About this file
This is a Sole Source Justification (SSJ) document for a commercial service acquisition exceeding the simplified acquisition threshold under Federal Acquisition Regulation (FAR) 12.201-1.
The Federal Railroad Administration (FRA) Office of Acquisition intends to award a sole-source, Firm-Fixed-Price (FFP) contract to Duos Technologies, Inc. for a Mobile Railcar Inspection Portal (m-RIP) system and associated commercial services to support the FRA Safety Test Pilot Program. The estimated base award value is $1,300,000.00. The acquisition establishes a Solution-as-a-Service (SaaS) test pilot program to evaluate the m-RIP technology's effectiveness in identifying "Areas of Interest" (AOIs) that correlate to potential mechanical defects on rolling stock in live operational railroad environments to enhance national rail safety. The contract is executed under the authority of the Test Program for Commercial Items (41 U.S.C. 1901 and 1903) and implemented under RFO FAR 12.201-1 (Commercial Services).
Duos Technologies is identified as the only known provider capable of furnishing the proprietary m-RIP system, with thirteen portals currently deployed throughout the U.S., Canada, and Mexico, and two additional portals under construction. The justification supports sole-source procurement based on proprietary technology ownership, the absence of comparable mobile automated inspection portals suitable for FRA field testing, and the cost and operational risks associated with replicating the system. A Sources Sought notice was posted on SAM.gov on February 11, 2026, with a response period closing February 26, 2026. Six responses were received, but none proposed viable solutions meeting FRA's portable, high-speed, high-resolution requirements. Fair and reasonable pricing will be determined using existing commercial price lists, prior FRA and industry acquisition history, price analysis under FAR 12.209-3(a)(2), and comparison against an independent government estimate (IGCE).
