1. PURPOSE
The United States Government Publishing Office (GPO) is located at 732 North Capitol Street NW, Washington, DC 20401. GPO provides publishing and dissemination services for the official and authentic government publications to Congress, Federal Agencies, Federal Depository Libraries, and the American Public. The Human Capital (HC) business unit in GPO acts as a strategic partner with agency management by providing support in the areas of Talent Acquisitions, Transactions Processing and Records Management, Classification, Medical Services and more. HC provides expert consultation services and solutions to management in an efficient and customer-focused manner while building and retaining a workforce that is talented, diverse, motivated, and committed. Human Capital is looking to contract for full-time equivalents in the areas of Talent Acquisitions Six (6) Human Capital Specialist (Recruiting and Staffing), Two (2) Human Capital Senior Transactions Specialists – Key Personnel, Two (2) Human Capital Junior Transactions Specialists, Two (2) Human Capital Assistant (Transactions Processing), Classification (eight (8) Human Capital Specialists (Classification)), and Medical Services (One (1) Medical Technician Administrative Support) – Key Personnel.

Human Capital Support Services
1. BACKGROUND:
The Human Capital (HC) business unit acts as a strategic partner with agency management by providing support in the areas of Talent Acquisitions (Recruiting and Staffing), Transactions Processing and Records Management, Classification, Medical Services and more. HC provides expert consultation services and solutions to management in an efficient and customer-focused manner while building and retaining a workforce that is talented, diverse, motivated, and committed.
The services HC provides are necessary to GPO employees from the time they apply for a job to when they leave.

2. SCOPE:
To meet the needs of customers, HC requires assistance in the HR services listed below.
• Talent Acquisitions (Recruiting and Staffing)
• Position Classification
• Transactions Processing/Records Management
• Medical Tech/Assistant
At a minimum, HC will require full time services in the areas of Talent Acquisitions Six (6) Human Capital Specialist (Recruiting and Staffing), Two (2) Human Capital Senior Transactions Specialists – Key Personnel, Two (2) Human Capital Junior Transactions Specialists, Two (2) Human Capital Transactions Assistants), Classification (eight (8) Human Capital Specialists (Classification)), and Medical Services (One (1) Medical Technician Administrative Support) – Key Personnel.
3. PLACE OF PERFORMANCE:
Work can be performed remotely or at GPO’s Central Office located at 732 North Capitol St. NW Washington DC. Additional travel will not be required.
4. PERIOD OF PERFORMANCE:
The period of performance will be from February 3, 2025 – February 2, 2030. (Base year and option years.)
5A. PURPOSE OF THIS SERVICE OR MATERIAL:
Maintaining efficient operations and consistent processes are imperative for the agency to meet the needs of our customers. The HC Talent Acquisitions and Transactions units play a vital role in supporting GPO’s current workforce, placing the right people in the right jobs at the right time. Since GPO works on a cost-recovery basis, HC must ensure that the business units are fully functional and able to meet the needs of Congress and Agency customers. HC works to build a high-quality workforce and sustain high-performing operations. In addition, classification is a critical component in GPO’s ability to hire the best candidate(s) for a job. Classification is used to define and evaluate job duties, responsibilities, and authority level of a job. GPO needs assistance classification management so that HC can provide sound position management to ensure valid and good personnel decisions are made.

7. CONTRACTOR IS REQUIRED TO PERFORM THE FOLLOWING:
Human Capital Specialist (Recruiting and Staffing) – Six (6) (remote or onsite position)
Recruiting and Staffing Essential Duties and Responsibilities
• Consults with hiring managers on recruitment actions discussing a variety of topics such as the position, special considerations, general recruitment information, and areas of consideration, assessment information and job analysis.
• Manages internal and external recruitments by developing multiple recruitment strategies utilizing such methods and sources as Delegated Examining, Merit Promotion, special hiring authorities (ex. Veteran’s Recruitment Act (VRA), 30%, Disability, student programs, temporary/term employment.)
• Prepares vacancy announcements using USA Staffing and USAJobs and completes all required actions, including job analysis, crediting plan, identifying best qualified candidates, issuing a certificate of eligible candidates, and extending final job offers.
• Provides guidance and advisory services to operating managers in analyzing and proposing solutions to personnel management problems.
• Performs position analysis to determine organizational requirements.
• Experience rating and ranking applicants under Delegated Examining utilizing Category Rating
Procedures.
• Evaluates qualification and eligibility or positions being filled.
• Determines recruitment strategies – utilizing a variety of sources (when applicable) to find job candidates.
• Posts job vacancy announcements using USA Staffing.
• Issues certificates using USA Staffing.
• Develops Merit Placement Plans and ensures compliance with federal laws and Agency Merit Promotion Plan.
• Ensures that the selecting official has a reasonable number of well-qualified candidates from which to choose.
• Performs internal and external recruitment and placement actions such as appointments, promotions, reassignments, change to –lower grades and position changes for the most difficult and complex organizations which may include positions from various divisions, carious duty locations, and/or unique or unusual pay systems. Ensures all HR functions are completed in accordance with regulations.
• Provides guidance and assistance to supervisors and/or designated subject matter experts in the development of ranking criteria.
• Oversees all actions associated with the position; ensuring all required actions are completed including job analysis, crediting plan, identifying best qualified candidates, issuing a certification of eligible candidates, and extending final job offers.
• Ensures required selection documentation and information is correctly recorded and collected.
• Updates HC Dashboard - Tracker with accurate and concise information.
• Attends all staff meetings.
• Attends business unit training sessions as necessary.
• Completes mandatory agency training.
Use of Information Technology Systems
Works with automated personnel computer systems and software to process personnel actions and when completing work assignments. Must have working knowledge of the following:

Experience and Education
• Minimum of two (2) years relevant full-time experience within the last five (5) years.
• Current DEU certification required.
• Bachelor’s degree preferred.

Human Capital Senior Transactions Specialists, Key Personnel – Two (2) (remote or onsite position)
Essential Duties and Responsibilities
• Inputs and verifies documents for employment in the USA Staffing system, required to onboard new hires.
• Creates and/or updates personnel reports based on program, auditing, or special project needs.
• Researches complex pay and personnel policy questions.
• Explains Human Capital Transactions program requirements and reasons for decisions. Assists managers, supervisors, and administrative staff on the day-to-day use of a variety of automated data processing equipment and systems ((i.e. E-Verify, GRB, USA Staffing, EmpowHR, NFC, IT Service Hub)
• Briefs Team Lead and/or supervisors on status of projects and identifies areas of concern.
• Provides guidance to selectees during the initial onboarding process; ensuring the forms are issued and complete.

Human Capital Assistant (Transactions Processing) – Two (2) (remote or onsite position)
• Provides support for the processing of personnel actions and records management. Works closely with the Talent Acquisitions team, the Transactions Specialists and Benefits Specialists to process and onboard new applicants.
• Provides administrative support for new employee orientation.
• Provides administrative support for offboarding.
• Processes routine personnel actions.
• Support HC staff with administrative needs.
• Inputs and verifies documents for employment in the onboarding module of the USA Staffing system required to onboard new hires.
• Must stay apprised of human resource terminology, requirements, procedures required to process HR actions consistent with Office of Personnel Management (OPM) and 5 CFR rules and regulations governing recruitment, staffing and placement, pay and classification activities.
• Ensures that the correct documentation is submitted with all personnel actions. Documents must be completed, routed, filed, and arranged in proper sequence. Discrepancies are identified and corrected within an established timeframe.
• Processes routine SF-52s (Request for Personnel Actions) such as in-processing selectees, promotions, awards, details, within grades, name changes, reassignments, summer appointments, student and special emphasis programs, term and temporary appointments, death benefits, Thrift Savings Plan options, and retirements, in the appropriate automated systems. Human Capital Specialists Classification – Eight (8) (remote or onsite position)
• Administers effective position classification principles to ensure that positions conform to regulations, standards, policies, approved organizational plans and budgetary limitations. Essential duties and responsibilities are listed below. Other duties may be assigned.
• Consults with managers and/or SMEs to conduct job analysis.
• Evaluates draft position descriptions against the appropriate OPM classification standards to determine the correct series, grade, and title. Ensures position management guidelines are applied appropriately.
• Applies classification and position management principles that follow established procedures in the development and analysis of data facts.
• Establishes position descriptions, and prepares comprehensive position evaluation statements, that document classification decisions.
• Maintains accurate competitive levels for GPO positions to ensure accuracy and consistency.

Medical Technician Administrative Support - Key Personnel – One (1) onsite position
The contractor must serve to support the Medical Service Branch by performing a wide range of clerical and administrative support functions for the entire unit. The contractor works directly with the lead nurse, Medical Officer, as well as other members of the medical staff.
• Schedules pre-employment physicals, periodic exams, motor vehicle license exams, medical consultations, hearing, vision, and spirometry screenings; and works closely with Human Capital Recruiters for the purpose of scheduling pre-employment physicals, providing an open line of communication through the entire medical process while keeping abreast the medical status of the candidates. Locates facilities for pre-employment physicals and drug screens. Serve as liaison for offsite pre-employment physicals and drug screens.
• Assists the onboarding process by assisting the drug coordinator in coordinating drug screenings. Ensures that change of custody forms are completed properly. Communicates with the laboratory concerning forms, and relays messages to the drug coordinator concerning results. Assists with medical surveillance programs. Responsible for assisting employees with the completion of the medical questionnaires, scheduling testing appointments, and composing correspondences in reference to the specific surveillance.
• The work is performed in Human Capital’s Medical Services unit where medical documents are seen and maintained. The work involves a variety of administrative and clerical duties involving different, unrelated processes and methods. Complexity arises from the frequently changing priorities, or situations, requiring the contractor to shift rapidly from one duty to another.
• Maintains knowledge of conferences, appointments, trips, telephone calls, and reminds supervisor of such commitments. Composes correspondence of a routine and non-technical nature based upon oral instructions, brief notes, information which is readily available in the files, and from knowledge of office activities.
• Maintains confidential records and handles record keeping.

1. RESPONSIBILITY FOR INSPECTION AND ACCEPTANCE: The Contracting
Officer’s Representative (COR) is the Government's official responsible for inspection and acceptance of required services under the terms and conditions of this contract. The Government may designate additional representative(s) to provide periodic inspections or observations during performance of this contract. The Contractor is responsible for inspection of its own work to ensure that all work performed conforms to the terms and conditions of the contract.
2. Surveillance Plan: All Specialists are to document their work on the online Human
Capital Dashboard, and Sharepoint site as required. Contractors are required to meet with management on a regular basis (as scheduled) to discuss assignments and deliverables.
Contractors will attend all staff meetings as directed. Contractors who are teleworking will remain available at their worksite and/or online via phone, MS Teams and email as stated in the telework agreement. They will check in at the beginning and ending of their tour.
Contractors will attend all mandatory GPO training.

1. PLACE OF PERFORMANCE: Work can be performed remotely or at Government Publishing Office (GPO)’s Central Office. Additional travel will not be required.
• Remote: All human capital support services, except for the work performed by the
Medical Technician, can be performed at an alternative worksite/remote location.
Contractors who are teleworking will remain available at their worksite and/or online via phone, MS Teams and email as stated in the telework agreement.
• In-Person: The personnel assigned to report to the central office will be issued a badge, contingent upon the determination made by the Security Office and the Business unit.

3. ORDERING PROCEDURES: If the Government deems it necessary to continue this service, the Contracting Officer shall notify the awardee of the Government's intention to extend the option year at least 30 days before the contract’s expiration. Should the Government decide to exercise an option year, the vendor will receive a signed unilateral modification on Form SF30 from the Contracting Officer.
