The project involves constructing a replacement bridge and associated infrastructure improvements to restore fish passage. Bids opened on December 3, 2026, with electronic sealed bidding through the Bid Express website with a 2:00 p.m. deadline. The contractor must hold either a Class A license or a combination of Class C-8 and C-12 licenses. The project includes 110 bid items encompassing clearing and grubbing, excavation, structure work including cast-in-drilled-hole concrete piling, reinforced concrete structures, asphalt paving, temporary traffic control, erosion control, landscaping, electrical systems, and miscellaneous construction. Work must be completed within 390 working days excluding plant establishment work, or 640 working days including plant establishment. The federal training program requires 4 trainees or apprentices.
The estimated project cost is $9,000,000, and bidders must submit security equal to at least 10 percent of their bid amount. Prevailing wage rates are required, with contractors obligated to pay the higher of California prevailing wage rates or federal minimum wage rates. The project is federally funded as ST-P009(025) and subject to Buy America requirements for manufactured products, iron and steel products, and construction materials. The Department furnishes certain materials including traffic signal controller assemblies and battery backup system components. Special provisions require designation of a full-time Safety Quality Control Manager with specified certifications and experience, professionally facilitated project partnering, prompt payment to subcontractors within seven days of progress payments, and adherence to extensive environmental controls including water pollution prevention, erosion control, and fire safety requirements.
