DHS/ CBP Response to Vendor 3rd Set of Questions in Solicitation #04C18Q0000161
Vendor Question
CBP Answer
1
1) Was a underground counterpoise system installed with this antenna system? If so, is it lower than the required 24” cable bury depth?
There is current no counterpoise around or near any tower. The ground system consists of a single electrode and conductor for each tower.
2) Due to the potential of RF issues in lighting cable, we would like to utilize the double shielded flash head cable previously approved but install in 2” PVC conduit instead of direct bury. This will allow future maintenance of the cable should it get damaged from lightning strikes, etc.
Either method is acceptable. New conduit can be installed or direct bury utilized.
3) The indicated existing conduit runs on Page16 show a single conduit run from the East tower over to the West tower and then continues back to the shelter. Confirm there are in fact 2 conduit runs back to the shelter- one from each tower as the SOW specifies terminating into the shelter floor. If in fact only one conduit in the shelter there would have to be additional work fitting conduit runs together.
There are two conduits, one from the shelter interior to each tower. There are no as-builts available, so the worst case routing (most length) was detailed. The conduit from the shelter to the farthest (east) tower may have a more direct route and be shorter in length.
4) The SOW (Para 4.2) indicates the existing conduit at each tower is located behind the anti-climb panels. Were the existing tower end conduit runs embedded in the concrete foundation. This would provide protection for the lighting system cables behind the anti-climb panels however if the existing conduit is presently embedded the new installation would require other methods to provide this level of protection for the cables.
The conduits are not imbedded in the concrete. A box-like cap was fabricated and welded to the anti-climb shield. This box is open towards the ground. The conduits run up from the ground and are covered by the box. It is a 4-sided box with one side towards the concrete footer and the bottom open to cover the conduits. It hangs over the concrete and there appears to be a few lead anchors securing it to the concrete that will have to be ground off.
