Statement of Work Comprehensive Virtual Instruction for Fall Protection Equipment Inspection Participants

03/23/2021

Background:

U.S. Department of Energy’s Western Area Power Administration (WAPA) requires comprehensive instruction in Fall Protection Competent Person Equipment Inspection, consisting of ten (10), four-hour virtual instructional course dates/workshops for approximately three-hundred and seventy-three (373) WAPA Qualified Climbers (Craftsmen).

Safety One Training International, Inc. (Safety One) has provided this service in the past (2019 & 2020) during WAPA’s Fall Protection Train-the-Trainer session, typically convened during the first full week of March of each year. With the on-going threat of the COVID-19 pandemic, fall protection committee members are unable to travel throughout regions for the purpose of equipment inspection. Subsequently, the WAPA Maintenance Management Committee approved attendance of this course (Fall Protection Competent Person Equipment Inspection) by qualified climbers WAPA-wide, which will enable fall protection equipment self-inspection and certification.

Objectives:

The vendor shall provide multiple virtual Fall Protection Competent Person Equipment Inspection classes within the timeframe specified in the deliverables section of this statement of work. The 10 virtual training classes will be attended via WebEx at various locations throughout all four of WAPA's regions to accommodate Craftsmen, and shall not exceed 40 participants per class.. Due to the number of attendees, 373 WAPA-wide, and Safety One limiting attendance to 40 persons per class, ten class dates are required to accommodate the needed training.

This training shall be extensive in nature to comply with provisions of ANSI Z359, Minimum Requirements for a Comprehensive Managed Fall Protection Program, thereby ensuring adequate inspection and documentation/certification of critical fall protection equipment, components and systems by personnel deemed to be a "competent person" pursuant to ANSI Z359 Standards.

The 10 interactive class dates/workshops shall specifically address the following topics:

· Overview and history of fall protection in general

· Both ANSI and OSHA requirements for Fall Protection

· Specific requirements/provisions applicable to Electric Utilities

· Fall Protection Competent Person detailed inspection of equipment, components and systems, to distinguish between serviceable and damaged equipment

· Documentation of inspection findings

· Attendees shall be tested for retention of knowledge to be deemed a "competent person" for fall protection equipment inspection, in accordance with ANSI Z359 Standards

Deliverables:

The 10 class dates/workshops will take place between April 2021 and end of September 2021. The exact dates shall be: 12 & 13 April, 10 & 17 May, 7, 14 & 21 June, 12 July, and 2 & 16 August 2021.
