About this file
This document is an Amendment of Solicitation/Modification of Contract for a water leak investigation and repair project. The amendment provides detailed responses to 13 contractor questions about the scope of work, including clarification that the project involves both assessment and repair of a concrete wall with water infiltration issues. Key details include:
The project allows flexibility in the 21-day timeline, permits the use of dehumidifiers, and requires the contractor to seal off the work area for dust mitigation. The site has previous repair history involving polyurethane foam and acrylic resin injections. Potential repair approaches include negative side solutions like epoxy laminate systems. The exterior repair may require additional DC jurisdiction permits. Notable limitations include no prior soil samples, no core samples of the wall, and no as-built drawings from previous repairs. The contractor is expected to use the best and most effective methods to meet performance requirements without compromising the wall's structural integrity.

1. Clarify if this is for engineering services only or is this a design build up also include the repair (so it includes construction not just assessment and design)?
As mentioned in the SOW this job requires scanning (or better technique to locate the root of cause) of the wall and any type of repairing per findings.
2. Is the 21-day start-to-finish timeline flexible?
Yes, we can provide some flexibility.
3. Can the area be sealed off for dust mitigation during the installation process?
Yes, and it will be the contractor’s responsibility to seal off the area. The area is clean, and the affected wall is in the closed room.
4. Are there any limitations on using dehumidifiers in the area to help dry out the wall?
There are no limitations on using dehumidifiers.
5. There is a green color of varying shades in the original before pictures. Do you know if this is a previous coat of paint? The 1930's blueprints reference metallic waterproofing, so we are wondering if the green tint could be oxidation that may have penetrated the wall.
Green color shades are base primer and latex paint over top.
6. Please send pictures of the new leaks, are there any signs of leaks in the areas that were previously repaired?
No leaks have been discovered since the last repair in 2023.
7. Has an exterior dig up been completely ruled out as a potential solution?
No. The exterior is in DC jurisdiction. It may require additional permit to perform any exterior work
8. Are you open to a negative side solution such as an epoxy laminate system to cover the surface of the wall?
Yes, we are open to it. However, the contractor must ensure the best and effective methods to meet all performance requirements without compromising the integrity or intended function of the wall.
9. Were there any soil samples completed to know what the ground makeup is in the areas in question around the building? Or any nearby soil samples from any other underground activities that you would access to know what soil makeup in the general vicinity may be?
None of this work has been performed.
10. Are there any previous coring samples of the walls that were completed to show us what might be on the back side of the walls in question? No core work has been done on this wall.
11. Would coring be allowed to see what is behind the concrete walls? The concrete wall varies in thickness from 14-,23 areas across the affected area. We would prefer to not destruct the structure of the wall.
12. Can you provide the material spec information on what was used previously (The site had previously been injected with 6 gallons of polyurethane foam and approximately 3 gallons of Mutigel acrylic resin by The Contractor).
Unfortunately, we don’t have spec information for the material that has been used on the wall.
13. Are there any as-built drawings from the repairs that were previously completed? There are no as-built drawings of the previously completed repair.
