Section 9: Evaluation Factors for Award
Basis for Award:
The Government Publishing Office, 31451 United Ave., Pueblo, CO, 81001 and 31700 Excellence Ave., Pueblo, CO, 81001, requires janitorial services at the Congressman Frank Evans Pueblo Distribution Center to maintain a clean and sanitary environment consistent with the highest standards. This contract will cover comprehensive cleaning tasks as specified in the Statement of Work, including but not limited to daily sweeping, mopping, dusting, and restroom sanitation.
The lowest price technically acceptable (LPTA) approach will be utilized for this procurement. The Government anticipates awarding a Firm-Fixed-Price (FFP) Purchase Order resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation will be the lowest price technically acceptable quote.
Quotes will be determined to be technically acceptable in accordance with the noted evaluation factors. The evaluation factors for this acquisition are:
Past Performance
Acceptable: Offerors are instructed to submit two completed (2) Past Performance Questionnaires for work performed within the past three years of the closing date of this solicitation; offerors may include performance still in progress. The Offeror must demonstrate satisfactory past performance during the past three years based on the offeror's performance record from references.
Unacceptable: Based on the offeror's performance record from references, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
*No past performance record will be given a neutral rating.
The agency reserves the right to consider past performance on contracts previously awarded by GPO during evaluations.
Capability and Approach The contractor must demonstrate the ability to comply with all specified technical and performance requirements in the SOW, including cleaning standards, schedules, security measures, and management capabilities. Offerors must have provided these services to either a government or commercial entity for a minimum of five years. The offeror’s proposal must include a three-page (maximum) narrative that provides a company overview and details the company’s proposed approach for accomplishing the technical objectives of the statement of work.
Pricing Pricing that is unrealistically low may be considered an indication that the quoter does not possess adequate understanding of the requirement or the requisite technical capability to successfully perform the work. The Government may determine that a quote is unacceptable if the pricing is significantly unbalanced.
The quote submitted shall include the following:
1. Quotation/Pricing: Provide a firm fixed price, inclusive of the elements covered in Factors 1 and 2, and 3, for the entire scope of janitorial services as detailed in the SOW. This price should be inclusive of all labor, supervision, materials, and equipment necessary to perform the services.
2. System for Award Management (SAM) registration info: Ensure that your business is registered in SAM and provide the registration information, which helps verify your eligibility to receive federal contracts.
3. Vendor Information:
o Address and Tax Identification Number (TIN).
o Vendor Point of Contact (POC), including name, email address, and phone number.
Award Decision
• The Government anticipated awarding a Firm Fixed Price contract to the responsive offeror that meets the lowest price technically acceptable (LPTA).
Quotes shall be submitted to the Contract Specialist, Brittany Freeman at bfreeman@gpo.gov and the Contracting Officer, Troy White at twhite@gpo.gov no later than close of business September 12, 2024 by 4 PM Eastern Std. time. Quotes must include the solicitation number in the subject line to avoid oversight. Moreover, quotes should remain valid for at least 45 days.
Questions must be submitted to Brittany Freeman, (Contract Specialist) at bfreeman@gpo.gov and the (Contracting Officer) Troy White at twhite@gpo.gov.
