About this file

This is a Request for Proposal (RFP) for design-build construction services issued by the U.S. Government Publishing Office (GPO).

The solicitation seeks a qualified firm to design and renovate approximately 1,000 square feet of space on the 5th floor of GPO Building B in Washington, DC to establish a new adhesive mixing area and secure storage room. The contractor must begin performance within 7 calendar days of receiving the Notice to Proceed and complete all work within 329 calendar days (47 weeks). Design timeline, safety plans, quality control plans, schedules, and pre-construction submittals must be submitted within 14 days of the Construction NTP. Performance and payment bonds are required within 14 days of contract award. Sealed proposals are due by 5:00 PM EST on May 1, 2026, with a mandatory optional site visit scheduled for March 10, 2026. Questions must be submitted by March 17, 2026, with responses posted by March 20, 2026. Offerors must submit a single electronic PDF portfolio containing four volumes: signed SF 1442 with SAM.gov registration and W-9; technical proposal demonstrating capability and management approach; past performance documentation consisting of five completed questionnaires from customer references; and a detailed cost/price proposal with Excel workbook showing all costs. Each offeror must submit a bid bond equal to 20 percent of the proposed price. Evaluation criteria emphasize technical capability and management approach (including timeline, quality control/assurance plan, project management plan, and safety plan), key personnel qualifications (Project Manager, Superintendent, Quality Control Lead, and Safety Lead), and past performance on similar projects. Award will be made on a best-value basis to a single responsible offeror whose proposal provides the greatest overall value considering both technical and price factors, with non-price factors being significantly more important than price.
