3. Section C - Description/Specifications/Work Statement

C1. Scope

The Contractor shall provide all labor, supervision, materials, equipment, tools, transportation, incidentals required to perform complete cleaning and sanitization of the air handling units (AHUs) and associated ductwork serving the 6th floor of Building A, at the U.S. Government Publishing Office (GPO) facility at 732 North Capitol Street, NW Washington, DC 20401. Please refer to the attached supplemental drawings F-1995 and F-1996 for details.

All work shall be performed in accordance with NADCA ACR Standard, applicable EPA, OSHA, NFPA, and ASHRAE requirements, and this Statement of Work.

The contractor shall clean, at a minimum, the following:

1. HVAC system components from the point where air enters the system to each point where air is discharged from the system.

2. HVAC system components of Air Handling Unit (AHU) 16A and AHU 16B, such as cooling coils, heating coils, and other parts inside AHU.

3. All supply, return, and exhaust air ducts connected to AHU 16A and AHU 16B.

4. Reheat coils serviced by AHU 16A and AHU 16B.

5. After cleaning the ductwork, the contractor shall decontaminate surfaces in the work area by HEPA vacuuming and wet methods.

C2. Background

The Government Publishing Office (GPO) provides publishing and dissemination services for official and authentic government publications to Congress, Federal agencies, Federal depository libraries, and the American public. The HVAC system was constructed in the middle of the 1970s. During the last 50 years, many impurities have accumulated in the HVAC system. These ducts should be cleaned periodically to rule out the possibility that the air supplied to regulate the office temperature and humidity may contain impurities. The most concerning impurity is lead. GPO Engineering looked for records of the HVAC duct cleaning in this location, but no such records appear. The inside of the ductwork may not have been cleaned for more than 50 years.

GPO is undertaking HVAC system cleaning to improve indoor air quality and restore optimal mechanical performance.

Ther floor to be serviced will be vacated and occupants relocated to swing space for the duration of the project. The Contractor must coordinate all activities with the Contracting Officer’s Representative (COR) to ensure minimal disruption to building operations.

C3. Requirements

C3.1 Pre-Work

1. Before scheduling the cleaning, the contractor must visit GPO and assess the site condition. If cutting into the duct is deemed necessary, the contractor should clearly mark the area for the government to inspect any asbestos material in the duct insulation. The cleaning date should not be scheduled until the results are received. If asbestos is present in the area, the government will arrange for its abatement and then coordinate with the contractor to schedule the cleaning. The contract shall be responsible for patching the opened portion using industry-standard methods after cleaning. Painting is not required after patching.

2. Before beginning any work, hazardous materials such as asbestos must be reported to the COR. The government will conduct testing and perform abatement work if necessary. The contractor should notify the COR only of locations where the presence of these materials prevents cleaning the inside of ducts, AHUs, and their accessories. The government will not test or perform abatement work if it is not necessary for the specified work in the contract. Typically, abatement work takes 1- 3 weeks. The contractor must wait for a written 'Notice to Proceed' from the COR before starting any work. The contractor has two weeks to identify suspect materials.

This investigation for suspect materials may occur during the week as long as it does not disturb production.

After the cleaning work has begun, the contractor will be responsible for any required testing and abatement.

Therefore, the contractor should carefully identify any suspicious areas before starting the cleaning work.

C3.2 Air Handling Unit Cleaning

1. Shut down and lockout/tagout AHUs prior to entry.

2. Clean and vacuum all interior components, including:

a. Coils (heating and cooling)

b. Drain pans, traps, and piping.

c. Fans and housings.

d. Dampers, plenums, and access panels.

3. Replace all filters with Government-approved MERV-rated filters. GPO will furnish the replacement filters.

4. Treat drain pans with antimicrobial agents where approved by COR.

C3.3 Ductwork Cleaning

All work shall be performed according to ACR, The NADCA Standard for Assessment, Cleaning & Restoration of HVAC Systems--2021 Edition. Personnel performing duct and AHU cleaning must be either NADCA certified or have 5+ years documented commercial/institutional HVAC cleaning experience. Documentation must be submitted for Government approval before work begins. Additionally, all workers must be trained under OSHA lead compliance.

The work includes the following:

1. The contractor shall cover all machinery, office equipment, furniture, and other components with plastic or drop cloths in the work area.

2. The contractor shall inspect all HVAC ductwork and related components to identify any areas of contamination or damage. Most existing ducting is made of metal without liner; however, the contractor shall investigate the duct lining by checking the actual duct. The contractor will not simply rely on the drawing to calculate costs. The contractor must inspect the actual ducts, accurately estimate the cost, and submit a bid price.

3. The contractor shall clean all HVAC ductwork using a combination of mechanical and manual methods.

The contractor shall establish a negative pressure within the ductwork via HEPA-filtered, high-velocity vacuum collectors. This pressure shall be maintained throughout the cleaning to remove the debris from the ductwork and prevent the escape of debris into occupied spaces. Debris shall loosen from the duct surface as required. High-pressure air shall be utilized to move debris for vacuum collection. System components that cannot be cleaned in this method shall be cleaned by hand and reassembled.

4. The contractor shall remove and dispose of all debris according to local and national laws and regulations. Evidence of disposal shall be provided to the Contracting Officer’s Representative (COR) upon substantial completion. The debris will have a Toxic Characteristic Leaching Procedure (TCLP) test completed before disposal. A copy of this report will be provided to the (COR).

5. Disinfection of all HVAC ductwork to remove any harmful bacteria or mold.

6. Restoration of all HVAC ductwork to its original condition if it is modified or removed for cleaning.

7. The contractor must restore all systems to original functionality, remove all tools and materials from the production floor, and clean up and dispose of all trash and debris before leaving the site. The government is responsible for starting and stopping the AHU as needed.

C3.4 Post-Work

1. Conduct final visual inspection with the COR.

2. Submit before-and-after photographic documentation for each AHU and duct section.

3. Provide airflow and static pressure measurements where applicable.

4. Return HVAC systems to full service.

C3.5 Ceiling Tile Removal and Restoration

1. Remove and reinstall ceiling tiles as necessary to access ductwork and diffusers.

2. Prevent damage to ceiling tiles, grids, lighting, sprinklers, and other ceiling-mounted systems.

3. Replace any damaged tiles with new, matching tiles at no additional cost to the Government.

4. Ensure tiles are reinstalled flush and aligned before final acceptance.

5. Provide daily cleanup of duct and debris to maintain safe, usable swing space and adjacent areas.

C3.6 Flexible Ductwork

1. The Contractor shall clean flexible ductwork in accordance with the NADCA ACR Standard.

2. Aggressive mechanical agitation methods are prohibited on flexible ductwork.

3. The Contractor shall inspect flexible duct sections prior to cleaning. Any tears, kinks, disconnected joints, or deteriorated liners shall be documented and reported to the COR.

4. Flexible ducts that are damaged, mold-contaminated, or otherwise unsuitable for proper cleaning shall be replaced by the Contractor with new flexible duct of equal size, insulation, and fire rating, at no additional cost to the Government.

5. Application of chemical biocides, sealants, or encapsulants inside flexible ductwork is not permitted unless specifically authorized in writing by the COR and registered with the EPA for that purpose.

6. Before-and-after photographic documentation of all flexible duct cleaning and/or replacement shall be included in the final report.

C3.6 Hazardous Materials (Asbestos/Lead)

1. The Government will perform all asbestos-containing material (ACM) and lead-based paint (LBP) testing prior to the start of work.

2. The Contractor shall not disturb any suspect materials without written clearance from the COR confirming that such materials are free of asbestos or lead.

3. If untested or suspect ACM/LBP is encountered, the Contractor shall:

a. Stop work immediately in the affected area.

b. Notify the COR in writing.

c. Secure the area until further instruction is provided.

4. The contractor shall comply with applicable federal requirements, including

a. GPO Directive 670.52A, Working with Lead, Issue Date June 5, 2019. Refer to attachment.

5. The Contractor is not responsible for asbestos or lead abatement under this contract.

C3.7 Health and Safety Plan

Because of the known concentrations of lead and zinc in the debris, the contractor must prepare a site-specific health and safety plan addressing how the workers and the environment will be protected from heavy metal dust and other hazards while performing the work. At a minimum, the plan must address the following elements:

1. Filtering in a dust collector.

2. Procedures for capturing dust aerosolized when the AHU is re-energized.

3. The OSHA “Lead in Construction Standard”, 29 CFR 1926.62.

4. Zinc hazards.

5. Working inside of ductwork.

6. Ladder safety.

7. Hand tool safety.

8. Electrical safety.

9. Compressed air safety.

10. Cleanup after each shift of duct cleaning.

11. First Aid.

12. Emergency Response Plans

13. Waste management and disposal.

C3.4 Fogging / Disinfecting

The contractor shall disinfect the duct system using the process that disperses an all-natural antimicrobial solution, effectively disinfecting and deodorizing the nonporous surfaces of the ductwork while maintaining negative pressure through the duct vacuum. GPO does not require a specific mold disinfectant. The contractor will provide the safety data sheet (SDS) of their chosen product to the GPO Safety Branch before starting the job.

C3.5 Encapsulation

This process is not included in this contract.

C3.6 Materials

The Contractor shall supply all necessary materials for the cleaning of the HVAC ducts, including:

1. Industrial-grade vacuum cleaners.

2. High-pressure air compressors.

(End of Section D)

5. Section E - Inspection and Acceptance Terms

E1: Quality: The Contractor shall use the best commercial industry standards for all services performed.

E2: Inspection: All reports submitted will be reviewed and approved by COR to ensure that all aspects of the SOW are addressed.

E2.1 Sampling

The government will take baseline dust samples before ductwork and surface cleaning. Locations for sampling settled dust are included in the bid document.

Lead sampling will be taken from existing ductwork and analyzed by the government. The attached reports will be provided for informational purposes only. The contractor shall not rely solely upon this information and shall perform independent analysis as required.

After the contractor cleans the ductwork, the government will visually inspect the ductwork following NADCA guidelines before re-energizing the air handling unit.

After the duct cleaning contractor cleans the ductwork and the work environment, the government will collect a final sampling of settled dust after the air handling unit has been operating for at least 12 hours.

The current contract covers an industrial area; therefore, test results that meet the criteria (the result of lead testing less than 200 ug/ft2) shall be considered a grade of Pass.

Results that do not meet the criteria (result of lead testing greater than or equal to 200 ug/ft2 shall be considered a grade of Fail.

Independent testing shall occur within 10 days of substantial completion. Results shall be provided to the contractor by the contracting Officer’s Representative within 10 days after the government receives the report notifying the contractor of a Pass or Fail.

E2.2 Digital Inspection

Submit photos taken every 10 feet before and after cleaning. See the attached sample photo from the last cleaning in a different location in the building. The photos shall be provided to COR within 5 days after cleaning. The level of cleanliness should be similar to or cleaner than that shown in the following photos. The COR will decide whether to pass or fail based on the following pictures.

Before Cleaning
