VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 2
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-22-AP-5225
1. Contracting Activity: RLR VA Medical Center Department of Veterans Affairs VISN10
2237: 583-22-3-997-0404
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The A2O from Advanced Instruments is a fully automated, multi-sample osmometer that incorporates over 50 years of applied technology experience in the field of freezing-point osmometry.
The osmometer is the only type of instrument that performs osmolality by freezing point. The A20
Advanced offers not only automation but also interfacing which eliminates the error of manual entry of patient results.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The osmometer is the only type of instrument that performs osmolality by freezing point. The A20
Advanced offers not only automation but also interfacing which eliminates the error of manual entry of patient results.
The purchase and replacement of current Osmometer units is based on success in testing specimens, proven quality performance and timely results. Acquiring other like equipment requires a testing validation time, training, new reagents; all of which equate to unnecessary effort and a loss of patient service time. The staff has high confidence in the A20 Osmometer unit and requires little training for testing. Turnaround times are met with this analyzer.
Osmolality meaurements are time-consuming when performed manually. The A20
Osmometer is automated, freeing the technologist to perform other tasks in the laboratory.
The other instrument evaluated is only used for pharmaceutical food and beverage and not for clinical patient testing.

4. Description of market research conducted and results or statement why it was not conducted: The
A20 Osmometer is automated, freeing the technologist to perform other tasks in the laboratory.
The other instrument evaluated is only used for pharmaceutical food and beverage and not for clinical patient testing. VIP queried using NAICS 334526 along with keywords “A20 osmometer” resulted in zero findings. The OEM is a SB and the NMR does not apply. The OEM does have a
SDVOSB distributor and they did not respond when asked to provide a quote. Will post intent to sole source and award to OEM Advanced Instruments Inc (SB).
Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Note:
COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
