Section C - Description/Specifications/Work Statement
STATEMENT OF WORK
INSPECTING, CLEANING AND CIPP REHABILITATION OF UNDER-SLAB SANITARY SEWER
PIPELINES IN THE BUILDING D BASEMENT
1. BACKGROUND
The U.S. Government Publishing Office (GPO) provides publishing and dissemination services for official and authentic government publications to Congress, federal agencies, federal depository libraries, and the American public. GPO is experiencing recurring backup and drainage issues in the sanitary sewer pipeline beneath the basement of Building D, affecting both the east and west storm drain systems. To address this, GPO recently conducted a Drain and Sanitary Sewer Pipes Assessment in the Building D basement, performed by a qualified contractor. The drain system and sanitary sewer pipes on both the east and west sides of the basement were inspected using closed-circuit television (CCTV). The report revealed significant structural deterioration and operational blockages. The inspection identified critical issues, including multiple blockages, spalling, joint separation, corrosion, and debris buildup.
The purpose of this Statement of Work is to seek a contractor capable of removing the blockages and rehabilitating approximately 510 linear feet of 3”–4” cast iron sanitary sewer pipes using the Cured-In-Place Pipe
(CIPP) lining method or a more efficient and effective alternative.
2. OBJECTIVES
The objective of this contract is to restore the structural integrity and operational functionality of the under-slab sanitary sewer system, prevent collapse, restore flow, and extend the useful life of the existing piping system with minimal disruption to facility operations. The Contractor shall use advanced techniques and equipment to detect and locate any clogged, damaged or defective under-slab sanitary sewer pipelines that are causing the slow drainage and frequent blockages.
• Restore full operational capacity of the basement sanitary drainage system.
• Eliminate existing pipe blockages and prevent future backups.
• Repair damaged and compromised cast iron piping using CIPP lining to extend system lifespan and avoid full pipe replacement.
• Ensure all excavation activities are conducted safely and in accordance with utility detection and structural safety standards.
2.1 Compliance of Work
The Contractor shall comply with the most current editions of all applicable codes, directives, laws, procedures, practices, standards, regulations and handbooks including, but not limited to; American Society for Testing and
Materials (“ASTM”), National Sanitation 2

Institute Inc. (“NEII”), International Building Code (“IBC”), International Existing Building Code (“IEBC”), and the Occupational Safety and Health Act (“OSHA”) Standards. The Contractor shall also comply with all Federal, State, City, Local and GPO policies, procedures and directives applicable to the work performed under the Terms and Conditions of the resultant Contract.
3. SCOPE
The Contractor shall furnish all labor, supervision, materials, equipment, and incidentals necessary to clean, inspect, and rehabilitate the nine identified sections of cast iron sanitary sewer piping using CIPP. The Contractor shall also perform limited excavation to access key connection points and restore excavated areas upon completion.
This scope covers the inspection, cleaning, and rehabilitation of approximately 510 linear feet of sanitary sewer lines located in the building’s basement. The contractor shall perform:
• Pre and post CCTV inspection.
• Cleaning all clogged sections.
• Rehabilitation of all sections (approx. 510 ft) of deteriorated pipe using CIPP or more efficient and better method.
• Ground Penetrating Radar (GPR) scanning of the basement floor prior to excavation.
• Excavation of at least two (2) pits (each approximately 4 ft x 4 ft x 4 ft) to provide access for inspection, cleaning, and CIPP lining operations.
Under the Terms and Conditions of the resultant Contract, the selected Contractor, shall be responsible for all the work there under including the provision of all personnel, labor, equipment, and tools and all other services required to perform all aspects of repairs including, but not limited to abuse, correction of deficiencies, routine and emergency callback services, data collecting and reporting to Operation Center of Facility Division within the terms of the Contract.
