About this file
The document is a Bidder Declaration form from the State of California's Department of General Services, Procurement Division, specifically for the DCBO Willow Rock Energy Center (RFQ-24-702) solicitation. The form is designed to capture prime bidder information, subcontractor details, and California certification status for businesses participating in the procurement process. The form requires bidders to disclose their California certifications (such as Microbusiness, Small Business, Nonprofit Veteran Service Agency, or Disabled Veteran Business Enterprise), indicate whether subcontractors will be used, and provide details about the work to be performed.
The declaration form focuses on ensuring transparency and compliance with California's procurement guidelines, particularly regarding small and diverse business participation. Bidders must verify that they or their subcontractors provide a "commercially useful function" as defined by specific California legal codes, and must confirm good standing through valid licenses, corporate qualifications, and certifications. The form includes detailed instructions for completing each section, with specific requirements for Disabled Veteran Business Enterprises (DVBE) regarding equipment ownership, brokerage status, and the percentage of work performed. The document is part of a comprehensive procurement process that aims to promote inclusivity and fair competition among California businesses.
