PERFORMANCE-BASED WORK STATEMENT
FOR
GRANULAR ACTIVATED CARBON (GAC) REPLACEMENT
1. DESCRIPTION OF SERVICES.
The Offeror shall provide all management, tools, supplies, equipment, and certified labor necessary to provide a complete GAC media replacement, reactivation service for carbon tanks A, B, C, and D located on the IWTP site at Hill AFB, Utah. The service will be conducted in a manner that will ensure continuous and safe operation by technicians certified to operate pneumatic-bulk slurry trailers. IWTP has six (6) GAC absorber tanks labeled A, B, C, D, E, and F. The tanks are approximately 9.5 feet in diameter with a freeboard height of approximately 8 feet, and contain approximately 16530 lbs. of GAC in each tank. GAC in these tanks is exposed to wastewater containing a variety of organic chemicals and heavy metals from various industrial operations, and may consist of RCRA hazardous waste as defined by the US EPA and the Utah Department of Environmental Quality. Adsorbers are currently scheduled for GAC media replacement in pairs on an annual basis, (see scheduling section 1.1) or when the carbon media’s capacity to adsorb the targeted organics has been reached.
Prior to each absorber-pair change out, IWTP will collect GAC samples from each of the scheduled adsorbers for chemical analysis by the company’s reactivation facility to determine if the spent GAC is acceptable for reactivation.
1.1. SCHEDULING.
FY 2021 Tanks A, C & E – Sep 2021 FY 2022 Tanks B, D & F – Sep 2022 FY 2023 Do analysis, change if needed FY 2024 Tanks A, C & E – Sep 2024 FY 2025 Tanks B, D & F – Sep 2025 FY 2026 Do analysis, change if needed
1.2. BASIC SERVICES.
The Offeror shall remove the spent GAC media from the scheduled adsorbers tanks with pneumatic bulk slurry service trailers with separate compartments (typically 3) for receiving spent GAC media and compartments loaded with fresh GAC to re-load the emptied adsorbers. Spent GAC media shall be transferred directly from the adsorber to the bulk slurry trailer via a transfer-hose as a wet slurry, using pneumatic or water pressure. Caking may have occurred and some effort may be required to loosen the existing carbon bed. The Offeror shall open the emptied adsorber, so the government representative can verify the transfer of spent media has been finished and conduct a visual interior inspection of the adsorber tank walls and under-drain system. Inspection ports will require 2-inch sockets to remove the bolts and a high-reach lift or equivalent shall be provided by the Offeror for access to the man ways if needed. The Offeror shall provide fresh GAC, which shall be transferred directly from the fore and aft compartments of the bulk slurry trailer to the emptied adsorbers, using the same system/method outlined above. When using this technique, the trailer arrives on-site filled with granular carbon (app. 33,000 lbs.)
split between the fore and aft compartments. Once the trailer is at the unloading point, the balance of the trailer volume is filled with water and the trailer is pressurized using the integrated pipework that is connected directly to the process vessel or blow tank. Removing the spent GAC media and replacing it with new GAC complete the replacement service.
The Offeror shall properly dispose of the waste based on the TCLP analytical report of spent materials. All spent carbon waste shall be removed from the site before the Offeror demobilizes. All wastewater produced during the replacement process will be returned to the headwork's of the plant, no contaminated water shall be transported from the plant. The Offeror shall provide all equipment necessary to complete the replacement service.
1.3. EMERGENCY REPLACEMENT SERVICES.
In the event the Government determines that an out-of-cycle service is required, the Offeror shall remove the spent GAC from the affected tanks with a carbon-water slurry truck, and replace it with new GAC within 20 days of initial contact. The Offeror shall follow the removal and replacement of GAC IAW 1.2 of government provided PWS. The government will inspect tanks when emptied and again when refilled. The Offeror shall be licensed and capable of handling all waste-code contingencies. The Offeror shall be licensed to transport hazardous /non-hazardous spent GAC to a certified carbon recycling facility or dispose of GAC deemed unsuitable for recycling in a certified hazardous waste facility. A copy of all licensing, certificates, documents and manifests shall be provided to the government representative within 14 working days and prior to invoice being authorized for payment.
1.4. SPECIAL REQUIREMENTS.
The Offeror shall provide a sufficient quantity of replacement GAC as outlined in Table 1 . The Offeror shall submit a Certification of Analysis (COA) of the GAC properties upon delivery of each shipment prior to transferring product into tanks. The government reserves the right to verify Offeror GAC media properties with a third party analytical lab. Carbon media exchange procedure shall be accomplished using industry-standard, compartmented-bulk slurry service trailers for wastewater treatment plants such that the Government will receive GAC with the optimum sorption characteristics commensurate with this specification. The replacement procedure should not in any way cause media attrition, deterioration of the sorption characteristics, or reduce the volume or weight of GAC required for proper function of the GAC tanks. Offeror shall be licensed and capable of handling all waste-code contingencies. Offeror must be licensed to transport hazardous /non-hazardous spent GAC to a certified carbon recycling facility or dispose of GAC deemed unsuitable for recycling in a certified hazardous waste facility. The government will be notified in either event and all documents and manifests shall be provided to the government.
