3. Section C - Description/Specifications/Work Statement

Statement Of Work (SOW)

Identifying and Mitigating Water Leaks in the Basement Walls, D-025

1. BACKGROUND: The U.S Government Publishing Office (GPO) provides publishing and dissemination services for the official and authentic government publications to Congress, Federal Agencies, Federal Depository Libraries, and the American Public. GPO’s Basement, which connects Building C to Building D, is used to transport the material for these important and secured documents back and forth between the two buildings. During heavy rain, there were water leaks on the walls in room D-025. The site had previously been injected with 6 gallons of polyurethane foam and approximately 3 gallons of Mutigel acrylic resin by The Contractor. The injections resulted in mitigating water leaks at the injection sites, however we noted leaking at new locations along the wall. The intention of this Statement of Work is to seek a Contractor that can find the cause of water leaks in the basement of Building D, D-025, and provide GPO with their professional opinion on how to address the leak with possible solutions and decide on the most efficient way to address the leak and fix the problem permanently.

2. OBJECTIVE: The objective of this project is to conduct a comprehensive non-destructive testing (NDT) investigation on Building D Basement Area D-025 to identify and locate any voids or cavities behind the concrete walls. The concrete wall varies in thickness from 14-,23- and 36-inch areas across the area of interest. In total the wall area is approximately 1,350 square feet in area where the Eastern wall is approx. 75ft length and 13 ft height, and the Southern wall is approx. 25ft length and 15ft height. The Contractor shall use advanced techniques and equipment to detect any foundation or joints irregularities, voids, or cavities behind the concrete walls to find the cause of the leaks. The Contractor shall use advance testing method across the visible leak areas/visible cracks to measures concrete quality, unconsolidated concrete zones and voids. Following the comprehensive investigation of the walls and the foundation, The Contractor shall correct the cause of the water leaks with any means necessary using the latest technology and equipment.

3. SCOPE: GPO’s Facilities Management (FM) is seeking a Contractor to provide all labor, material, equipment, and accessories necessary to identify, locate and correct any voids or cavities behind the concrete walls in the Basement of Building D, Area D-025 at the US Government Publishing Office, 735 North Capitol St., NE, Washington DC 20002.

Contractor personnel shall not at any time, during the TASK ORDER's period, be employees of the U.S. Government.

The Contractor shall also make good any such damages, injury, or loss, except such as may be directly caused by employees of the government. If the COR finds that the workplace is not safe, the COR will order that the Contractor stop the work until the correction is made. The government shall not extend the contract period for the time spent on fixing the problem. The Contractor shall not close or obstruct walkways, passageways, or stairways.

b. No dust and debris should get into the storage area on the same floor. In case GPO determines that the dust could cause the problem of operating the production process, the COR will order that the Contractor stop the work until the correction is made. The government shall not extend the contract period for the time spent on fixing the problem.

c. The Contractor shall also not store or place materials in passageways, stairs or other means of egress and shall conduct operations with minimum traffic interference.
