About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a solicitation numbered 040ADV-25-R-0040, issued by the Government Publishing Office (GPO) in Washington, DC. The amendment's primary purpose is to post responses to vendor questions related to a Request for Information (RFI) about passport book hinge materials and production requirements.

The vendor questions and responses cover technical specifications for the hinge material, including printing processes, material composition, and production methods. Key details include: static printing of artwork on hinge material prior to delivery to GPO, acceptable printing processes (flexo, offset, screen), prohibition of variable data printing, submission requirements for optional and required responses (hardcopies, USB drives, email), and specific technical requirements such as using a fine woven polymer fabric for the hinge body and avoiding sonic welding of fabric edges due to incompatibility with current production processes and equipment.

1. The purpose of this amendment is to provide responses to vendor questions.

Responses to Vendor Questions Received

No.

RFI Page Number RFI Section Questions Responses to Questions

1. Page 5 COMPONENTS

Will the printing with specialty inks take place on the hinge material supplied by the vendor, prior to lamination or is it the intention the GPO be printing during after the product manufacture?

The inks shall be static printed artwork on the hinge material by the vendor prior to delivery to GPO.

2. Page 5 COMPONENTS What printing processes are intended for the hinge, inkjet or another process?

Printing shall be completed flexo, offset, screen, etc as determined by the vendor’s capabilities.

3. Page 5 COMPONENTS Is it the intention that variable data will be printed on the hinge? No.

4. Page 3 Technical Response

Optional Submission – Our understanding is that if the vendor is submitting Optional physical hinge material samples in their response, they are required to submit hardcopies and USB drives of their response, in addition to the Mandatory email submission. Is this understanding correct?

Hardcopies for the Optional Submission – May they be submitted in US Letter format instead of A4 format?

Paragraph 3 – please clarify “USB samples”

Yes. This is correct. In addition to sample materials, RFI responses shall be submitted electronically via email, as well as on a USB drive to accompany the 3 hardcopies and 3-ringed or 4-ringed binder.

Hardcopies may be submitted in US Letter format.

"USB samples" refers to the USB drive with the RFI response.

5. Page 3 Technical Response

Required Submission. Our understanding is that if the vendor intends to submit the Required email submission, and not the Optional (physical samples) Submission, no physical hardcopy or USB drive is required from the vendor. This is correct.

6. Page 5 COMPONENTS

“Main Hinge Body; 1. The main structure of the hinge shall be a fine woven polymer fabric…” “Processing requirements; 2. Sonic welding of the edges to be cut is not an acceptable solution.”

Questions:

Is “sonic welding of the (fine woven polymer fabric hinge) edges to be cut” currently implemented in the processing/production of the US Passport book today?

Why is sonic welding of the edges to be cut an unacceptable solution in response to this present RFI?

Fraying of the trimmed edges is a concern in current production, which has been mitigated.

Sonic welding is incompatible with the process and current equipment.
