About this file
This document is a Statement of Work (SOW) for the WPAFB Gate Camera Project. The objective is to design, acquire, install, integrate, test, and deliver an alarms and assessment system that is compliant with AFI 31-101 and the Integrated Base Defense Security System (IBDSS) Capability Development Document (CDD). It requires a Video Storage System (VSS) that can provide 3-5 seconds of pre and post alarm video. All components must be sourced from the Non-Nuclear Configuration Management Database (CMD) Equipment Approval List. The contractor shall also provide a UFC 4-022-01 compliant gate camera system with CCTV and digital video recording for the entry control points. Infrastructure upgrades and integration of government-furnished equipment are also required. The contractor must conduct qualification testing, provide training, and may be required to provide Interim Contractor Support.
The related federal contract opportunity, Solicitation Number FA860124Q0046, seeks to acquire these gate camera systems and services. It is being issued by the Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson AFB. The solicitation notes that funds are not presently available, and the government's obligation is contingent upon the availability of appropriated funds.

Statement of Work (SOW)
Title: WPAFB Gate Camera Project
Document Date: 9/20/2023.
1. Scope: Installation entry control facilities ensure the proper level of access control for all DOD personnel, visitors, and commercial traffic to an installation. The objective of an ECF is to secure the installation from unauthorized access and intercept contraband (weapons, explosives, drugs, classified material, etc.) while maximizing vehicular traffic flow. To accomplish this mission in the most expeditious and secure fashion, technologies which currently exist must be utilized to assist Security Forces in vetting personnel and vehicles to ensure only authorized personnel enter, while detecting and defeating unauthorized and hostile personnel.
1.1 Background: The current system protecting installations is the use of posted Security Forces, augmented by the Defense Biometric Identification System (DBIDS) and basic technologies such as CCTV. This inability to rapidly and positively identify personnel as authorized often results in long traffic queues which can result in less than thorough identification vetting and an inability to use the DBIDS system to alleviate long traffic wait times. Use of technologies to identify unauthorized or criminal personnel, linked with existing data-bases, would significantly increase the likelihood of preventing unauthorized entry, while reducing traffic queues and wait times, as well as thwart the ability of individuals to enter the base perimeter undetected or via a forged, counterfeit, or fraudulent access credential or identity source document.
2. Applicable Documents
DAFI 31-101
UFC 4-022-01
Non-Nuclear Configuration Management Database (CMD)
3 Requirements/Salient Characteristics: The Contractor shall design, acquire, install, integrate, test and deliver an AFI 31-101 and Integrated Base Defense Security System (IBDSS) Capability Development Document (CDD) compliant alarms and assessment system which will provide automatic display upon alarm activation and will be available for manual request by the operator. In addition. It will also include a Video Storage System (VSS) that will show a minimum of three to five seconds of pre and post alarm video for each alarm to assist in determining the cause of the alarm. IAW AFI 31-101, all components (cameras, digital video recorder, etc.) must be sourced from the current version of the current Non-Nuclear Configuration Management Database (CMD) Equipment Approval List. Closed-circuit television systems will be monitored in BDOC.
The Contractor shall design, acquire, install, integrate, test and deliver a Unified Facility Criteria (UFC) 04-022-01, Security Engineering, compliant gate camera system. This will include Closed Circuit Television/Digital Video Recording for installation entry points. Entry Control Facilities (ECFs) shall be equipped with a CCTV system. Camera(s) shall provide an over watch perspective of ECF operations to include the access control area, vehicle search areas, final denial barriers, and pedestrian access points. Each inbound lane of traffic shall be equipped with cameras capable of reading license plates and viewing drivers in the identification check areas and search areas. The CCTV system shall be monitored at the BDOC, should be monitored in the gatehouse, or the inspection office. This system must be logistically supportable through the mid-term (approximately 7 years). The Contractor shall provide all necessary infrastructure and infrastructure upgrades to support system operations and shall integrate approved Government Furnished Property/Equipment (GFP/GFE), if applicable, into the system. The Contractor shall manage the effort to ensure delivery of an ESS that meets specified requirements. The Contractor shall also provide ancillary equipment, materials and/or supplies needed for the installation and associated infrastructure. The contractor shall ensure that the system delivered under this DO consists of already proven (qualified) commercial off-the-shelf (COTS) equipment from the Non-Nuclear Configuration Management Database (CMD) Equipment List published by AFLCMC/HBU, installed in the approved and tested configuration; and/or, non- CMD COTS ESS equipment proposed, qualified and proven by the Contractor and accepted (approved) by the Government as satisfying system requirements. The Contractor shall conduct equipment production qualification test and acceptance testing and support Government operational evaluation for non-CMD ESS equipment (as applicable) in accordance with SOW requirements. Although non-CMD ESS COTS equipment may be proposed, contractor adherence to the use of already proven AFLCMC/HBU CMD equipment to the maximum extent possible is encouraged. The Contractor shall perform Contractor Verification Testing (CVT) of the system and subsystems, including cybersecurity verification, and stability testing; validate Contractor supplements to commercial technical manuals, and support all phases of Government acceptance testing and provide site-specific training. The Contractor shall also provide Interim Contractor Support if ordered by the Government.
1.3 (U//CUI) Surveillance and Gate Monitoring System Requirements.
1.3.1. System Requirements: The contractor shall provide all equipment, software, materials, and incidentals required to implement the design to meet the requirements of this contract.
1.3.2 (U//CUI) Surveillance. The existing Closed Circuit Television (CCTV) System for Wright Patterson AFB shall be upgraded. Additional cameras shall be installed in areas where assessment capability does not exist. Existing CCTV equipment shall be replaced if using an operating system not IAW DoD Cybersecurity requirements and AFI 31-101 or if not compatible with the new CCTV system. CCTV cameras shall have as a minimum 1080p resolution and wide dynamic range for real time assessment of activity detail and low-light capability.
1.3.3. Video Management System/Video Storage System (VSS): The Video Management System (VMS)/CCTV System for Wright Patterson AFB shall be reconfigured to support the BDOC IAW 31-101, the IBDSS CDD, and UFC 4-022-01. New Video Image Control and Display System (VICADS) VMS clients shall be provided by the Contractor at BDOC. The existing CCTV equipment shall be replaced if using an operating system not IAW AFI 31-101 or if not compatible with the VICADS VMS.
