contractor’s payment as close as possible to the month in which the discrepancy occurred, but not necessarily the same month. The Government should not withhold payment of an invoice while calculating the deduction.

6.3.6 The COR will complete Blocks 13a and 13b. The CO signs the CDR in Block 13c. These signatures indicate concurrence with the actions taken.

6.3.7 In the event the CO determines that issuance of a CDR is not appropriate; the CO shall document the contract file indicating why such action is not appropriate.
