For Elevator #34, this involves installing a 125' conductor from the junction box to the machine room. For Elevators #39 and #40, the contractor must install 300' travel cables externally in the hoistways. The project must be completed within 45 calendar days after the Notice to Proceed, with work to be performed during normal business hours (6:30 AM - 3:30 PM, Monday-Friday). Contractors must comply with GPO security protocols, including obtaining visitor badges, being escorted, and following safety standards.

Section C - Description/Specifications/Work Statement

1. BACKGROUND:

The U.S. Government Publishing Office (GPO) is located at 732 North Capitol St., NW, Washington, DC 20401 and provides publishing and dissemination services for the official and authentic government publications to Congress, Federal Agencies, Federal Depository Libraries, and the American Public. GPO security is in the process of installing security cameras in the passenger and freight elevators, and while most of these elevators have spare wires to allow for the camera installations, there are three freight elevators that do not. In order for security cameras to be added within these freight elevators, new cabling must be installed. GPO is currently seeking for a qualified contractor to submit a price and a technical proposal that shall furnish all of the following: labor, materials, tools, supervision, and equipment, and perform all operations necessary to accomplish all the work as specified herein.

2. SCOPE:

For most elevators at GPO, cabling already exists between the machine room to the junction box, and from the junction box to the elevator cartop. These cables provide the wiring necessary for security cameras to be installed in each of the elevators. There are three (3) freight elevators that require additional cabling:

Freight Elevator #34: There is existing cabling that is usable from the junction box to the elevator cartop, but there are not any available cables from the junction box to the machine room. The Contractor shall acquire and install a UL rated conductor (estimated 125’, 5 x 18-gauge), terminating at the junction box and the machine room. The cable shall run through the existing tough in the hoistway, and spare wires shall be identified for future GPO use.

Freight Elevators #39 and #40: There is no existing cabling that can be used. For each elevator, the Contractor shall acquire and install a UL rated travel cable (estimated 300’, 5 x 18-gauge shielded conductors), terminating at the machine room and the elevator cartop. These cables shall be hung external to the troughs in the hoistways, and the spare wires shall be identified for future GPO use.

Given that the new cabling will be exposed to various potential hazards, such as wear and tear from the surrounding environment, the Contractor shall ensure that they mitigate any potential damage to the cables after their installation. The Contractor shall only work on one elevator at a time. All work shall be in accordance with applicable codes and local regulations, including but not limited to NEC Article 620. In case of conflict in or between the Contract Documents and a governing code or ordinance, the more stringent standard shall apply.

3. SITE VISIT:

Due to the nature of this work, a site visit is highly recommended and only a Contractor who visits the site and scrutinizes the work entailed might provide a correct estimate.

4. PERIOD OF PERFORMANCE:

All work shall be completed within 45 calendar days after Notice To Proceed (NTP). GPO reserves the right for early termination or to extend the period of performance at the convenience to the Government as needed.

5. GOVERNMENT RESPONSIBILITIES:

GPO shall remove all government furnished objects that are within the allowed working space.

GPO shall provide house services such as a minimum electrical requirement of 120V electrical, water, air, etc. if needed.

6. SECURITY:

Contractor’s vehicles, work bags, toolboxes, material, etc. will be inspected upon arrival and checked when leaving the premises of the building.

The Contractor shall safeguard all Government Property in the work area. At the close of each work period, equipment shall be secured and/or taken away from the work site daily.

Entry Requirements:

The contractor shall exchange his/her valid federal or state identification for a GPO Visitor’s Badge for entry to GPO

Expired identification shall not be acceptable forms of ID Under no circumstances shall a visitor be granted access to GPO without proper identification The Visitor’s Badge shall be visible at all times as safety allows Contractors shall be escorted at all times and/or in line of sight of the escort in the construction area.

7. OPERATION TIMES:

The Contractor will be required to provide services during normal working hours between the hours of 6:30AM – 3:30PM, Monday – Friday. Emergency, Government Holidays, Weekend and Overtime Work shall be submitted in advance and reviewed and coordinated by the COR and approved by GPO before work is performed on the aforementioned date(s) and times. The cost of overtime is to be included in the proposal.

8. PARKING:

Contractor personnel can utilize the GPO Parking Program if parking spaces are available. If they decide to participate in the parking program, the Contractor shall adhere to the GPO Policy and pay the required fee of $9.00 per day. Fees must be paid before the issuance of a permit and is non-refundable. If parking is unavailable, the Contractor shall make the necessary arrangements for their parking needs.

9. SAFETY REQUIREMENTS:

Contractors are required to comply to and be equipped with all safety standards.
