About this file
This document is Addendum #1 for Invitation to Bid (ITB) #ODFW-735-044-25 for the Two Rivers Restoration Project in the Mt Hood National Forest, issued by the Oregon Department of Fish & Wildlife on June 13, 2025. The addendum modifies the original ITB documents, providing key updates including requirements for a daily ticket book onsite (supplied by USFS), potential fire restriction-related project delays, and specific log requirements for two objectives: Lazy Bend (70 logs, 10 rootwad logs) and Queen Quarry (200 logs, maximum 30 rootwad logs). The addendum also adds a USFS Road Maintenance Specifications attachment and replaces the original Bid Submittal Form with Attachment D2. Prospective offerors have until close of business on June 13, 2025, to submit written questions or protests.
The bid is structured with two primary objectives involving log transportation, with bidders able to submit proposals for one, multiple, or all bid items. The bid evaluation will be based on the Unit Cost for each Bid Line Item, with individual awards made to the lowest responsive, responsible bidder. The project involves loading and hauling logs between various sites including Queen Quarry, Lazy Bend Admin Site, Memaloose, and Fish Creek, with logs ranging 40-50 feet in length. Prevailing wages (Oregon and Davis Bacon) apply to all project duties, and while bonding is not required, contractors must adhere to specific requirements such as gate management, log transportation protocols, and potential roadway vegetation maintenance. The project is anticipated to start in July, with Objective 2 completing around October 15, offering flexibility for contractors to bid on either or both objectives.
