About this file
This is a technical specification document from the Western Area Power Administration's North Dakota Maintenance Office detailing requirements for a station battery system at the Washburn Substation, with a delivery date of 12/16/2024.
The specification calls for a 125-volt DC Valve Regulated Lead-Acid battery system comprising 58 flame retardant plastic cells with a minimum 265 AH nominal eight-hour capacity. The battery must be non-spillable, stationary type with lead-calcium alloy grids, designed for switchgear and control applications in high voltage substations. Key requirements include a seismically qualified rack system (UBC Zone 0/IEEE 693 "low" rating) that will store batteries horizontally (10 cells wide by 6 cells tall), with specific dimensional constraints (max 5.5' height, 22" width, 58" length). The system requires comprehensive spill containment featuring a 4" high liquid-tight steel barrier with 80 mil thick corrosion-resistant liner, color-changing absorbent mats, and VOC-free adhesives. Delivery must be coordinated with specific personnel at the Bismarck, ND location, with delivery restricted to Monday-Thursday between 8:00 a.m. and 2:30 p.m., excluding government holidays.

1. Washburn Battery:
1.1. Battery: The battery shall be a Valve Regulated Lead-Acid, non-spillable, stationary type with lead-calcium alloy grids. The battery will be designed for switchgear and control applications in high voltage and extra high voltage electrical power substations. The battery will also be designed for constant voltage charging in “float” service.
1.1.1. Voltage: 125-volt DC, ungrounded system, with a float voltage of 2.23 – 2.25 volts per cell
1.1.2. Cells: 58 cells, flame retardant plastic
1.1.3. Nominal Capacity: Minimum 265 AH nominal eight-hour capacity to 1.75 volts per cell
1.1.4. Accessories:
1.1.4.1. Intercell connectors and connector bolts
1.1.4.2. Terminal plates: main external cable connections to 4/0 copper wire
1.1.4.3. Cell numbers with polarity indicators
1.1.4.4. Non-Corrosive grease
1.1.4.5. Any lifting straps and hardware
1.1.4.6. Assembly hardware
1.1.4.7. Easily removable front facing clear terminal cover
1.1.5. Rack Assembly:
1.1.5.1. The rack shall be qualified according to “UBC” seismic rating formerly applicable to Zone 0/IEEE 693 “low”. The battery location has a level concrete floor.
1.1.5.2. Either standard galvanized steel racks or acid-resistant painted steel racks are acceptable. The rack shall be provided with a grounding bar or equivalent grounding connection.
1.1.5.3. This rack will store the batteries horizontally, 10 cells wide and 6 cells tall. The arrow on the lid of each cell must be pointed in the vertical orientation.
1.1.5.4. Dimensions: Height not to exceed 5.5’, width not to exceed 22”, and length not to exceed 58”.
1.1.6. Spill Containment: A liquid tight formed steel barrier spill containment barrier (dam) with a corrosive resistant liner shall be provided. The liner shall be approximately 80 mil thick, and factory formed. The barrier shall be 4” high and extend at least 1” beyond the rack in all directions. When installed the barrier and all hardware shall be covered with an acid-resistant protective coating. The barrier shall be designed for installation without drilling holes for anchors.
The supplier shall provide the adhesive for installation of the metal barriers. Adhesives provided shall contain no Volatile Organic Compounds (VOC) and shall be able to resist 98% sulfuric acid in continuous immersion. The supplier shall provide adequate amounts of coating material to coat battery legs and bracing.
The supplier shall provide adequate amounts of absorbent mats for the interior of the spill containment area, with an additional 10% for spares. The absorbent pads shall change color when exposed to electrolyte.
