RFP # 040-25 Right to Acquire and Develop 110 – 112 Broad Street
Section 1 – Scope of Work
Introduction and Summary
The City of Rome is accepting proposals from qualified individuals or firms for the right to acquire and develop 110-112 Broad Street, Rome, GA 30165. Aspiring business owners or established business owners looking to open a Rome location are invited to submit their business proposals for an opportunity to open a new business at 110-112 Broad Street, located in the heart of Downtown Rome, Georgia. The building has great potential but will require updates and renovations before it can be occupied. The property included in this RFP is owned solely by the City of Rome and is Parcel
Identification Number (PIN) as found on the Floyd County Tax Map: J14D089.
While financial considerations will be reviewed, the primary focus of this RFP is on the proposed use, redevelopment plan, and alignment with the mission of Downtown Rome and the Downtown
Development Authority (DDA). The city seeks a proposal that not only enhances the economic vitality of the district but also contributes meaningfully to its historic character and charm.
The DDA’s mission—aligned with Georgia’s broader Downtown Development efforts—is to:
"Revitalize, enhance, and stimulate economic development while maintaining the historical integrity and charm of the downtown districts. These initiatives aim to create vibrant communities by promoting economic growth, supporting small businesses, and providing a positive roadmap for public-private partnerships." Proposals that embrace this vision will receive priority consideration.
About Downtown Rome, GA
The downtown district is comprised of Historic Broad Street and the River District along North 5th
Avenue and West 3rd Street. There are 53 retailers, 33 food and drink establishments, 14 salons, and 3 hotels. Downtown is home to 234 residential units and counting. The River District will soon house an additional 250 residential units on West 3rd Street.
Overview
This process is designed to identify and support innovative, sustainable business concepts that will contribute to the continued growth and vitality of Downtown Rome. More than just a transaction, this opportunity reflects the City’s commitment to cultivating development that is economically sound, community-focused, and consistent with the long-term vision for the district.
Proposals will be evaluated not solely on financial terms, but more importantly on how well they align with the mission and values of the Downtown Development Authority (DDA):
Downtown Development Authority (DDA) Mission
• Promote revitalization and enhancement of the historic downtown
• Encourage sustainable economic development
• Support small businesses and tourism
• Foster public-private partnerships
• Maintain historical integrity and charm
Ideal proposals will introduce offers not currently present in the downtown area, filling unmet needs and enriching the overall business mix. Selected finalists will be invited to present their concepts to a review committee composed of City staff and local business leaders, who will evaluate each proposal for its long-term vision, community benefit, and compatibility with Rome’s unique downtown character.
Additional Documents Included
• Drawings of the Space
• Current Inspection Report of the Building

--Marketing Plan--
This section provides details on your industry, the competitive landscape, your target market and how you will market your business to those customers.
• Market Research
There are two kinds of research: primary and secondary. Primary market research is information you gather yourself. This could include going online or driving around town to identify competitors; interviewing or surveying people who fit the profile of your target customers; or doing traffic counts at a retail location you’re considering.
Secondary market research is information from sources such as trade organizations and journals, magazines and newspapers, Census data and demographic profiles. You can find this information online, at libraries, from chambers of commerce, from vendors who sell to your industry or from government agencies.
This section should explain:
• The total size of your industry
• Trends in the industry – is it growing or shrinking?
• The total size of your target market, and what share is realistic for you to obtain
• Trends in the target market – is it growing or shrinking? How are customer needs or preferences changing?
• Barriers to Entry
What barriers to entry does your startup face, and how do you plan to overcome them?
Barriers to entry might include:
• High startup costs
• High production costs
• High marketing costs
• Brand recognition challenges
• Finding qualified employees
• Need for specialized technology or patents
• Tariffs and quotas
• Unionization in your industry
• Product/Service Solution, Features, and benefits
Describe all of your products or services, being sure to focus on the customer’s point of view.
For each product or service:
• Describe the most important features. What is special about it?
• Describe the most important benefits. What does it do for the customer?
In this section, explain any after-sale services you plan to provide, such as:
• Product delivery
• Warranty/guarantee
• Service contracts
• Ongoing Support
• Training
• Refund Policy
• Target Customers
Describe your target customer.
You may have more than one target customer group. For instance, if you sell a product to consumers through distributors, such as retailers, you have at least two kinds of target customers: the distributors (businesses) and the end users (consumers).
Identify your target customer groups, and create a demographic profile for each group that includes:
For customers that are direct consumers
• Age
• Gender
• Occupation
• Location
• Income
• Education Level
For customers that are businesses
• Industry
• Location
• Size
• Stage in business (startup, growing, mature)
• Key Competitors and Alternatives
Every business has competitors. Your plan must show that you’ve identified yours and understand how to differentiate your business. This section should:
List key companies that compete with you (including names and locations), products that compete with yours and/or services that compete with yours. Do they compete across the board, or just for specific products, for certain customers or in certain geographic areas?
Also include indirect competitors. For instance, if you’re opening a restaurant that relies on consumers’ discretionary spending, then bars and nightclubs are indirect competitors.
• Unique Value Proposition / Advantage
Now that you’ve assessed your industry, product/service, customers and competition, you should have a clear understanding of your business’s niche (your unique segment of the market) as well as your positioning (how you want to present your company to customers).
• How Will You Market Your Product / Service?
In this section, explain the marketing and advertising tactics you plan to use.
Advertising May Include:
• Online
• Radio
• Cable television
• Out-of-home
Marketing May Include:
● Business website
● Social media marketing
● Email marketing
● Mobile marketing
● Search engine optimization
● Content marketing
● Print marketing materials (brochures, flyers, business cards)
● Public relations
● Trade shows
● Networking
● Word-of-mouth
● Referrals
What image do you want to project for your business brand?
What design elements will you use to market your business? (This includes your logo, signage and interior design.) Explain how they’ll support your brand.
• Promotional Budget
How much do you plan to spend on the marketing and advertising outreach above?
• Before startup (These numbers will go into your startup budget)
• On an ongoing basis (These numbers will go into your operating plan budget)
• Pricing
You explained pricing briefly in the “Products & Services” section; now it’s time to go into more detail. How do you plan to set prices? Keep in mind that few small businesses can compete on price without hurting their profit margins. Instead of offering the lowest price, it’s better to go with an average price and compete on quality and service.
● Does your pricing strategy reflect your positioning?
● Compare your prices with your competitors’. Are they higher, lower or the same?
Why?
● How important is price to your customers? It may not be a deciding factor.
● What will your customer service and credit policies be?
• Location
Why do you believe this is a good location for your business? Focus on the location of your building, not the physical building itself. You’ll discuss that later, in the Operations section.
• Distribution Channels
What methods of distribution will you use to sell your products and/or services? These may include:
• Retail
• Direct Sales
• Ecommerce
• Wholesale
• Inside Sales Force
• Outside Sales Representatives
The Marketing Plan section should describe who your target customers are, how you plan to market to them, what sales and distribution channels you will use, and how you will position your product/service relative to the competition.
--Operational Plan--
This section explains the daily operation of your business, including its location, equipment, personnel and processes. This plan will differ if you are a startup or a business expansion.

Final selection of the firm will follow a two-step process. First, the qualifications and costs provided under this RFP will be thoroughly reviewed with the top candidate(s) selected by a Review Team.
Second, the top candidate(s) may be interviewed by the Review Team and the finalist selected. The price and project completion timeline are of importance to the City of Rome and may be weighted more heavily in the final award of the contract based upon other criteria. The cost provided is to be a
“not to exceed” lump sum cost. Responses received after the specified time on the specified due date will not be considered.
The City of Rome reserves the right to short-list (up to 2) firms for more detailed technical proposals or schedule interviews with the short-listed firms. The City reserves the right to select the second-rank consultant if negations with the first consultant are unsuccessful.
C. Presentations and Demonstrations
After the initial proposal evaluation, one (1) or more Offerors may be invited to meet with members of the Evaluation Committee for a formal interview to present proposals. At the City’s discretion, selected
Offerors may be interviewed and re-evaluated based upon the criteria set out in the RFP, or other criteria to be determined by the Evaluation Committee (i.e. unique qualities, methodologies, or approaches taken to differentiate from other Offerors). Offerors may be asked to provide additional information to the Evaluation Committee regarding demonstrated competence and qualifications, feasibility of implementing the project as proposed, ability to meet schedules, costing methodology, or other factors as appropriate.
Any information requested by the Evaluation Committee subsequent to the Offeror’s proposal will be used to further evaluate the selected Offerors to determine a rank-order. Final approval of a selected
Offeror is subject to the City’s Purchasing Policies.
Presentations will be held at a time and date that is yet to be determined. Each Offeror invited for formal presentation will be contacted with its scheduled appointment time.
D. Negotiation and Best and Final Offer (as applicable)
1. If the City deems it in its best interest, it has the right to ask one or more proposers to provide a Best and Final Offer (BAFO).
2. If the City deems it is in its best interest to retain the services of one (1) or more Offerors, the City reserves the right to negotiate a revised scope and or fees. Negotiations will encompass all phases of work, including but not limited to: hourly rates, fees for services, markups for overhead and profit on subcontractors, a “not to exceed” contract amount, as well as any other items the City deems appropriate.
3. If negotiations are successful, the City and the highest-ranking Offeror will enter into an agreement to develop the services as outlined in this RFP. If an acceptable agreement cannot be reached between the City and the highest-ranking Offeror, the City may choose to negotiate with other Offeror(s).
4. Separate meetings with more than one (1) Offeror may be conducted during the same time frame; however, negotiation sessions with an Offeror will not be held in the presence of another Offeror.
5. Offerors submitting proposals should be aware that the Evaluation Committee has sole discretion to determine what constitutes the “best value and offer” for the City.
Consequently, Offerors are urged to submit the best possible terms in their original submittal.
