About this file

This is Amendment 004 to Solicitation 040ADV-26-R-0022, issued by the General Services Administration (GSA) Government Publishing Office (GPO) on May 21, 2026. The amendment removes cost/price proposal requirements and associated evaluation factors to ensure compliance with the Brooks Act (40 U.S.C. § 1101–1104). The original solicitation number is 040ADV-26-R-0022, dated April 10, 2026, with requisition number PR-26-GPO-2550. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended through one of three methods: completing items 8 and 15 and returning the specified number of copies, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt at the designated place prior to the specified hour and date may result in rejection of the offer.

The amendment modifies proposal preparation instructions in Section L.3, reducing the required proposal volumes from seven to six by eliminating Volume 7 (Cost/Price Proposal). The proposal shall consist of six volumes submitted as an Adobe PDF Portfolio: Volume 1 (Signed SF 33 and Company Information), Volume 2 (Technical Capability), Volume 3 (Design Management Approach), Volume 4 (Key Personnel), Volume 5 (Draft Schedule), and Volume 6 (Past Performance). The amendment further modifies Section M evaluation criteria to state that price evaluation will comply with the Brooks Act for architectural and engineering (A/E) services. Fair and reasonable compensation will be negotiated first with the highest-ranked firm selected in accordance with applicable selection procedures, with negotiations proceeding in order of ranking until a mutually satisfactory agreement is reached. The contracting officer is Troy D. White, Supervisory Contracting Officer, and the amendment was signed on May 22, 2026.

L.3 PROPOSAL PREPARATION INSTRUCTIONS (Page 36)

The Offeror's proposal must be submitted as an Adobe PDF Portfolio. A PDF portfolio is a special type of PDF file that acts as a container for multiple files of different formats. When the email comes in, we will only see one portfolio file.

Proposal Format: Offerors shall submit one complete, electronic version of their proposal. The portfolio shall consist of seven (7) six (6) volumes. Moreover, Offerors shall enclose each volume as a separate file in the PDF portfolio. The required volumes are as follows:

Volume 1: Signed SF 33 and Company Information

Volume 2: Technical Capability

Volume 3: Design Management Approach

Volume 4: Key Personnel

Volume 5: Draft Schedule

Volume 6: Past Performance

Volume 7: Cost/Price Proposal

Proposal Content:

Volume 7 - Cost/Price Proposal (Page 38)

The price proposal shall include a narrative that explains the basis for the proposed price. The price in the proposal must be referenced as cited under SECTION B-SUPPLIES/SERVICES AND PRICE.

Each Offeror shall provide a cost proposal with supporting information in sufficient detail to allow a complete analysis of cost and price.

Part 1 - Cost/Price Proposal Template - Attachment J.5 (in MS Excel with unlocked formulas)

(a) The Offeror must present all proposed costs and price in U.S. Dollars (“USD”).Extended costs and price must be rounded to the nearest penny (i.e., two decimal places) using one of Excel’s rounding functions,

(b) Offerors must provide a single Excel workbook, incorporating both prime contractor and subcontractor (if applicable) budget details, using the Attachment J.5 template, and using the pricing instructions specified in paragraphs (c) through (g) below. Except as otherwise noted in the instructions below, a separate spreadsheet tab must be provided that contains each subcontractor’s detailed budget.

Offerors must incorporate and link each subcontractor’s budget totals to the appropriate subcontract cost line item in prime Offeror’s budget. Subcontractors that do not wish to disclose proprietary subcontract pricing information to the prime may provide redacted information to the prime Offeror and then follow the instructions below for submitting a sealed package.

(c) Offerors may adjust the template’s budget detail by adding rows and updating formulas as needed.

Offerors shall not delete any of the rows associated with a major cost element as shown in the Extended Cost Summary Tab. Mark non-applicable elements as “N/A”.

(f) The Offeror must make all Excel calculations and formulas visible in the format provided in Attachment J.4. The Offeror must unlock and leave the Excel file unprotected and macro-free. The Offeror must remove all external file links from the Excel file.

(g) The Excel workbook must include:

Tab (i) Price and Cost Summary

Tab (ii) Section B of the RFP table Prime

Tab (iii) Section B of the RFP table Sub(x) one tab for each subcontractor (if applicable)

The Offeror must use the Price Matrix (Attachment J.4) to format its price proposal. The Matrix must be developed using the MS Excel spreadsheet format, .xls file.

Part 2 - Cost/Price Proposal Narrative

The Offeror must submit a budget narrative, in Microsoft Word format, discussing and substantiating the cost for each line item – this includes a budget narrative for the prime Offeror’s prices/costs, and the proposed subcontractor(s) process/costs.

The Offeror must clearly explain the basis of costs, i.e. why and how it determined certain figures for equipment, training, items or services, to establish the reasonableness of costs. The Offeror must provide a clear and thorough explanation for each budgeted line-item amount and/or unit quantity.

Offeror should explain its assumptions in determining why the proposed unit/quantity aligns with its overall technical approach in order to address why these costs are considered realistic.

Subcontracts/Contractual (if applicable). MMAR § 44.101 provides for any contract order entered into by a subcontractor to furnish supplies or services for performance of a prime contract or a subcontract. All proposed subcontractors must submit an Excel budget tab which, at a minimum, breaks down costs by contract period.

Offerors are no longer required to submit cost/price information in accordance with the Brooks Act (40 U.S.C. § 1101–1104).

Section M - Evaluation Factors for Award

Price Evaluation Criteria (Page 46)

a. The Offeror’s price proposal will be evaluated but not rated.

b. The evaluation of price will include a determination that the price is fair and reasonable and complete.

c. Price evaluation will determine whether the proposed price is complete for the work to be performed, reflects a clear understanding of the requirements, and is consistent with the approaches set forth in the Offeror’s technical proposal and budget narrative, and to determine if the proposed profit and total price are fair and reasonable.

d. This evaluation is conducted with the expectation of adequate price competition and will rely heavily on market forces to determine whether the proposed price is fair and reasonable. The comparison of proposed prices in response to this solicitation is the preferred technique for this evaluation. GPO will also compare the proposed price to historical price paid for the same or similar services and the independent government cost estimate. Other techniques and procedures set forth in MMAR 15.404 1(b), if deemed necessary, may be used to ensure proposed price is fair and reasonable.

e. No price evaluation will be performed on proposals determined to be non- responsive or unsatisfactory. The Government reserves the right to exclude any offer rated “marginal” in Factors 1 through 4 from award consideration.

f. The Government may use the results of cost/price realism analysis to adjust the offeror's proposal to the most probable cost to the Government. The analysis may include information from a government auditing agency, Government technical personnel, and other sources.

Evaluation of the offerors' price proposals will comply with the Brooks Act (40 U.S.C. § 1101–1104).

In accordance with 40 U.S.C. § 1104, the Government will negotiate a contract for architectural and engineering (A/E) services at compensation determined to be fair and reasonable to the Federal Government. In determining fair and reasonable compensation, the Government will consider the scope, complexity, professional nature, and estimated value of the services to be performed.

Negotiations will be conducted first with the highest-ranked firm selected in accordance with applicable selection procedures. If the Government is unable to negotiate a satisfactory contract with that firm, negotiations may be formally terminated and initiated with the next highest-ranked firm. This process will continue in order of ranking until a mutually satisfactory agreement is reached. If satisfactory negotiations cannot be achieved with any of the initially selected firms, the Government may select additional firms in order of qualifications and continue negotiations until an agreement is reached.
